How to Reconcile GSTR-2B With Purchase Records and Fix ITC Mismatches

A practical, document-level process for reconciling GSTR-2B with your purchase register, investigating missing invoices, and controlling ITC claims and reversals.

Reconcile GSTR-2B against your purchase register invoice by invoice, then investigate each missing or different entry before preparing GSTR-3B. GSTR-2B is a read-only statement built from supplier, ISD and import information—not your purchase ledger—and a document may appear in a later statement if it was reported after the relevant cutoff. A match is not, by itself, proof that the credit is legally eligible.

What GSTR-2B shows—and what it does not

The GST Portal describes Form GSTR-2B as an auto-drafted, read-only ITC statement. It draws on information furnished by suppliers in GSTR-1/1A and GSTR-5, Input Service Distributors in GSTR-6, and import-of-goods information received through ICEGATE. The recipient does not file or edit the statement. The portal advises reconciling it with the taxpayer’s own books and using it to help report ITC in the relevant GSTR-3B sections. GSTR-2B is a system-generated view of reported documents, not a substitute for the purchase register, invoice, receipt records or legal eligibility review. A document shown as available may still require review under the applicable ITC conditions; conversely, a missing entry may reflect filing timing rather than a permanent omission.

When to expect an invoice in GSTR-2B

The GST Portal FAQ describes monthly GSTR-2B generation on the 14th of the succeeding month, and quarterly generation on the 14th of the month after the quarter. It also explains that supplier and ISD submissions received after the relevant cutoff flow into the next open GSTR-2B. These are the portal’s described schedules; check current portal instructions for the tax period you are reconciling.

Before treating an invoice as missing, confirm that the purchase register and statement cover the same tax period, then check whether the supplier filed the document after the cutoff. The portal makes GSTR-2B available in Excel and JSON formats, which can be downloaded for the reconciliation.

How to reconcile GSTR-2B with your purchase register

  1. Choose the period and preserve your source files. Download the applicable GSTR-2B from the GST Portal and export the purchase register for the same tax period. Keep the downloaded files and note the extraction date so you can reproduce the comparison.
  2. Normalize the fields without losing the originals. Align supplier GSTIN, document type, invoice or note number, document date, taxable value, and the amount under each applicable tax head: IGST, CGST, SGST and cess. Retain original and amended particulars separately. Do not net unlike document types together before matching.
  3. Match at the document level. Start with supplier GSTIN, document type and document number. Then compare date, taxable value and tax-head amounts, along with any linked debit note, credit note or amendment. GSTR-2B amendment summaries may show the difference between amended and original amounts, while document detail shows revised particulars.
  4. Classify every unmatched or unequal row. Useful working categories include missing from GSTR-2B, missing from the books, duplicate, period timing, GSTIN or document-detail error, value or tax difference, credit note or amendment, import or bill-of-entry difference, and potentially ineligible credit. These are practical reconciliation labels, not an official GST taxonomy.
  5. Check the underlying evidence. Compare the source invoice or note with receipt records, the accounting entry, payment status and supplier communication. For specified supplier-reporting errors, CBIC Circular No. 183/15/2022-GST describes documentary and factual verification; it applies to the situations it addresses, not as a blanket waiver for every mismatch.   6. Send supplier-side corrections to the supplier. Because the recipient cannot add or change documents in GSTR-2B, share the exact document number, relevant period, recipient GSTIN and discrepancy with the supplier. Request an appropriate filing correction where warranted, retain the response, and check the next applicable statement.
  7. Assess eligibility separately from matching. Check the applicable legal conditions, restrictions, reversals and supporting evidence for the transaction. CBIC’s ITC rules include a condition concerning payment of value and tax within 180 days, with specified reversal consequences and applicable exceptions; confirm the governing text for the transaction period.   8. Complete a GSTR-3B control. Reconcile eligible net credit to the relevant GSTR-3B fields, account for required credit-note reversals and reverse-charge treatment, and check that no invoice has been claimed twice. The portal says some GSTR-3B values are auto-populated from GSTR-2B but are editable; review and support differences rather than accepting or changing them mechanically.

Why an invoice may be missing from GSTR-2B

Supplier filed after the cutoff

A document furnished after the relevant cutoff may flow into the next open statement. Check the next applicable GSTR-2B before deciding that the difference is persistent, and keep the period timing clear in your reconciliation.

Supplier or document particulars are wrong

A wrong recipient GSTIN, document number, date or supplier classification can prevent a document from matching your books or appearing as expected. Compare the GSTIN and particulars on your invoice with the supplier’s reporting, then ask the supplier to correct its filing if needed.

The record is an import or another document type

For imports, compare the bill of entry with the ICEGATE-linked information and check amendments. The GST Portal notes that some import information, including certain courier imports, may not be present in GSTR-2B; use the underlying customs documents rather than assuming the statement contains every import record.

How to fix common ITC mismatches

Invoice in your purchase register, absent from GSTR-2B

Check the statement period and supplier’s filing timing first. If the supplier filed after the cutoff, look for the document in the next open statement. If it remains absent, verify the recipient GSTIN and document details with the supplier, preserve the invoice and receipt evidence, and request a correction when appropriate.

Invoice in GSTR-2B, absent from your purchase register

Look for an entry under another entity, location, period or document number, and check whether the document relates to your supply. Resolve the book-entry or supplier issue before considering any credit; a portal entry alone is not a reason to create an unsupported accounting entry or claim the same credit twice.

Taxable value or tax amount differs

Compare the invoice with supplier-reported particulars, amendments, debit or credit notes, and the split across tax heads. Check both the amendment summary and document detail: the summary may show a differential amount while the detail shows revised particulars.

Wrong GSTIN or supplier classification

Ask the supplier to correct its reporting. Circular 183/15/2022-GST covers specified historical mismatch situations, including certain supplier errors in the recipient GSTIN, and calls for factual and documentary checks. Apply its dated, scenario-specific procedure only when the facts fit its scope.

Credit note, amendment or IMS action changes the record

Determine whether the record changes net ITC and whether the original credit was claimed or already reversed. For records covered by changes from the October 2025 tax period, the GSTN FAQ describes declaring the amount of ITC reversal in certain cases and pending or deemed-acceptance behavior. The applicable action depends on record type and period; follow the live portal instructions and recompute draft GSTR-2B after changing an IMS action as the portal directs. Import record differs

Compare the bill of entry, ICEGATE-linked import record and any amendment information. If the record is not present in GSTR-2B, check the customs documents and the portal’s stated limitations for the relevant import type.

Decide what to do before claiming credit

  • Do not treat “available” as the full eligibility test. The GST Portal cautions that its system status does not cover every legal circumstance in which ITC may be unavailable. Apply the law and rules relevant to the transaction and return period.
  • Control reversals and reverse charge. The portal advises ensuring required credit reversals are made and reverse-charge tax is paid.
  • Prevent duplicate claims. Check whether the invoice was claimed in another period or under another record before including it in the current calculation.
  • Keep a review trail. Retain the source statement, purchase-register extract, supporting documents, mismatch classification, supplier correspondence and the reason for the final GSTR-3B treatment.
