Rolls-Royce does not publish evidence of a formal production cap. Its strategy is better described as prioritizing individually commissioned cars over maximizing unit sales: the company positions itself as a luxury house, says every car includes Bespoke elements, and invests in the craft and client services needed for complex commissions. Its annual delivery totals have varied, rather than demonstrating a fixed limit.
Does Rolls-Royce officially limit production?
Rolls-Royce’s public figures do not establish a formal annual production limit. The company reported 6,032 deliveries in 2023 and 5,712 in 2024, calling the latter its third-best annual sales result. Those are delivery totals, not a declared cap or a measure of how many cars the company could build under different conditions.
That distinction matters: a luxury strategy that favors individual commissions is not the same as deliberately freezing output. Rolls-Royce has described itself as an international luxury house rather than a volume-driven manufacturer, but its investment in expanded facilities also shows it is adding capacity for specialized work.
Why prioritize Bespoke commissions?
Personalization is part of the product
Rolls-Royce says every car is hand-built at Goodwood and includes Bespoke elements. The company’s rationale is that clients value cars shaped around their own ideas, and that realizing those ideas can require close work between clients, designers, and engineers. This is the company’s account of its model, not an independently measured explanation of its sales or output.

Complex work takes time and skill
The company’s 2025 craftsmanship press kit says building a car takes more than 600 hours. It adds that complex commissions can take up to four years to develop and construct. The four-year figure applies to complex projects, not every Rolls-Royce. These requirements help explain why the company emphasizes skilled work and commissioning support rather than treating cars as interchangeable units.
Customization contributes value per car
Rolls-Royce reported that average Bespoke content value per car rose 10% year on year in 2024, reaching a company record. The figure supports an interpretation that the company is seeking to deepen customization within each vehicle, not simply maximize the number sold. It does not, by itself, show how Bespoke affects the price, profit, or total output of any individual car.
How Rolls-Royce supports the commissioning experience
Rolls-Royce’s Private Offices give clients a setting to work with designers and client-experience staff. In a retrospective published in January 2026, the company said its network operated in Dubai, Seoul, Shanghai, and New York in 2025, alongside the original Goodwood location. It also reported more than double the number of Private Office commissions year on year. That company-reported increase indicates growing use of the service, but does not independently prove that the offices caused it.

The same retrospective described a selection of 5,664 cars created for clients in 2025. That is the retrospective’s wording and should not be confused with a separately verified annual delivery total.
Investment signals expansion of capability, not a production freeze
In 2025, Rolls-Royce announced an investment exceeding £300 million in a 40,000-square-metre Goodwood extension. The company says the project will add capacity for Bespoke and Coachbuild work, including a Surface Finish Centre, and prepare the manufacturing site for an all-battery-electric future. This is consistent with scaling the ability to deliver complex work while retaining the company’s luxury positioning.
Rolls-Royce said in its 2023 year-end release that it planned to produce only fully electric cars by the end of 2030. That is a company-stated plan, not a guarantee that the timeline cannot change.

What an exclusive commission looks like—and what it does not prove
The 2025 Phantom Centenary Private Collection was limited to 25 examples. Rolls-Royce said its development took three years and more than 40,000 collective development hours. It illustrates the time and collaboration that can go into a highly specialized collection; it does not show that all Rolls-Royce production is limited to small series or takes years to complete.
What the evidence supports
Rolls-Royce’s own statements and figures support a clear distinction: the company puts Bespoke work, hand-building, and client experience at the center of its identity, while reporting substantial annual deliveries and investing in more specialized capacity. They do not establish a formal production cap or quantify how much labor, demand, strategy, or pricing independently determines annual output.
