India GST Export Documents Checklist for Small Businesses and Online Sellers

Organize India GST export paperwork by goods or services, tax route, shipment movement, and refund needs. This checklist explains what to retain and where requirements depend on the transaction.

For exports from India, there is no single document bundle that fits every shipment. Goods and services follow different documentation paths, and goods exporters must also distinguish the GST invoice and records from customs and movement paperwork. Use this checklist to organize the file, then confirm the current rules for your transaction, export route, and refund claim.

Goods exports: documents to prepare

1. GST export tax invoice

Prepare a GST invoice with the ordinary invoice particulars, including the supplier’s identity and GSTIN, invoice number and date, HSN code, description, quantity, and value. CBIC’s invoice rules specify that an export invoice must also carry the endorsement that matches the tax route:

  • IGST paid: “SUPPLY MEANT FOR EXPORT ON PAYMENT OF IGST”
  • Bond or LUT, without payment: “SUPPLY MEANT FOR EXPORT UNDER BOND OR LETTER OF UNDERTAKING WITHOUT PAYMENT OF IGST”

The invoice must include the recipient’s name and address, delivery address, destination country, and the number and date of the application for removal of goods for export. Keep it with the shipment file and reconcile its details to the export records. CBIC invoice rules.

2. Record the GST route

CBIC describes two broad routes: export on payment of IGST, with a refund potentially available, or export under bond or letter of undertaking (LUT) without payment of IGST. The route, eligibility, and filing requirements depend on current rules and the exporter’s circumstances; do not assume that either route is available or preferable in every case. CBIC sectoral FAQ.

3. Shipping bill and export evidence

The shipping bill is filed with Customs for export of goods and forms part of the export and refund trail described by CBIC. CBIC’s guidance links it to the IGST refund process, subject to export-manifest and return conditions. Separately, refund rules provide that an export-of-goods refund application is filed only after the export manifest or export report has been delivered. 4. Movement paperwork, including an e-way bill when applicable

CBIC’s e-way bill rules generally require the person in charge of a conveyance to carry the invoice, bill of supply, or delivery challan, as applicable, and a copy or number of the e-way bill. Whether an e-way bill is required depends on the applicable rules, notifications, and the facts of the movement. An export does not automatically mean an e-way bill is required in every case. 5. Refund and input-tax-credit file, if claiming a refund

Keep the export and manifest or report evidence relevant to the claim, and reconcile the refund to the chosen route and applicable returns. CBIC describes refunds of accumulated input tax credit in the LUT or bond export context, but eligibility and the current claim process must be checked for the specific transaction. 6. GST books and records

Registered persons must maintain true and correct accounts of exported goods or services with relevant supporting documents. CBIC lists invoices, bills of supply, delivery challans, credit and debit notes, receipt and payment vouchers, refund vouchers, and e-way bills among the records. Keep an organized file connecting GST records with shipment and refund evidence, maintain backups, and be ready to produce records as required. CBIC records rules.

Services exports: use a separate checklist

Do not apply the goods checklist unchanged to services: a shipping bill is a goods-export document, and whether a transaction qualifies as an export of services depends on statutory conditions. A customer located outside India alone does not establish that the supply qualifies.

For an export of services without payment of integrated tax, CBIC’s FAQ says the exporter must submit an LUT or bond. Retain the invoice and relevant GST records, and confirm the evidence and requirements for the particular service and tax route. CBIC sectoral FAQ; CBIC records rules.

How the document bundle changes by route

Route GST treatment at export Refund consideration
IGST payment IGST is paid at export; the invoice uses the payment-of-IGST endorsement. A refund may be claimed, subject to applicable export, manifest, return, and other requirements.
Bond or LUT Export is made without payment of IGST; the invoice uses the bond/LUT endorsement. CBIC describes accumulated input tax credit refunds in this context; eligibility and the current claim process depend on the case.

This is a high-level distinction, not a determination of which route a particular exporter can use. Confirm current eligibility, portal filings, and procedures before choosing. CBIC sectoral FAQ; CBIC refund rules.

Is the shipping bill the only document needed?

No. CBIC describes the shipping bill as the document filed with Customs for exporting goods, but that does not make it a complete GST, movement, or recordkeeping file. Exporters still need the applicable GST invoice and records; movement paperwork, including an e-way bill, depends on the shipment and governing rules.
