GST Composition Scheme vs Regular GST Registration for Small Online Sellers in India

Composition can simplify some GST reporting, but eligible online sellers give up input tax credit and cannot collect GST separately. Compare costs, customers, sales geography and marketplace setup before choosing.

Choose the GST composition scheme only if your business qualifies and the simpler compliance is worth giving up input tax credit and the ability to collect GST separately from customers. Regular registration involves more reporting, but follows the normal GST framework, in which eligible purchases may support input tax credit and sales are handled through the applicable tax-invoice and return processes. For an online seller, turnover alone does not decide the better option: customer mix, input costs, sales geography and the marketplace arrangement matter too.

What is the difference between composition and regular GST registration?

Both are GST registration routes, but they treat tax, purchases, customer billing and compliance differently. Composition is an optional, simplified scheme for eligible taxpayers, subject to statutory conditions. Regular registration uses the normal GST framework. A seller who is liable to register should not treat composition as an exemption from registration; it is a choice of tax scheme only when the seller meets the applicable requirements.

Online sales and geography Inter-State outward sales of goods and certain e-commerce arrangements can affect eligibility. Check current rules against the actual marketplace flow. Normal GST obligations apply; marketplace reporting and tax collection rules may also affect records and reconciliation.

When might composition make sense for an online seller?

Composition may be worth evaluating when the seller is eligible, sells mainly to individual consumers, has modest GST-bearing purchase costs, and values reduced return reporting. Because the seller cannot separately collect GST, the levy and any non-creditable GST on business inputs become part of the seller’s cost and pricing decision. A low selling price or a thin margin can make that trade-off more important than the simpler filings.

Composition sellers do not file GSTR-1, but they still have payment, return and record-keeping obligations. A paper bill-of-supply book can serve as a backup record; it does not replace submissions through the GST Portal.

When is regular registration more suitable?

Regular registration is often more practical when the seller has substantial GST-bearing inventory or operating expenses, sells to GST-registered businesses that value valid tax invoices and eligible credit, or needs the flexibility of the normal tax framework. Input tax credit can reduce the effective tax cost of eligible purchases, but only when statutory conditions are met and the required documentation and reporting are in order.

Regular registration generally requires more recurring reporting and reconciliation. Eligible taxpayers may use the GST Portal’s QRMP option, subject to its conditions. The Portal states an annual aggregate-turnover ceiling of ₹5 crore for QRMP eligibility; that ceiling is not a composition threshold and does not itself establish eligibility for composition.

Can you sell on Amazon or another marketplace under composition?

Do not assume that every marketplace seller is either eligible or ineligible. The statutory text includes restrictions concerning inter-State outward supplies of goods and certain supplies through e-commerce operators, while amendments and the mechanics of a particular marketplace arrangement can affect the answer. The cited CBIC-hosted CGST Act text includes the condition that a composition taxpayer “is not engaged in making any inter-State outward supplies of goods”; check the current law and portal guidance before relying on that wording as a complete statement of today’s rule.

Before choosing, establish how the marketplace sale is structured: who is the supplier of record, who collects payment, whether the platform is covered by relevant e-commerce provisions, and what tax is collected or reported. Confirm the result for the seller’s state, goods or services, and actual sales flow with current GST Portal or CBIC materials or a qualified tax professional.

How should you decide? Work through these checks

  1. Establish turnover and registration facts. Calculate aggregate turnover across relevant registrations for the applicable period, and identify the state or Union Territory and any special threshold considerations. Do not apply a historical figure as a current threshold without confirmation.
  2. Classify what you sell. Identify whether the business supplies goods, services or a mix, and check whether any activity or product affects composition eligibility.
  3. Map your sales geography and channels. Separate intra-State from inter-State outward sales and document how each marketplace handles payment, customer documentation and any tax collection.
  4. Estimate the input-credit trade-off. Review GST on inventory, packaging, platform fees and other business purchases. Under composition, this credit is unavailable; under regular registration, credit remains conditional on the law.
  5. Consider who buys from you. Consumer-facing prices may be affected by the inability to collect GST separately under composition. Business customers may prefer normal tax invoices where they can claim eligible credit.
  6. Compare the compliance workload. Decide whether composition’s reduced filing burden is valuable enough to offset the tax and credit trade-offs, or whether regular reporting and reconciliation are manageable.
  7. Confirm current eligibility and transition timing. A new registrant may choose the composition option in the registration flow when eligible; an existing registrant must follow the applicable option and timing rules. Verify these with current portal instructions before making or changing the choice.

What records and filings should you plan for?

Under composition, issue bills of supply and maintain records that support turnover, purchases and the applicable composition payments and returns. Under regular registration, maintain the records needed for tax invoices, outward-supply reporting, tax payment and any input-tax-credit claim. In either case, reconcile marketplace statements and business records with GST reporting; paper books are supporting records, not portal filings.

Because thresholds, rates, state-specific conditions and e-commerce rules may change, verify the current position on the GST Portal and in CBIC materials before opting in. The official GST Portal registration and returns guidance and the CBIC-hosted Central Goods and Services Tax Act are appropriate starting points; a seller-specific marketplace or eligibility question may require professional advice.
