How Data Centers Can Reduce Strain on Local Power Grids

Data centers can shift eligible computing work, use batteries, and coordinate with utilities to help manage local grid peaks. The effect depends on site conditions, and flexibility cannot replace long-term grid investment.

Data centers can ease pressure on a constrained local grid by shifting eligible computing work, adjusting some facility operations, using batteries during stressed periods, and coordinating with utilities. These measures can help manage peaks, but they cannot replace the generation and grid upgrades needed to serve long-term demand. Whether a specific data center can help—and who pays for the resources or upgrades—depends on its workloads, location, equipment, and utility arrangements.

Why data-center demand matters to local grids

A data center draws electricity to run computing equipment and the systems that support it, including cooling. When demand rises in an area where a feeder, substation, or other grid equipment is constrained, the timing and location of a large load can matter as much as its annual energy use. Shifting demand away from a stressed period may help locally; a national electricity statistic cannot establish whether a particular neighborhood grid is constrained.

The scale of U.S. data-center electricity use is growing. The U.S. Department of Energy’s December 20, 2024 announcement of a Lawrence Berkeley National Laboratory report estimated that data centers used 176 terawatt-hours (TWh), or 4.4% of total U.S. electricity, in 2023. The report put use at 58 TWh in 2014 and projected 325–580 TWh by 2028, equivalent to approximately 6.7%–12% of U.S. electricity. The 2028 figures are projections, not observed demand. Those national estimates describe a broad trend, not the condition of any individual local grid.

Can data centers shift electricity use?

Sometimes. Some computing jobs have deadlines or service requirements that make interruption or relocation impractical. Other work may be delayed, rescheduled, moved to another facility, or temporarily reduced, if the operator can do so without breaching commitments. That makes workload flexibility a potential demand-response resource—not a capability that can be assumed for every task or site.

Google says its demand-response capability can limit or shift some machine-learning workloads. On March 19, 2026, the company reported that it had integrated 1 gigawatt (GW) of data-center demand-response capacity into long-term contracts with multiple U.S. utilities. Google named Indiana Michigan Power and the Tennessee Valley Authority as initial partners, followed by Entergy Arkansas, Minnesota Power, and DTE Energy. This is a company-reported capacity milestone, not an independently audited total for the U.S. data-center sector, and it does not mean all computing at those facilities can be shifted.

What can operators and utilities do?

Flexibility can come from several parts of a facility. Their usefulness depends on how quickly they can respond, how long they can sustain a change, what local grid need they address, and what constraints apply. The sources do not establish a universal reduction percentage or a standard safe curtailment level for any of these approaches.

Approach How it may help Key constraints
Shift or reduce eligible computing work Move work away from a constrained time or location, or reduce some load during an agreed event. Workload deadlines, service commitments, and the availability of another suitable facility limit what can move.
Adjust facility operations Use flexible operation of core infrastructure, such as cooling systems, as part of a coordinated response. Changes must preserve equipment and service requirements. No universal safe setpoint or curtailment amount is established.
Dispatch batteries Discharge during peak or stressed periods and recharge when grid conditions are more favorable. Contribution depends on project controls, capacity, interconnection, utility arrangements, tariffs, and market exposure.
Use onsite generation Supply some electricity locally during selected periods, potentially reducing a facility’s grid draw at that time. Fuel, emissions, permitting, reliability, and local impacts are site-specific; onsite generation is not automatically clean or beneficial.
Coordinate controls and resources Combine controls, storage, and generation so resources respond to grid conditions together. Benefits depend on the configuration and local system. A modeled result does not guarantee an outcome at a real facility.

These options can overlap. A utility may need a predictable reduction at a particular location and time, while a data-center operator needs enough notice and control to protect service. The practical value of a resource therefore depends on its response time and duration, the grid equipment it can support, its reliability, and the terms for using it.

Coordinate computing and facility operations

An operator can identify which workloads have scheduling flexibility and which facility systems can respond, then coordinate any change with utility signals or an agreement. A workload shift may move electricity use rather than eliminate it; its local grid value depends on where and when the replacement work runs. Facility adjustments also need to stay within operating requirements. A general cooling setting or curtailment target cannot be inferred from the available evidence.

