A data center near your home does not, by itself, explain a higher electricity bill. Compare your usage and bill components first; then check whether an approved utility charge or regional market cost changed, when it took effect, and whether it applies to your customer class. A 2026 Rutgers study found no robust bill increase associated with data-center openings in its 2014–2024 sample, but that finding does not settle impacts from later growth or in every region.
Start by separating electricity use from electricity prices
Your total bill can rise because you used more electricity, because one or more rates or charges increased, or both. A month-to-month total alone cannot tell you which happened. The U.S. Department of Energy’s Federal Energy Management Program recommends reviewing the bill’s usage history and rate components; the exact components and billing rules depend on your utility and tariff.
Gather the current bill, the previous bill, and—if available—a bill for the same period last year. Record:
- Meter-read start and end dates, and whether each reading was actual or estimated.
- Total kilowatt-hours (kWh) used and any per-kWh supply or delivery rate shown.
- Fixed monthly charges, delivery and supply charges, riders or adjustments, taxes, and credits.
- Any demand charge or peak-use information shown on your bill.
Billing periods can differ in length, and seasonal heating or air-conditioning can change consumption. Those differences can make a simple comparison of monthly totals misleading.

Follow this check in order
1. Check whether your household used more electricity
If your kWh increased, consider changes in heating or cooling, household occupancy, appliances, electric-vehicle charging, or other major loads. If your utility offers interval data, review it for the hours or days when use rose. The Department of Energy says advanced meters typically record consumption at intervals such as hourly or every 15 minutes; availability and the data a customer can access vary by utility.
Utility-provided billing history and interval data are the best first checks. A home energy monitor may help you track your own household consumption, but it cannot identify who caused a rate increase or establish that a data center affected your bill.
2. Find the exact charge that changed
If kWh stayed about the same while the bill rose, compare the supply rate, delivery rate, fixed charges, riders or adjustments, and taxes. Check whether your electricity supply comes from the regulated utility or a separate retail supplier, where that choice is available. Residential tariffs differ: some rates include separate energy, demand, and fixed charges, but not every home has each type.

Ask the utility to identify the applicable tariff, the specific changed charge, its effective date, and the regulator filing or order that authorized it. A new line item or a changed rate is more useful evidence than the presence of a nearby facility.
3. Search utility and regulator records
Use your utility’s tariff book, customer notices, rate-case filings, and commission orders. Integrated resource and transmission plans may also explain proposed system investments, though a proposal is not the same as a charge already approved for your bill.
For large-load customers, look for provisions such as a separate rate class, minimum demand commitments, interconnection deposits, customer-funded infrastructure, or rules for allocating shared system costs. These are possible policy tools, not features every utility has adopted. The Department of Energy’s January 2025 brief identifies fair allocation of system costs and limiting the risk of stranded assets as rate-design concerns; it does not find that a particular utility shifted costs to residential customers.

For example, Arizona Public Service has described proposals in an Arizona rate request that would raise rates for extra-large energy users and use annual formula-rate adjustments and long-term infrastructure contracts. Those are APS’s statements about its proposals, not a finding about their effects or a nationwide guarantee that residential customers are protected.
4. If relevant, check regional wholesale-market costs
Some retail bills can reflect wholesale energy or capacity costs, but the timing and mechanism depend on the market, the utility, the state’s rules, and regulatory decisions. A wholesale auction result is not automatically a new charge on your next bill. Check the grid operator’s market information alongside the utility’s rate notices and regulator decisions to see whether, when, and how a cost was allowed to flow through to retail customers.

The report attributed the increase to a combination of tighter supply, higher demand, market-rule changes, and declining offered capacity; it also noted that independent analysts and advocates identify data-center load growth as a contributor. Maryland’s Office of People’s Counsel reported that the July 2025 PJM auction for 2026/2027 cleared at $329 per megawatt-day, compared with $270 in the prior auction. Its estimates of customer bill effects depend on electricity use and regulatory decisions about when wholesale costs enter retail rates.

These auction figures do not establish what share, if any, of an individual customer’s bill is attributable to a particular data center. That allocation requires evidence from the relevant market, utility, and regulatory proceedings.
5. Ask a question that can be checked against records
When contacting your utility or state utility commission, provide your service territory, the billing periods and kWh you compared, the exact bill line that changed, and the facility or proceeding you are asking about. Ask: “Which tariff or approved adjustment changed this charge, when did it take effect, and what filing or order explains how costs are allocated to my customer class?”
If public records do not connect a data-center load to the charge, treat the cause as unverified. A location match is not evidence of the cost pathway.

Compare the possible cost pathways

The distinction matters: a data center’s electricity demand, a regional market-price movement, an approved residential tariff charge, and the amount on one household’s bill are related questions, but none automatically proves the others.
What available evidence says—and what it does not
A 2026 New Jersey State Policy Lab study examined state-ZIP data covering 22,834 units in 24 states and 2,277 operating data centers through 2024. It used American Community Survey household electricity-bill data and public interconnection filings. In an initial comparison, ZIP codes with a data center had bills about $2.09 per month higher than ZIP codes without one; the study’s average monthly sample bill was about $164. After matched comparisons and income adjustments, the estimates were smaller and statistically nonsignificant. At utility-territory scale, the study found no statistically significant effect.
This is evidence about the study’s sample and methods, not a universal causal estimate. The report describes its evidence as covering a pre-hyperscaler period and says it cannot establish what later data-center buildout will do. Its ZIP-level analysis also does not isolate every possible regional wholesale-market mechanism.
Federal policy records address the cost-allocation issue without proving what happened on a particular bill. In February 2025, the Federal Energy Regulatory Commission (FERC) addressed PJM co-location of generators and large loads, including data centers, raising issues around reliability, tariff clarity, and consumer costs. A FERC fact sheet dated December 18, 2025, said the commission directed PJM to establish transparent rules and submit a reliability report by January 19, 2026. Those actions describe the proceeding and its stated requirements; by themselves, they do not show how any particular customer’s bill was calculated.
For the same reason, a utility’s proposed customer protections, a market auction result, or a regulator’s review should not be treated as proof that a particular data center did—or did not—cause a particular residential bill increase. The relevant evidence is the approved charge, its effective date, and the rules assigning it to the affected customer class.
