Choose based on the task and the complete workcell—not on whether a robot is marketed as “collaborative.” Compare the process’s payload, reach and cycle-time needs with worker access, tooling and workpiece hazards, safeguarding, integration and changeovers. A collaborative robot (cobot) is not automatically safe for people to work beside: safety depends on the application being assessed, designed and validated.
Start with the factory task, not the robot label
Write down what the process must do before comparing equipment. Establish the required payload, reach, path, precision and cycle time from the actual job, then identify how often the product, task or layout changes. Check those requirements against specifications for candidate systems; there is no universal speed or payload cutoff that determines whether a conventional industrial robot or a cobot is the right choice.
Next, map how people interact with the cell. Do workers need to load or unload parts, hand-guide the robot, routinely enter the task area, or share workspace during operation? If access is occasional, a safeguarded cell with controlled entry may fit the workflow better than continuous shared space. If interaction is frequent, assess whether the application can be designed to manage the resulting risks; the cobot category alone does not answer that question.
Compare the complete application

Judge each factor for the proposed cell rather than assuming that one robot class is inherently faster, cheaper or easier to integrate. NIST’s guide addresses cobot workcell integration for small and medium-sized manufacturers, but the relevant choice still depends on the specific operation.

Assess safety at the workcell level
OSHA’s technical guidance says safety-system selection should follow a risk assessment of the robot application, taking its design, use, programming, operation and maintenance into account. Assess the robot together with its end-effector and workpiece: their combined characteristics affect possible contact events. Include the process hazards and the ways workers may approach or enter the cell.
For a proposed collaborative application, check whether the robot system and end-effector suit the task, whether the required safety functions are present, whether risk-reduction measures are adequate, and whether foreseeable contact events have been considered. The assessment must cover the completed application, not just the manipulator. OSHA’s technical manual offers guidance on these questions: OSHA Technical Manual, Section IV, Chapter 4.

ISO describes four techniques used in collaborative applications: safety-rated monitored stop, hand guiding, speed and separation monitoring, and power and force limiting. These are approaches to safety design, not a promise that a cell can operate without guarding. The appropriate measures depend on the risk assessment.
Check which standards and rules apply
ISO/TS 15066:2016, Robots and robotic devices — Collaborative robots, supplements ISO 10218-1 and ISO 10218-2. ISO’s catalogue says the standard was reviewed and confirmed in 2022 and remains current: ISO/TS 15066:2016. The ISO 10218 series has 2025 editions, and the available 2025 text says that collaborative operation relates to the application rather than the robot alone; much of ISO/TS 15066’s guidance has been incorporated into ISO 10218-2:2025. Check the edition adopted or harmonized where the factory operates and any applicable transition rules before making compliance decisions.

In the United States, OSHA says there are currently no specific OSHA standards for the robotics industry. Its standards page distinguishes consensus standards—which can provide guidance—from OSHA regulations. Do not treat an ISO or ANSI/RIA consensus standard as though it were itself an OSHA regulation; applicable workplace requirements still matter. See OSHA’s robotics standards overview.
Plan the integration and changeover
Before choosing equipment, account for the work required to make the cell safe and production-ready: installation, programming, safeguards, risk assessment, validation, operator training and maintenance. Include the safe procedure for changing tooling, product or task. A system that meets the process specification may still require substantial integration work; the reviewed guidance does not establish a universal cost or integration-effort advantage for either robot class.

For a production decision, have a qualified robot-system integrator or safety engineering professional assess the task and the complete cell, then design and validate the required safeguards. Check that the professional’s qualifications fit the work and that the applicable local standards and workplace rules are understood. OSHA’s technical manual is a useful starting point, not a substitute for an application-specific assessment.
