Bill Ackman’s Pershing Square held Visa and Mastercard at a combined 11.4% of its U.S. stock portfolio as of June 30, 2026, according to a report on its Q2 holdings. Ackman’s case rests on three ideas: the payment networks benefit from scale, digital payments and services can support growth, and investors may be overstating threats from new technologies and regulation. The allocation is a historical snapshot—not a recommendation or a measure of every asset Pershing Square manages.
What does the 11% figure mean?
After Pershing Square’s Q2 2026 13F filing, The Motley Fool reported Visa at about 5.8% and Mastercard at about 5.6% of the firm’s U.S. stock portfolio. Adding those rounded figures gives approximately 11.4%, the basis for the rounded 11% headline. These are quarter-end proportions as of June 30, 2026, not live holdings or percentages of all assets managed by the firm. A 13F filing is a snapshot of reportable U.S. equity holdings, so it cannot establish Pershing Square’s current exposure across every asset or strategy. Three reasons Ackman is bullish
1. Scale supports a capital-light network model
Pershing Square describes Visa and Mastercard as established global payment systems that earn a small fee when transactions run across their networks, without taking material transaction risk. In its view, the networks’ broad acceptance by consumers, merchants and financial institutions reinforces their usefulness: more participation makes it easier to pay and be paid, which can encourage still more participation.
The fund called the companies “among the highest-quality businesses in the world.” That is Pershing Square’s investment judgment, not an independent rating or guarantee of future performance. Its thesis is that the networks’ scale and economics make them durable businesses; the conclusion is the investor’s, not a certainty inherent in the business model. 2. Digital payments and services offer room to grow
Pershing Square argues that card networks can gain volume as consumers shift spending from cash and other legacy payment methods to cards, while e-commerce expands. Its report states: “Card volumes are still approximately half of addressable consumer spending globally and have a long runway of growth as cards continue to take share from legacy payment methods and e-commerce continues to grow at a rapid rate.” This is the fund’s rationale and outlook, rather than a guarantee that the share gains or e-commerce growth will continue at that pace.
The fund also pointed to value-added services—offerings beyond processing a payment—as a growth driver. Pershing Square reported that these services accounted for approximately 30% of Visa revenue and 40% of Mastercard revenue, and were growing two to three times as fast as the payments business at the time of its 2026 report. Those percentages and growth comparisons are the fund’s reported figures, not independently established forecasts for future results.

3. He thinks some risks are being overestimated
Pershing Square argued that several concerns about the networks may be less damaging than investors fear. Each point is an assumption in the fund’s thesis, not a settled outcome:

- Stablecoins: The fund’s view is that stablecoins could grow alongside card networks, particularly in uses where cards are less established, rather than simply displacing card payments across the board.
- Agentic commerce: Pershing Square argued that AI agents making purchases could generate additional transactions while still relying on authorization and fraud controls—areas where payment networks may play a role.
- U.S. regulation: The fund considered investor concerns about proposed U.S. rules misplaced. That is its interpretation of potential regulatory effects; the eventual rules and their consequences are not established by the thesis.
These arguments explain why Ackman may be willing to own both companies despite debate about how payment technology and regulation will evolve. They do not show that either risk will prove harmless.

The reported 11.4% combined weighting signals that Visa and Mastercard were substantial positions within Pershing Square’s U.S. stock portfolio at the June 2026 quarter-end. It does not reveal the fund’s live trades, establish the percentage of all its managed assets invested in the companies, or show that either stock is attractively priced today.

The cited material also does not establish which company is the better investment at current valuations, whether Ackman’s growth assumptions will be met, or how proposed regulations will ultimately affect either network. A large position reflects one investor’s conviction at a point in time; it is not a substitute for assessing a company’s valuation, risks and fit with an individual investor’s goals.
