Japan’s Fair Trade Commission (JFTC) inspected Asahi, Kirin, Sapporo and Suntory on October 7, 2026, as part of an investigation into suspected coordination of wholesale beer prices, according to same-day reports. The inspections are not a finding that a cartel existed: the allegation remains under investigation, and the reports reviewed do not establish a final decision or proven consumer harm.
Why were the four brewers inspected?
Reports say the JFTC is investigating whether the companies coordinated wholesale prices, including the timing or scale of price increases for beer, low-malt beer and other beer-like drinks. The Japan Times reported that company representatives allegedly held separate discussions after monthly Brewers Association of Japan meetings. These are allegations described by news outlets, not confirmed conclusions published by the regulator.
Malay Mail, carrying an AFP report, said the inspections concerned suspected collusion to raise beverage prices and reported periodic discussions among company representatives about pricing and timing. It also quoted a Suntory statement saying the company was “undergoing an on-site inspection by the Fair Trade Commission on suspicion of breaching the anti-monopoly act in relation to its alcohol trading activities.” The report said the companies confirmed they were under investigation and would cooperate. What do the reported price changes show—and what do they not show?
The Japan Times reported that all four companies raised prices in October 2022 and April 2025, and that further price revisions took effect in October 2026. The report said shipping prices were lowered following consolidation of the liquor tax on beer and beer-like beverages. Companies cited rising raw-material and transport costs when explaining increases. Those cost explanations and the reported price dates do not, by themselves, resolve whether competitors coordinated their decisions.
The same report attributed ¥1.61 trillion in 2024 domestic sales of beer and low-malt beer to the National Tax Agency. This is a sales value for that beverage category—not an estimate of the alleged cartel’s value or of any extra amount consumers paid. The Japan Times, October 7, 2026

Does “raided” mean the companies have been found guilty?
No. The reports describe inspections during an investigation, not a final enforcement finding. The Japan Times characterized the JFTC action as a compulsory investigation. The reporting reviewed does not document a final JFTC decision, a criminal accusation in this beer matter, or individual responsibility.
A separate JFTC release about diesel-fuel retailers illustrates why the distinction matters: in that different case, the commission said it found grounds to believe a criminal violation had occurred after a compulsory investigation and filed an accusation. That diesel case is not evidence about the brewers and does not establish what will happen in this investigation. JFTC, April 17, 2026

What does this mean for beer buyers?
The reports raise a question about possible coordination in wholesale pricing, but they do not quantify any retail overcharge or show how much, if anything, consumers paid because of the alleged conduct. Wholesale pricing is not the same as the shelf price a customer pays, which can also reflect taxes, distribution and retail decisions. Until the investigation produces established findings, the reported price increases should not be treated as proof of a consumer loss caused by a cartel.
