How to Compare Battery Suppliers for an EV or Energy Storage Project

A practical framework for comparing EV and energy storage battery suppliers: define the project, normalize bids, check safety and supply-chain evidence, and clarify warranties, delivery and EU passport responsibilities.

Compare battery suppliers against the same project specification—not a generic manufacturer ranking. First define the application and operating conditions; then assess comparable performance evidence, safety and regulatory fit, supply-chain controls, lifecycle support, delivery capability and contract terms. The right supplier is the one whose documented product and commitments fit your project, market and risk tolerance.

How to compare battery suppliers for an electric vehicle or energy storage project

Battery procurement starts with the project, not a shortlist of brand names. An electric-vehicle (EV) traction battery and a stationary battery energy storage system (BESS) face different operating profiles, integration boundaries and regulatory requirements. Even two bids for the same use case may describe different system boundaries or warranty conditions, making headline figures difficult to compare.

For commercial-scale lithium-ion BESS, the U.S. Department of Energy’s Federal Energy Management Program (FEMP) offers an early-stage procurement checklist and a customizable technical-specification template. The checklist, published 8 July 2024, says it “Provides federal agencies with a standard set of tasks, questions, and reference points to assist in the early stages of battery energy storage systems (BESS) project development.” The checklist is intended for federal agencies and commercial-scale lithium-ion BESS; it can inform other projects, but it is not a universal EV sourcing standard. FEMP’s template, dated 12 August 2025, is also a procurement aid to adapt to project requirements, not a one-size-fits-all technical standard.

1. Define the project before asking for bids

Give every supplier the same written requirements and ask them to identify any exceptions. For each project, record the details that determine what a suitable battery must do:

  • Application and integration boundary: Is this an EV traction battery, stationary BESS, or another use? Are you buying cells, modules, packs, a complete battery, or an integrated system? Identify which party supplies and integrates the battery-management system (BMS), controls, thermal management and other essential components.
  • Power, energy and operating profile: State the required output and usable energy, expected charge and discharge pattern, frequency of cycling, and any peak or backup duties. Ask bidders to use the same definitions and system boundary when reporting performance.
  • Environment and installation: Specify the expected temperature range, location, space constraints, installation conditions and other operating demands that affect the proposed configuration.
  • Service life and project schedule: Set the intended service period, commissioning milestones, delivery dates and any planned replacement or expansion phases.
  • Market and buyer requirements: Identify where the finished battery will be placed on the market, applicable safety and regulatory requirements, procurement rules, and any data or reporting obligations.

These are procurement prompts, not fields that every cited source mandates. Their purpose is to make bids comparable and expose assumptions before they become contract disputes. For BESS, FEMP’s checklist can help structure early project development; its technical-specification template and linked performance-evaluation resource can help shape a project-specific request.

2. Request comparable performance and durability evidence

Do not compare a supplier’s headline energy, power, efficiency or service-life claims unless the measurement conditions and system boundary match. Give each bidder the same data definitions and ask it to disclose the test or calculation conditions behind every material claim.

Performance Application-relevant performance data for the proposed battery or system, with definitions for the reported values. Confirm that bidders use the same system boundary, operating profile, test conditions and treatment of usable versus nominal capacity.
Durability Evidence supporting durability claims and the conditions under which the results apply. Check whether the stated operating profile and conditions resemble the project’s expected use; do not treat unlike test results as directly equivalent.
Warranty alignment The warranty term, covered performance commitments, exclusions, degradation treatment and conditions for a claim. Read the warranty alongside the performance claim. A number without its operating conditions and contractual remedy is not a complete comparison.
System evaluation For BESS, the proposed method for evaluating system performance and the data needed to verify it. Use FEMP’s technical-specification template as a starting point and consider its linked BESS performance-evaluation resource; tailor both to the project.

The reviewed official procurement resources do not set universal performance thresholds or scoring weights for both EV and stationary-storage bids. Set project-specific acceptance criteria in advance and have qualified technical reviewers validate them. Do not award a high score simply because a bidder reports a larger figure if it was measured on a different basis.

3. Check safety and compliance for the actual market

Ask for evidence covering the proposed finished battery and system configuration—not just a component or a different product variant. The required evidence depends on where the battery will be sold, installed and operated, as well as the product category and applicable rules.

  • Request the supplier’s explanation of which safety and regulatory requirements apply to the proposed configuration and project location.
  • Ask for supporting conformity and test documentation, and confirm that it covers the exact product, configuration and intended installation.
  • Identify who is responsible for integration, commissioning and providing the evidence needed for the complete system.
  • For European Union projects, check Regulation (EU) 2023/1542 and the Commission’s current implementation and standards information. The regulation addresses battery performance, safety and sustainability; requirements and transition dates vary by category and obligation.

The European Commission lists a 2026 implementing decision concerning a harmonised battery standard. Verify the current legal text and official standards information for the project rather than assuming one standard or transition date applies to every battery.

4. Evaluate supplier and upstream supply-chain risk

Request documentation showing how the supplier traces relevant materials and components, identifies supply-chain risks, decides on mitigation and verifies whether controls are working. Ask for the scope, date and findings of any third-party review that the supplier relies on, and clarify which facilities, materials or tiers it covers.

