Tether has signed a memorandum of understanding with Kazakhstan’s National Bank and the Alatau City Authority to study stablecoin use cases, asset tokenization and decentralized finance. The announcement describes exploratory work—not an issued tenge stablecoin or a confirmed product launch. It gives no launch date or details on who would issue a proposed token, what would back it, or how redemption would work.
What did Tether agree to explore with Kazakhstan?
Announced on October 7, 2026, the memorandum of understanding (MoU) brings together Tether, Kazakhstan’s National Bank (NBK) and the Alatau City Authority (ACA). The NBK is the country’s central bank. Tether describes the ACA as a specialized state administrative body responsible for public administration and regulatory development in Alatau under the city’s special legal regime. Tether’s announcement sets out several areas for study:
- Stablecoins: Study international issuance models and potential use cases, then prepare a concept and pilot proposal for a stablecoin pegged to Kazakhstan’s currency, the tenge.
- Asset tokenization: Develop a framework, identify priority asset categories and design a conceptual model. The parties may use Hadron by Tether, which Tether describes as its tokenization platform, and plan a pilot within Alatau City’s jurisdiction.
- Education: Hold workshops, seminars and training on digital-asset markets, stablecoin issuance and reserve management, and real-world asset tokenization using distributed-ledger technology.
- Decentralized finance (DeFi): Explore the area, though the announcement names no specific product, protocol or pilot design.
Will Kazakhstan get a tenge stablecoin?
Not on the basis of this announcement. A tenge-pegged stablecoin is at the concept and pilot-proposal stage; the MoU does not announce that one has been issued or approved for launch. It does not specify the issuer, backing or reserve assets, redemption terms, blockchain network or timetable. Those details would be necessary to assess how a future token might work for holders.
Nor does the MoU say whether the proposed work will replace, extend or connect to Kazakhstan’s other stablecoin initiatives. Signing an MoU to study a proposal is not the same as authorizing a token or making it available to the public.

What is Hadron, and what is planned for tokenization?
Hadron is identified in the announcement as Tether’s tokenization platform. The parties may use it while developing a framework for tokenized assets in Kazakhstan, with a potential pilot in Alatau City. The announcement does not name an asset category or give a pilot launch date, so it does not establish which assets might be represented as tokens or when a pilot could begin.
Tokenization generally means representing an asset or a claim related to it as a digital token. The MoU sets out plans to identify priority categories and design a model; it does not announce a completed tokenization project or establish the rights a future token holder would have.

How does the MoU fit Kazakhstan’s digital-asset rules?
Kazakhstan’s National Bank says a comprehensive digital-asset circulation framework took effect on May 1, 2026, following legislative amendments. Under the framework, money-backed stablecoins, tokenized real assets and traditional financial instruments in digital form are recognized as digital financial assets. The NBK says it licenses, regulates and supervises specified digital-asset activities outside the Astana International Financial Centre (AIFC); the AIFC remains under its own jurisdiction and legal regime. The NBK’s framework announcement provides that policy context, but it does not itself approve the Tether proposal.

- In July 2025, the NBK announced a special regulatory regime and initial pilot areas: tenge-denominated fiat stablecoins, real-estate and other real-asset tokenization, and exchanges between unsecured digital assets and fiat money. The July 2025 announcement describes those initial areas.
- In September 2025, the NBK announced a sandbox pilot for a tenge-backed stablecoin launched by Intebix with Solana, Mastercard and Eurasian Bank. The NBK presented it as a way to connect crypto-market activity with traditional financial infrastructure. The pilot announcement does not establish a connection to the Tether MoU.
- In June 2025, the NBK described prospective pilots involving national-currency-backed stablecoins, including the digital tenge, and tokenization of financial assets and real estate. It also explained a crypto-card mechanism in which a client’s digital assets are sold at payment time and the value is credited to a standard payment card linked to a bank account. That earlier announcement is context, not evidence that the Tether MoU includes a crypto-card product.

What the officials said
Tether CEO Paolo Ardoino said the company was proud to support Kazakhstan’s exploration of tokenization and a strategic reserve framework, describing the broader goal as building digital-finance infrastructure while protecting data and privacy. NBK Deputy Governor Binur Zhalenov said the work would involve studying international practices in stablecoin issuance and real-world asset tokenization, while maintaining financial stability, transaction transparency and investor protection as priorities. These are statements attributed to the officials in Tether’s announcement, not independent findings or evidence that a reserve or product has been established.
