A hyperscaler offers a broader cloud platform, with AI compute among many services. The practical difference is specialization versus breadth: compare not just GPU price and availability, but also the work your team must operate, where data is handled, and what integrations and compliance the service provides.
What is a neocloud?
A neocloud is a public cloud provider specializing in AI-oriented accelerated compute, especially GPUs. Microsoft for Startups defines it as “a cloud provider built specifically for GPU compute and AI workloads rather than general-purpose enterprise applications.” Gartner and Cisco likewise describe providers built around AI and high-performance workloads.

The term is an emerging industry label, not a formal standards category with a universally agreed boundary. The OECD described neocloud companies as comparatively new and smaller in its 2025 paper. Accordingly, provider examples are illustrative rather than an exhaustive directory or ranking.
How does a neocloud differ from a hyperscaler?

These are tendencies, not guarantees about every provider or product. Neocloud services can include on-demand access, reserved instances, or platform-as-a-service; some hyperscaler services may also offer specialized AI infrastructure.

Which should I choose for AI workloads?
Choose based on the workload and the capabilities your organization needs around it. A model-training team may prioritize access to suitable GPU capacity and performance. A company serving enterprise customers may also need managed databases, identity and security services, compliance evidence, integrations, and global reach. Those broader needs can matter more than comparing GPU-hour prices alone.
Compare total cost, not only GPU rates
A lower GPU-hour price does not establish a lower total cost. With self-managed infrastructure, your team may need to handle scheduling, failures, storage integration, network configuration, software alignment, utilization monitoring, and security patching. Estimate the labor and operational support required for the particular offering.
Using two public cloud providers can also add data-transfer time and egress charges, additional security reviews and access-control models, and operational complexity. These are possible costs to assess, not unavoidable penalties in every deployment.

Check data location and contractual commitments
Some neocloud providers focus on sovereign cloud capabilities, but the label itself does not establish where data, operations, or governance remain. Confirm the specific service’s contractual commitments and how they apply to your data and workloads. Compliance and data-location requirements should be evaluated against the offering and contract, not inferred from the provider category.

The OECD’s 2025 working paper identifies CoreWeave, Crusoe, Nebius, and Lambda Labs as examples of smaller companies focused exclusively on AI compute services. That dated list illustrates the category; it is not exhaustive or a statement about current capacity, pricing, or performance. Provider availability, hardware, prices, and terms vary by date, region, and workload.

Gartner forecast on June 23, 2026, that neocloud providers would account for 20% of a $267 billion AI cloud market by 2030. This is a forecast, not a measured market result. It signals expected growth in specialized AI infrastructure, but it does not determine whether a particular provider is a fit for an individual workload.
