Some mortgage lenders can manually underwrite certain loans, but the available evidence does not establish a nationwide right to have a person reconsider an automated mortgage decision. One lender, Saxton Retail Mortgage, publicly describes manual underwriting for certain FHA files; availability and eligibility must be confirmed directly. If an automated result is unfavorable, ask for the specific reasons, whether the application data can be corrected and resubmitted, and whether manual underwriting is permitted for your loan program and state.
What “human review” means in mortgage underwriting
The phrase can describe different steps, and they do not all amount to an appeal. For Fannie Mae loans, a lender may assess risk using automated Desktop Underwriter (DU) or manual underwriting. The lender remains responsible for verifying information, assessing the borrower and property, deciding whether the loan meets applicable requirements, and documenting its assessment. - Correcting and resubmitting: The lender checks whether incorrect, incomplete, or missing information affected the automated finding, updates the file when appropriate, and runs it again.
- Manual underwriting: A human underwriter assesses the file under the applicable program’s manual rules, if the transaction and lender allow it.
- Adverse-action reasons: The creditor explains the principal reasons for an adverse credit decision. Receiving that explanation does not itself create an appeal or guarantee another decision.
An automated “Refer,” “Caution,” or “Ineligible” finding should not automatically be treated as a final denial. Ask the lender what the finding means for your specific loan and whether the creditor has made an adverse-action decision.
Which lenders offer manual review?
There is no authoritative nationwide list established here of lenders that promise human reconsideration after an automated decision. Manual-underwriting capability and a formal post-decision appeal are different claims, so ask a lender to describe its actual process rather than assuming that “human review” is a standard service.

Saxton Retail Mortgage
Saxton Retail Mortgage’s public page says it offers manual underwriting for certain FHA situations, including TOTAL Scorecard Refer files, files with nontraditional tradelines or no credit score, and some files downgraded by an underwriter. This is the lender’s own description, not independent confirmation of current availability or a promise to accept or approve a particular application. Ask Saxton whether it handles your loan type in your state, what conditions or lender overlays apply, and whether your file qualifies. Saxton’s manual-underwriting information.
What to ask after an automated finding
Contact your loan officer or lender and ask focused questions. Keep the answers and any requested documents in writing where possible.

- Clarify the result: “Was my application declined, or did the automated system return a Refer, Caution, or Ineligible finding? Which system or program produced it?”
- Request the reasons: “What specific reasons led to the adverse action?” CFPB guidance says creditors must provide accurate reasons describing the principal factors actually considered, including when a complex algorithm was used. CFPB Circular 2022-03.
- Ask about data corrections and resubmission: “Can you check the income, assets, liabilities, credit information, or other entries and resubmit the file if something is wrong or missing?” For a Fannie Mae DU Approve/Ineligible result, the lender’s guide calls for verifying submitted information, considering information that was not submitted, and updating and resubmitting when appropriate. If the ineligible finding persists, manual underwriting may be an option only for qualifying transactions. Fannie Mae’s Approve/Ineligible guidance.
- Check whether manual underwriting is allowed: “Does this loan program permit manual underwriting for my finding, and does your company offer it in my state?” A lender’s ability to underwrite manually does not mean every loan type or finding qualifies.
- Ask what a manual review would require: “What additional documents would the underwriter need, and what lender overlays apply?” Do not assume that submitting more paperwork will change the outcome; the lender must evaluate the actual file under the relevant requirements.
- Address possible credit-report errors: Identify the item and ask what documentation the lender needs and how it will coordinate a correction. Fannie Mae’s guide says lenders should review significant alleged inaccuracies with the borrower and seek confirmation from the reporting company in the circumstances it describes. How the three routes differ

What the rules do—and do not—promise
CFPB guidance says an adverse-action notice must accurately state the principal reasons actually considered, even when the creditor used an opaque or complex algorithm. The CFPB put the point plainly in its 2023 announcement: “Creditors must be able to specifically explain their reasons for denial. There is no special exemption for artificial intelligence.” CFPB announcement, September 19, 2023.
That explanation requirement is not a requirement for a second human decision. The CFPB’s Regulation Z interpretation generally requires creditors to make a reasonable, good-faith determination that a consumer can repay a covered dwelling-secured loan, while allowing underwriting standards within the rule’s requirements; it does not prescribe a universal appeal process. CFPB, 12 CFR § 1026.43.

For Fannie Mae loans, the Selling Guide describes lender responsibilities and circumstances in which information can be checked or a file manually underwritten. It does not require every lender to offer discretionary manual underwriting for every finding. Program rules, lender overlays, loan type, and state availability can all matter.