Use batteries for peak periods

A battery can store electricity and discharge when demand or grid stress is high, then recharge when conditions are more favorable. The Pacific Northwest National Laboratory describes possible battery roles that include peak shaving, reliability support, and improved use of existing grid assets that may defer some investment. These are potential benefits, not guaranteed savings for every project.

Storage can be located at a data center behind the meter, installed as a utility-scale front-of-meter resource, or assembled from smaller systems. The right arrangement depends on where the constraint is, how the battery is controlled and interconnected, and how tariffs or market revenues affect its economics. PNNL notes that affordability outcomes can also depend on forecast uncertainty and the risk of an asset becoming stranded.

Coordinate local resources under grid stress

A September 2026 PNNL study modeled data-center controls, a battery, and a natural-gas generator on a modified IEEE 24-bus transmission system. In that simulation, coordinated resources showed potential to help prevent congestion on a weak grid and support operations during stressed conditions such as a contingency. It is a modeled system result, not proof that the same combination will prevent congestion at any particular data center. The modeled generator was natural gas; the study does not establish it as a clean resource.

Onsite generation may reduce grid draw at certain times, but its impacts depend on fuel, emissions, permitting, reliability needs, and local conditions. DOE’s broader grid-response approach includes clean generation as well as storage, transmission and distribution improvements, efficiency, and planning; it does not make every onsite generator environmentally beneficial.

How can utilities arrange and compensate for flexibility?

Utilities and regulators can make large-load flexibility usable through locally designed arrangements. Options identified by LBNL and DOE include rates that reflect system conditions, voluntary interruptible service, demand-response programs, flexible-interconnection requirements, operational agreements, and planning that accounts for flexible loads. DOE also identifies grid optimization and interconnection and regulatory reform as enabling approaches.

These are options, not universal rules or guaranteed payments. A contract or tariff needs to define what response is available, when it can be called, how performance is measured, and what the operator receives or is responsible for. The sources do not provide a standard payment level or uniform program terms. Eligibility and value depend on local implementation, grid conditions, facility resources, and the operator’s service commitments.

For customers concerned about electricity costs, flexibility is relevant to the question of who pays for new equipment and grid upgrades, but it does not by itself establish that bills will fall. The cost allocation depends on the applicable utility rules, project arrangements, and local planning decisions. A useful local question is whether a proposed data-center connection has a defined flexibility commitment and how the utility accounts for that commitment when evaluating needed upgrades and costs.

Can demand response eliminate the need for grid upgrades?

No. Demand response and storage can help manage near-term peaks and make better use of existing assets, but they do not supply every hour of electricity or resolve every constraint. Flexibility depends on workloads and equipment that can respond, and a resource only helps the part of the system it can reach under the relevant operating conditions.

The authors of LBNL’s demand-flexibility article put the distinction plainly: “While demand flexibility cannot substitute the long-term need for new bulk power generation, it serves as an essential, immediate solution for enabling near-term deployment.” Grid planning still has to address long-term generation needs alongside transmission, distribution, storage, efficiency, and other resources. Flexibility is a complement to that investment, not a substitute for it.

What to check in a local proposal

National projections cannot tell residents whether a specific feeder or substation is under strain, or whether a proposed data center will reduce that strain. Local utility and grid-planning information is needed. When assessing a local proposal, look for clear answers to these questions:

  • Where is the constraint? Is the stated need on a local feeder or substation, or on a broader part of the grid?
  • What flexibility is committed? Which workloads or facility resources can respond, for how long, and under what conditions?
  • How will the utility call and verify a response? Are the signals, operating limits, and performance measures part of a defined program or agreement?
  • Who bears the costs? How are storage, interconnection work, generation, and grid upgrades allocated under local utility rules?
  • What backs the facility during an event? If onsite generation is involved, what fuel, emissions, permitting, and reliability considerations apply?

Answers to these questions make it possible to distinguish a credible local flexibility plan from a general claim about data-center demand response. Neither national energy-use estimates nor a modeled study can substitute for site-specific operating and planning information.
