Start by separating transportation gasoline from home energy, then update your budget using your household’s recent spending, expected use and local prices. Gasoline and natural gas are different expenses, and neither national price trends nor winter forecasts predict what your household will pay.
Separate the costs before changing your budget
Review recent bills and transactions, ideally across several months, and give each expense its own line. Include:
- Transportation gasoline, based on your actual fuel purchases.
- Electricity, using recent utility bills.
- Natural gas, if it heats your home or serves other appliances.
- Delivered heating fuel, such as propane or heating oil, if you use it.
For each category, note the amount paid, the billing period and—where the bill provides it—the amount used. Then estimate the next few months using your household’s likely use and local rates. Seasonal heating or cooling can make a single recent bill a poor guide to the whole year.
Build a workable monthly plan
Use local bills, not a national average, as your starting point
Set a monthly target for each energy category and compare it with take-home income and essential expenses. If a bill varies by season, you can set aside money in lower-bill months for the months when use is higher. Keep a small buffer if possible, and revise the target as actual bills arrive.

Electricity prices vary substantially by state. The U.S. Energy Information Administration (EIA) reports a 2025 annual average residential price of 17.30 cents per kilowatt-hour; its cited February 2026 source tables were preliminary. State annual averages ranged from 8.20 cents in North Dakota to 35.72 cents in Hawaii. These are historical geographic comparisons, not household estimates; check your utility bill and local tariff for a relevant figure. EIA electricity data
Use forecasts only as context
EIA’s Winter Fuels Outlook 2026–27, published October 6, 2026, forecasts average household expenditure changes that differ by fuel and region: natural-gas and propane heating expenditures are expected to decline on average, electricity costs to rise slightly and heating-oil expenditures to rise more substantially. Those are forecasts based on weather assumptions, not actual bills or predictions for a particular home. Ask about ways to make bills more predictable
Check whether your utility offers a budget plan
Some natural-gas utilities offer an annual budget plan that spreads payments more evenly through the year. Contact your utility to ask whether it is available and how it works. Before enrolling, confirm eligibility, how the payment is calculated, whether it changes during the year and how any difference between payments and actual costs is reconciled. Check customer-choice options carefully
In some places, customers may be able to choose a natural-gas supplier. Ask your utility or state utility regulator whether customer choice is available and compare the full terms, including fees and contract conditions, before making a decision. EIA notes that natural-gas bills include multiple components, including taxes and fees, so compare the total expected cost rather than a quoted supply price alone. EIA: Natural gas prices

Lower energy use where it is practical
Review heating settings and equipment
EIA recommends checking that gas-heating equipment operates efficiently and lowering thermostat settings, especially when the home is unoccupied. A programmable thermostat may help schedule settings, but check that it is compatible with your heating system and suitable for your household. Get an assessment before prioritizing upgrades
A home energy assessment can identify where energy is being used and help prioritize possible improvements. The U.S. Department of Energy (DOE) describes the Weatherization Assistance Program (WAP) as support delivered through state and local agencies for eligible low-income households. DOE reports that WAP households save an average of $372 or more per year; this is a program-level estimate, not a promise or estimate for an individual home. DOE’s Low-Income Energy Affordability Data (LEAD) Tool can show local energy costs and energy burden using U.S. Census Bureau ACS 2018–2022 and EIA utility data. It is useful for community-level context, not a personalized bill estimate.

If the revised budget cannot cover utilities alongside food, housing, medicine and other essentials, contact your utility early to ask about payment options and local assistance. Check your state’s Low Income Home Energy Assistance Program (LIHEAP) office as well. LIHEAP may help with home energy bills, crises, weatherization or minor energy-related repairs, but eligibility and services vary by location. EIA also points consumers to state utility regulators and local utilities for information about assistance and fuel funds, including help that may be available in winter emergencies. EIA describes energy insecurity as including receiving a disconnection notice, sacrificing basic necessities to pay energy bills, keeping a home at unsafe temperatures because of cost, or being unable to repair heating or cooling equipment because of cost.