For covered operators, Regulation (EU) 2023/1542 provides for a risk-based approach that includes identifying and assessing risks, adopting a response strategy, supply-chain controls and transparency, and third-party verification. A private audit or certification may provide useful evidence, but it does not automatically transfer an operator’s legal responsibility. Ask the supplier to distinguish its own documented controls from obligations that remain with another party in the project chain.

5. Compare service, delivery and contract commitments

Battery value depends on what happens after shipment as well as on the product specification. Put each bidder’s commitments side by side, using the same assumptions and asking for contract language where a promise matters to the project.

Area Questions to resolve before award
Warranty and guarantees What is covered, what is excluded, how is degradation treated, what operating conditions apply, and what remedy is available if a commitment is missed?
Commissioning and integration Who supplies, installs, integrates and commissions each component? Who owns interface testing and acceptance?
Service and repair What are the service-response commitments, repair or replacement process, spare-parts arrangements and responsibilities for ongoing support?
Software and BMS support Who maintains software and controls, provides updates, handles faults and supports access to operational data?
Delivery and execution What delivery schedule and milestones are contractually committed? What evidence supports the proposed capacity, and how are delays or changes handled?
End of life Who is responsible for removal, reuse, recycling or other end-of-life handoffs, and what documentation or services are included?

Use current bids and contract review to compare prices and commercial terms. The official sources described here do not establish current supplier prices, market-wide warranty benchmarks or manufacturer rankings. A project’s lifetime economics will depend on its own operating assumptions, guarantees, service plan and contract risk allocation.

6. For EU-market batteries, verify passport readiness and responsibility

The European Commission’s battery-passport overview covers EV batteries, home-storage batteries and industrial batteries. Passport information includes identification and technical characteristics, manufacturer and operator information, performance and durability, repair, reuse and recycling support, and sustainability and circularity information. The passport is linked to the battery by a QR code, with detailed information maintained by the responsible economic operator.

As of October 2026, the Commission’s passport data guidance is Version 2.0, dated 15 August 2026. It consolidates 71 data points for EV, light-means-of-transport and industrial batteries over 2 kWh, marking each as mandatory, optional, conditional or not required as of February 2027. The guidance should be read with the regulation and applicable implementing acts; it is not itself an authoritative legal interpretation.

The Commission states that battery passports begin applying on 18 February 2027 for specified categories. That is not the start date for every related reporting duty: the Commission FAQ identifies later application dates for some carbon-footprint, recycled-content and due-diligence fields. Check the applicable dates for the battery category and obligation before setting a procurement deadline.

Establish who will provide the passport information

Ask the supplier to identify the economic operator responsible for passport obligations and to state what data, records and system support it will provide. Responsibility depends on who places the finished battery on the EU market; assigning a supplier to do practical data work does not, by itself, remove the responsible operator’s obligations.

The Commission FAQ distinguishes between a complete finished battery that a vehicle maker merely installs and a battery that the vehicle maker completes by adding a BMS or other essential components. In the first case, the complete-battery supplier remains responsible for that passport; in the second, the vehicle maker may be the responsible operator. For systems made of multiple packs, the assessment depends on whether each pack is an independently functioning battery or the packs together form one battery. Confirm the project’s actual configuration and contractual roles rather than relying on a generic allocation.

7. Use a transparent decision process, not a universal score

A practical comparison can use a pass/fail qualification stage followed by a project-specific bid review. Agree on the criteria and evidence required before bids arrive, and record exceptions rather than silently treating missing information as equivalent to compliance.

  1. Issue one common specification. Define the project, market, battery configuration, operating profile, delivery requirements and evidence requested.
  2. Screen for non-negotiable requirements. Check technical fit, applicable safety and regulatory evidence, required delivery milestones and minimum contract protections.
  3. Normalize the bids. Put performance claims, test conditions, warranty scope, service terms, responsibilities, schedule and price assumptions into the same comparison format.
  4. Resolve gaps and exceptions. Ask bidders to explain missing data, different system boundaries, unsupported claims, exclusions and assumptions that shift cost or risk to the buyer.
  5. Review the proposed award. Have technical, procurement, legal and, where applicable, regulatory reviewers check the evidence and final contract against the project’s acceptance criteria.

There is no defensible universal weighting that makes one battery supplier best for every EV or storage project. The official resources provide procurement aids and regulatory requirements, not a cross-market ranking. Use criteria and weights that reflect the specific design, geography, integration plan and consequences of a supplier failing to deliver.

Questions to send every battery supplier

  • What exact product and system boundary does this bid cover, and which components or integration tasks are excluded?
  • Under what test conditions and operating assumptions were the quoted performance and durability figures established?
  • Which safety, regulatory and conformity documents apply to the proposed finished configuration and target market?
  • What do the warranty and performance guarantees cover, what conditions apply, and what remedy follows if a commitment is not met?
  • Who handles commissioning, ongoing service, software and BMS support, repairs, spare parts and end-of-life responsibilities?
  • What evidence supports the delivery plan, and what documented supply-chain controls, traceability and risk responses can the supplier provide?
  • For an EU-market battery, who is the responsible economic operator for passport obligations, and what data will the supplier provide to support them?
