Yes, biogas-based hydrogen can have net-negative lifecycle emissions in some assessments—but using biogas does not make hydrogen automatically carbon negative. A result becomes negative when credits for emissions avoided by diverting organic waste, and possibly for biogenic carbon captured and durably stored, outweigh emissions from collecting and processing the feedstock, methane leakage, energy use, transport and hydrogen production. The answer depends on the feedstock’s alternative fate, the accounting boundary and the model version.
What does “carbon negative” mean for hydrogen?
A lifecycle assessment (LCA) totals greenhouse-gas emissions and removals across a defined set of stages. A negative result means the included credits and removals are larger than the emissions included in that assessment. It does not mean that hydrogen combustion itself removes carbon from the atmosphere.

For biogas pathways, the result can reflect two distinct accounting effects:
- Avoided emissions: organic material is diverted from a management route that the model estimates would have emitted greenhouse gases. Avoiding methane can create a credit against the pathway’s other emissions.
- Carbon removal through storage: plants absorbed atmospheric carbon while growing. If carbon in biomass-derived gas is captured and durably stored underground, an assessment may count that storage as a removal.
Neither effect erases the pathway’s other emissions. Fossil energy used in digestion or upgrading, methane that escapes, transport, and the hydrogen-conversion process still matter. The U.S. Department of Energy (DOE) describes the role of the waste baseline this way: “Life-cycle assessment (LCA) can allow for consideration of counterfactual emissions that are avoided if the organic waste is diverted to anaerobic digesters from other previous management practices.”

How can hydrogen made from biogas have negative lifecycle emissions?
The accounting follows the material and energy through the pathway. A typical assessment may include these stages, though the chosen boundary determines which are counted:
- Feedstock and its prior management: identify the organic material—such as manure, wastewater sludge or landfill gas—and model what would have happened to it without the hydrogen project.
- Collection and anaerobic digestion: account for handling, digestion energy and any methane emissions. The process produces biogas, a mixture that includes methane and carbon dioxide.
- Gas cleanup or upgrading: include the energy and emissions involved in preparing the gas for use. If the pathway uses upgraded renewable natural gas (RNG), upgrading and any pipeline leakage can be material.
- Transport and hydrogen production: account for moving the gas and converting it to hydrogen, for example through reforming. The emissions depend in part on the energy and process assumptions used.
- Carbon capture and storage, if included: distinguish capturing carbon dioxide from storing it durably. A capture claim alone does not establish that the carbon remains out of the atmosphere.
A pathway is net negative only if the credited avoided emissions and removals exceed all emissions included within the assessment’s stated boundary. A result from one boundary cannot automatically be treated as a full cradle-to-grave footprint.

Why does the feedstock baseline change the result?
An avoided-emissions credit is relative to a counterfactual: what would otherwise have happened to that particular feedstock. Waste does not automatically receive credit for preventing methane release; the alternative management route may differ by material, location and model.
DOE’s January 2025 45VH2-GREET manual illustrates how a U.S. regulatory methodology models those alternatives. For wastewater-sludge biogas, it assumes a baseline in which about 55% is used for digester heat or steam, about 44% is flared and about 1% leaks. Its manure pathway uses a generic counterfactual and includes delivery, digestion, upgrading and pipeline leakage. The landfill-gas pathway uses its own specified alternative-fate assumption. These figures and assumptions describe that model, not every facility or waste-management system.

The scale of manure emissions helps explain why its counterfactual can matter. DOE reported estimated U.S. manure-management emissions in 2022 of 2.31 million metric tons of methane and 64,000 metric tons of nitrous oxide; roughly 90% of the methane emissions in the cited inventory came from cattle and swine operations. Those are U.S. inventory estimates for 2022, not measurements of a particular hydrogen project.
What does DOE’s manure-derived RNG number tell you?
The DOE January 2025 45VH2-GREET manual reports a modeled intensity for manure-derived RNG that includes avoided emissions and upgrading. It is an input result for RNG, not the final lifecycle intensity of hydrogen made from that RNG.

To determine a hydrogen result, the RNG input must be considered alongside the remaining stages and assumptions in the applicable assessment. Keep the units attached to the figure: gCO2e per MMBtu of RNG is not interchangeable with emissions per kilogram of hydrogen.

For a project, policy or published comparison, look for enough detail to understand what is being counted and what is being credited:

- Feedstock and counterfactual: What material is used, and what would have happened to it without the project?
- Methane performance: How are leakage, flaring and digester performance represented?
- Energy and conversion: What energy is used for digestion, upgrading, transport and hydrogen production, and how is it supplied?
- Capture and storage: Is carbon dioxide merely captured, or is durable storage included in the assessment?
- Boundary and functional unit: Is the result well-to-gate or broader, and is it expressed per unit of RNG, per kilogram of hydrogen or another basis?
- Model, version and jurisdiction: Which methodology produced the result, and is it intended for the regulatory program or comparison at hand?
These details determine whether two reported intensities are genuinely comparable. A negative result based on one feedstock baseline, boundary or model cannot be transferred to a different project simply because both use biogas.
Which DOE model version and boundary are relevant?
As of October 7, 2026, DOE’s GREET page lists 45VH2-GREET December 2025 as the current posted release and says Treasury adopted that model to determine emissions rates for the U.S. Clean Hydrogen Production Tax Credit. The January 2025 manual describes a well-to-gate methodology and supplies the manure-derived RNG example above. Treat that example as a January 2025 model result; do not silently combine it with a later release’s assumptions.
45VH2-GREET serves a specific U.S. regulatory use. Its well-to-gate scope is not automatically the appropriate method for every jurisdiction or a full cradle-to-grave comparison. DOE’s GREET guidance emphasizes selecting a version suited to the applicable program. When a project or policy claim cites a modeled result, the version and boundary should travel with the number.
What is the practical conclusion?
Biogas-based hydrogen can be assigned net-negative lifecycle emissions when its modeled avoided emissions and any durable biogenic-carbon storage outweigh the emissions counted across the chosen pathway. The result is conditional on the waste’s counterfactual fate, methane control, energy and process emissions, storage treatment, and the assessment’s boundary and version. “Made from biogas” alone is not enough to establish a negative footprint.
