How Small E-Commerce Sellers Can Register for GST and File Returns

GST obligations for marketplace sellers depend on their supplies, turnover and selling setup. Here’s how to apply, organize records and prepare returns.

Whether you need GST registration to sell through Amazon or another online marketplace depends on your supplies, turnover, state, inter-State activity and the marketplace operator’s role. Do not assume that every marketplace seller must register—or that a small seller can automatically remain unregistered. Once registered as a normal taxpayer, you generally need to report outward supplies in GSTR-1 and meet the applicable return-filing requirements; eligible sellers who choose QRMP file GSTR-1 and GSTR-3B quarterly. Check your liability against the rules for your exact business before applying.

Do small marketplace sellers need GST registration?

There is no safe one-size-fits-all answer based only on selling online or being a small business. Registration liability can depend on what you sell, your turnover, where your business and customers are, whether you make inter-State supplies, and how the e-commerce operator handles the transaction. Some e-commerce supplies may also involve tax collected by the operator under section 52 or tax paid by the operator under section 9(5). The applicable requirements and exceptions need to be checked against your own facts and current rules.

Before deciding, map your products or services, turnover, locations of supply, marketplace arrangements and any other sales channels. If the answer is not clear, ask a qualified GST practitioner or the relevant authority to assess your situation. The GST Portal’s normal-taxpayer registration manual explains how to apply; it does not determine whether a particular seller is liable.

How to apply for GST registration online

Use the GST Portal’s New Registration service. The registration manual describes a two-part application: Part A captures initial identification and contact details, while Part B collects business and verification information. Follow the live portal prompts, since authentication and other process details may vary by applicant and change over time.

  1. Open the new-registration form. On the GST Portal, go to Services > Registration > New Registration and select the taxpayer category. Choose your state or Union Territory and district.
  2. Complete Part A. Enter the legal business name as recorded against the PAN, the PAN, and the primary authorised signatory’s email address and Indian mobile number. Authenticate the contact details using the OTPs sent by the portal.
  3. Complete Part B. Provide the requested business details, principal and additional places of business, goods or services, and state-specific information. Add details for the people or signatories the form asks you to identify.
  4. Complete the applicable verification steps. The form includes Aadhaar authentication and verification steps as applicable. Follow the current on-screen instructions. The manual notes that bank details were optional in the registration form; check the live form for the current requirement in your case.
  5. Review and submit the application. Check names, PAN, addresses, business activities and contact details before submitting. Keep the acknowledgement and any application reference information so you can follow up on the application.

Registration timing can affect the effective date

The GST Portal manual says that when a normal taxpayer applies within 30 days of becoming liable, registration is effective from the liability date. If the application is made later, the liability date itself does not change, but registration is effective from the date it is granted. Identify when you became liable rather than assuming that a late application resets that date.

What records to organize before filing

GSTR-1 reports outward supplies, so prepare records that let you check each sale and any adjustment against the relevant transaction. For marketplace sales, reconcile seller invoices and other sales records with marketplace settlement reports; settlements and reported sales may not be the same figure or grouped in the same way.

  • Sales invoices and the details needed to classify supplies.
  • Credit notes, debit notes, exports, advances and amendments, where applicable.
  • Marketplace transaction and settlement reports, including relevant supplies handled under section 52 or section 9(5).
  • Records for exempt, nil-rated or non-GST supplies, and the HSN/SAC information required for your transactions.

How to prepare and file GSTR-1

GSTR-1 is the outward-supplies statement for normal and casual registered taxpayers, subject to the exclusions described by the GST Portal. Depending on your transactions, it can include invoice-level B2B details, specified high-value inter-State B2C details, credit and debit notes, exports, consumer-supply summaries, advances, amendments, exempt or nil-rated and non-GST supplies, HSN/SAC summaries, and applicable e-commerce supplies. Taxpayers required to file must submit a nil GSTR-1 for an inactive period.

  1. Open the return period. Log in to the GST Portal and go to Services > Returns > Returns Dashboard.
  2. Select the period. Choose the financial year, quarter and return period that apply to your filing schedule.
  3. Prepare or upload the return data. Enter details online, or prepare data using the GST Portal’s offline tool and upload the resulting JSON. A third-party ASP/GSP application is another preparation route.
  4. Review the generated summary. Compare the return against your invoices, adjustments and marketplace records. Check that supplies are classified and reported in the appropriate sections.
  5. File only after checking the details. The Portal’s filing manual cautions that values in a filed GSTR-1 statement cannot be edited or deleted. Review the summary before submission; use the applicable correction or amendment process if a filed return later needs a change.

Choose a GSTR-1 preparation method

The official Portal describes three ways to prepare GSTR-1. It does not endorse third-party providers or establish their prices, so compare practical fit rather than assuming one method is best for every seller.

Route What it involves What to check
GST Portal online Enter and prepare return details on the Portal. Whether online entry is manageable for your invoice volume, and whether you can review entries against source records.
GST Portal offline tool Prepare data with the Portal’s offline tool, then upload the JSON file. Whether your records can be exported and mapped correctly, and how you will validate errors before upload.
Third-party ASP/GSP application Prepare return data through an application connected to the GST system. Data access controls, compatibility with your records, validation, support, cost and the ability to reconcile the final return with marketplace settlements. The Portal does not state a vendor price.

Whichever route you use, keep control of the final review: the seller remains responsible for checking the return data against business records before filing.

When QRMP may change your filing schedule

The QRMP scheme lets eligible taxpayers file GSTR-1 and GSTR-3B quarterly. The GST Portal states that eligibility requires annual aggregate turnover of up to ₹5 crore in both the current and preceding financial years, the latest GSTR-3B to have been filed, and no GSTR-1 data saved for the applicable period when opting. Meeting the turnover threshold alone is not enough.

Check the Portal’s current QRMP instructions, your eligibility and the period-specific filing calendar before relying on a quarterly schedule. Due dates depend on the filing choice and applicable period; confirm the dates shown for your account rather than assuming one date applies to every taxpayer. The Portal’s GSTR-1 and QRMP FAQs explain the stated eligibility conditions and quarterly filing arrangement.

Should a small seller use the composition scheme?

Small business size by itself does not establish that the composition scheme is suitable or available. Section 10 of the CGST Act lists restrictions that include inter-State outward supplies and specified supplies through an e-commerce operator required to collect tax at source. Check the current law and notifications against your exact products, sales channels and locations before choosing a scheme; do not infer eligibility simply from turnover or marketplace participation. Keep a filing routine that catches errors early

A simple monthly or quarterly close can reduce mismatches between your books, marketplace data and return. Set the cadence that applies to your registration and filing choice, then use a repeatable checklist for each period.

  • Collect invoices, credit/debit notes and marketplace reports for the period.
  • Reconcile reported sales to transaction and settlement records; investigate differences rather than treating a payout as the return figure.
  • Classify supplies and compile the information needed for GSTR-1, including applicable e-commerce details.
  • Prepare the return using your chosen route and resolve validation errors.
  • Review the generated summary against source records before filing, then retain the return and supporting records.

A paper invoice book can help a seller who still records invoices manually, but it is optional and does not replace return preparation or filing on the GST Portal. Sellers with digital records may prefer a spreadsheet or accounting workflow that supports reconciliation.
