The Drone Delivery Business Has a Ground Problem

Drone delivery’s economics depend on a local network of sites, equipment, oversight and customer handoffs, with designs and capacities varying by operator.

Drone delivery needs more than an aircraft and a clear route. Each service depends on a network of places and processes on the ground: hubs or nests, loading and charging equipment, pickup handoffs, staff and remote monitoring, maintenance, and permission to operate at each site. Those requirements can shape where a service can expand, how reliably it runs, and whether each delivery can make economic sense.

Why does drone delivery need ground infrastructure?

A drone must be prepared, loaded, monitored and supported before and after it flies. Depending on the operator, that can mean a warehouse-adjacent delivery center, a commercial-site nest, charging and loading docks, or equipment that lets customers collect a package. People also have to manage fleet health, weather, maintenance, customer access and exceptions.

The FAA identifies establishing a hub and delivery infrastructure as an operator responsibility. Its guidance also points to Part 135 certification, airspace authorization, compliance with state and local requirements, environmental review under NEPA, and responses to public inquiries. The business therefore depends on both aviation capability and a workable local ground network.

What the ground network can look like

There is no single industry-standard layout. FAA environmental summaries describe different site designs, each tied to a particular operator and proposed or reviewed action.

Wing, Dallas–Fort Worth A proposed expansion to as many as 75 nests from 25 previously authorized nests, with remote-pickup autoloaders at nests or offsite commercial locations. FAA decision signed April 29, 2025. The figure concerns the specific expansion action.
Amazon Prime Air, Texas Twenty-two proposed delivery centers on the same property as or adjacent to existing Amazon warehouse buildings. The reviewed action uses the MK30, with a 7.5-mile maximum operating range and up to 1,000 flights per operating day per center. FAA environmental decision signed February 5, 2026. These are action-specific maximums, not average service or demonstrated throughput.

These examples show why a service-area radius alone says little about the full business. A site may host aircraft and support equipment, sit beside an existing warehouse, or include a customer pickup mechanism. FAA environmental decisions apply to defined actions; they should not be read as blanket approval for every site, operator or pattern of operations. Autonomy still requires people and oversight

Automated flight does not make the ground operation self-sufficient. Zipline describes a remote operations control center in Concord, North Carolina, monitoring distribution centers in Utah and Arkansas. Its account says staff watched aircraft, system health and weather, with the center intended to support multi-aircraft operations. As Jeff Williams, Zipline’s head of U.S. operations, put it: “Drone delivery is different from other types of aviation because it involves larger numbers of uncrewed aircraft flying shorter flights.” His further call to adapt aviation practices for autonomy at scale reflects the company’s perspective. Even where flight tasks are automated, people and systems remain part of supervision, maintenance and exception handling.

Why site selection is a business constraint

Operators need locations that work for aircraft and for the surrounding community. FAA summaries repeatedly describe proposed infrastructure in commercial settings such as shopping centers, retailers, malls, warehouses and laboratories. A suitable site still needs land access, compatible zoning, safe equipment placement, workable customer access and a practical relationship to the intended service area.

Community engagement is part of this operating challenge, not simply a launch announcement. The FAA lists informing local communities and responding to public inquiries among operator responsibilities. Noise-sensitive surroundings, proposed operating hours, environmental review and local concerns can all affect whether a site is acceptable and how an operation is designed.

How ground requirements affect delivery economics

Fast flight does not by itself make delivery inexpensive. A business has to account for facilities, charging and loading, pickup handoff, staff and remote monitoring, maintenance, weather downtime, site permissions and enough order volume. These are cost and reliability components, but the available figures do not provide a standardized cost breakdown across operators.

In an August 2025 Associated Press report, Shakiba Enayati, a supply-chain scholar at the University of Missouri–St. Louis, estimated drone delivery at about $13.50 per delivery compared with $2 by traditional vehicle. She also cited the need for trained-worker oversight and difficulties in some weather. This is Enayati’s attributed estimate as reported by AP—not a current, industry-wide benchmark or an apples-to-apples cost study of every operator. Associated Press report on drone-delivery costs

The central financial question is whether a particular network can spread its site, labor and equipment costs across sufficient dependable volume. A larger theoretical flight capacity does not establish that a site achieves that volume: weather, customer handoff, local permissions and actual operations all matter.

What regulation could change—and what it does not settle

The U.S. Department of Transportation described a proposed performance-based rule for low-altitude beyond-visual-line-of-sight (BVLOS) operations and third-party support services such as UAS Traffic Management. The proposal was intended to provide a “predictable and clear pathway for safe, routine, and scalable UAS operations,” including package delivery. It was a proposal in the cited notice, not a final rule; its current status must be checked against the latest DOT action. A broader BVLOS pathway could affect how operators scale flight operations, but it would not remove the need for sites, equipment, local compliance or community engagement. For a delivery business, the ground network is not an accessory to the aircraft. It is the distributed operating system that makes launches, handoffs, oversight and local permission possible. The models differ, but the commercial test is consistent: can an operator assemble an acceptable, reliable network and support it at a cost that fits the volume it can actually serve?
