GST Composition Scheme vs Regular GST: Which Is Better for a Small Business?

Composition GST may simplify filings, but it removes input tax credit and restricts supplies. Compare eligibility, purchases, customers, and total annual costs before choosing.

Neither GST option is automatically better for every small business. The Composition Scheme may suit an eligible business with mostly local sales, limited input tax credit (ITC) to lose, and a priority on simpler filings. Regular GST may be better when the business has substantial eligible GST-bearing purchases, sells across state lines, serves GST-registered customers who need tax invoices, or exceeds the composition limits. Compare total tax cost and customer needs—not just headline rates.

Start with eligibility, not the tax rate

Composition is an optional levy for qualifying taxpayers, not a free choice available to every GST-registered business. Turnover limits, the nature of supplies, and other conditions apply. Assess aggregate turnover and all relevant activities before comparing costs. The GST Portal registration guidance describes composition as an option during registration and says an existing regular taxpayer may opt in when expected turnover is within the applicable threshold.

Thresholds depend on the route and the applicable rules. CBIC’s Section 10 text, as amended through 1 January 2022, sets out the composition framework. The GST Portal’s Welcome Kit describes a ₹1.5 crore preceding-financial-year limit for the general goods route, with lower limits in specified states, and a ₹50 lakh limit for suppliers of services or mixed supplies. CBIC’s 2019 GST update describes a separate 6% service-provider option up to ₹50 lakh. These are descriptions from different routes and dated materials, not a complete current threshold table. Check current notifications, state-specific rules, and the exact eligibility conditions before opting.

Rates also depend on category and prescribed rules; there is no single composition rate that applies to every small business. Section 10 describes maximum rates, while rules and notifications prescribe category-specific treatment. Confirm the current rate, tax base, and whether a quoted figure refers to the combined central and state/Union Territory components.

How the two options differ

Decision point Composition levy Regular GST

Reporting described in official guidance Quarterly payment through CMP-08 and an annual GSTR-4 return. GSTR-1 outward-supply reporting plus normal returns; eligible taxpayers can use quarterly filing options.

The GST Portal’s Welcome Kit explains the composition restrictions, bill of supply, and filing cadence. Its GSTR-1 guidance describes regular outward-supply reporting and filing options. Filing obligations and rates can change, so check current portal guidance for the relevant tax period.

When the Composition Scheme may be a better fit

Composition is worth considering if the business is eligible, sells mainly within its state, has relatively little eligible input GST, and values a less demanding reporting workflow. The trade-off is that purchase-side GST cannot be recovered and GST cannot be charged separately to customers. That lost credit may outweigh the apparent simplicity or a lower-looking levy.

It may be a poor fit if the business sells to GST-registered customers that expect a tax invoice and credit documentation. A composition taxpayer issues a bill of supply, and the customer cannot treat it as a regular GST tax invoice for ITC purposes.

When Regular GST may be a better fit

Regular GST may make more sense when the business has significant eligible GST-bearing purchases, conducts inter-State sales, needs to provide regular tax invoices to business customers, or is above the composition threshold. Eligible ITC can offset GST on sales, subject to the statutory conditions; compare the credit available with the extra compliance work and the applicable output tax.

Inter-State activity deserves particular attention: the GST Portal guide says composition taxpayers cannot make inter-State supplies. If a business plans to sell beyond its state, confirm how its specific supply model is treated under current law before choosing a scheme.

A practical way to compare the cost

  1. Confirm eligibility. Check PAN-wide aggregate turnover, preceding-year turnover, state registrations, and current conditions for the relevant composition route.
  2. Map the supplies. List goods, services, mixed supplies, restaurant services if relevant, e-commerce channels, and any inter-State activity. Check current restrictions against the actual business model.
  3. Estimate eligible input GST. Under composition, ITC is unavailable, so count the purchase-side GST that would be lost. Under regular GST, include only credit the business can actually claim under the applicable rules.
  4. Check customer requirements. Ask whether customers are GST-registered businesses that need tax invoices or expect credit documentation.
  5. Compare annual costs. Estimate tax under each eligible route, then include recordkeeping, return preparation, and any required professional support. Do not compare rates alone.
  6. Verify the current procedure. Re-check rates, effective dates, state notifications, and the opt-in or withdrawal process before making the change. CBIC’s Composition Rules page describes the election and withdrawal context, including opting before the relevant financial year for existing registered taxpayers and withdrawal when conditions cease to be met.

This framework helps identify the likely fit, but the result depends on current law and the business’s actual supplies, purchases, and customers.
