Florida Affordable Housing: Rental Assistance vs. Income-Restricted Apartments

Florida rental assistance helps an eligible household pay rent; income-restricted apartments have program limits tied to the unit. Learn how to find the right application and verify local availability.

In Florida, rental assistance and an income-restricted apartment are different routes to lower housing costs. A Housing Choice Voucher (HCV, commonly called Section 8) helps an eligible household pay rent in an eligible private-market home. An income-restricted apartment has eligibility and rent limits tied to the unit; for Low-Income Housing Tax Credit (LIHTC) apartments, rent is set by the unit’s restrictions, not calculated as a fixed share of each resident’s actual income. Which route fits depends on your household, the unit, and what is accepting applications locally.

How the two options differ

Where is the help attached? To an eligible household or tenancy. An HCV can be used in eligible private-market housing; local State Housing Initiatives Partnership (SHIP) programs may offer rent or deposit assistance. To a particular apartment and its program restrictions.
Who handles the application? A local public housing authority (PHA) administers HCVs. A local government administers any tenant help it offers through SHIP. The property manager handles the property application and verifies the unit’s eligibility rules.
How is rent determined? HCV assistance is calculated under program rules, including household circumstances and local payment standards. SHIP terms depend on the local program. The program sets rent limits for the unit. For LIHTC units, HUD says rent is based on the unit’s restrictions rather than the tenant’s actual income.
What availability should you check? Whether the local program is accepting applications, whether there is a waitlist, and whether a suitable unit can participate. Whether the property has an open unit or waitlist and how it selects applicants.

These routes are not necessarily mutually exclusive. HUD says LIHTC property owners accept HCV tenants, but confirm that the specific property and unit are available and can meet voucher requirements. A listing alone does not establish that a unit is open or that your application will be accepted.

If you need help paying rent

Apply for a Housing Choice Voucher through a local PHA

HCV is a federal rental-assistance program administered by local PHAs. HUD describes it as helping low-income families, older adults, and people with disabilities afford housing in the private market. Eligibility depends on household income, family size, and applicable citizenship or immigration status criteria. The local PHA determines eligibility and manages its application process.

  1. Use HUD’s Florida housing page to find local PHA contacts.
  2. Contact the PHA serving the area where you want to live. Ask whether the HCV application or waitlist is open, how to apply, what documents are needed, and how the local search and unit-approval process works.
  3. If you receive a voucher, ask the PHA about the steps and deadlines for finding a unit. Before applying to a property, ask management whether the particular unit will accept the voucher and meet program requirements.

HUD’s statewide page cannot confirm a local waitlist’s status or an individual apartment’s vacancy. Check directly with the PHA and property manager.

Ask your city or county about SHIP tenant assistance

Florida Housing distributes SHIP funds to all 67 counties and 55 cities, but each participating local government must establish its own housing assistance program and plan. A local program may use funds for tenant rent or deposits; that does not mean every locality offers the same benefit or is accepting applications.

Contact the city or county SHIP office and ask whether its current plan includes rental or deposit assistance, who qualifies, what documents are required, how much help may be available, and when applications are accepted. Florida Housing’s SHIP program page explains statewide program structure, and its local housing assistance plans directory provides local plan information.

If you are looking for an income-restricted apartment

  1. Search FloridaHousingSearch.org, Florida Housing’s free rental locator. Its listings can include vacancy information, rents, deposits, features, unit size, and map locations. Treat results as leads and contact the property to verify current availability.
  2. Ask the manager which program or restriction applies to the specific unit, such as LIHTC or HOME. Confirm the income limit for your household size, the rent limit, how utilities are treated, any fees, required application documents, and whether there is a waitlist.
  3. Compare your household’s income and the unit’s size and location with the correct current program table. Florida Housing publishes separate limits for different programs and areas; one county’s or program’s limit does not apply to every apartment.
  4. Use HUD’s Florida housing resources as another discovery route, but call management for vacancy, waitlist, and application details. HUD says its Resource Locator does not show those details.

For LIHTC apartments in particular, meeting the income limit does not mean your rent will be set as a percentage of your own income. The unit’s restrictions determine the eligible rent, as HUD explains on its Florida page.

Use the right Florida income and rent limits

Florida Housing’s 2026 Rent Limits page, posted May 4, 2026, lists separate tables for different programs. Its Florida Housing rental-program and SHIP/HHRP tables are effective May 1, 2026; several other program tables are effective June 1, 2026. The applicable limit depends on the program, area, household size, and unit or bedroom size. Ask the property which table governs the unit before comparing numbers.

SHIP’s statewide structure includes a $350,000 minimum allocation per county; minimum set-asides of 65% for eligible homeownership activities and 75% for eligible construction activities; and reservations of 30% of funds for very-low-income households up to 50% of area median income (AMI) and another 30% for low-income households up to 80% of AMI. Local governments may reserve remaining funds for households up to 140% of AMI. These are program-wide rules, not an individual renter’s eligibility decision or a guarantee that a local rental benefit is available. Check the local plan and administering office for the rules that apply to you.

Do not confuse apartment subsidies with housing development funding

Florida Housing’s 2026 competitive programs include financing for affordable multifamily rentals, rural rental development, preservation, and specialized housing. These programs support development or preservation; they are not an individual renter’s application for monthly rent assistance. A renter seeking a home should contact a PHA, local SHIP office, or property manager instead.

What to verify before applying

  • For HCV: the local PHA’s application status, eligibility and document requirements, waitlist process, and unit-search rules.
  • For SHIP: whether the local plan funds tenant rent or deposits, current eligibility, application timing, and required documents.
  • For a restricted apartment: the exact program, unit-specific income and rent limits, utility treatment and fees, current vacancy, waitlist, and property application procedure.
  • For any listing: whether the information is current. Statewide locators do not establish that a unit is available or that an application will be approved.
