How to Keep Emergency Savings Accessible During a Banking Crisis

Protect emergency savings by verifying federal insurance, checking coverage across accounts and ownership categories, and testing backup ways to transact if services go down.

Keep emergency savings at a verified federally insured institution, know how much of each account is covered, and maintain more than one practical way to reach money. Deposit insurance protects eligible deposits if an insured bank or credit union fails; it does not prevent a temporary app, card, phone, or branch outage. A resilient plan accounts for both risks.

Start by confirming your account is insured

Check the institution itself, not just the account’s branding. Use the FDIC’s BankFind and deposit-insurance resources for banks. For a credit union, use the NCUA locator and confirm that it is federally insured. Insurance is automatic for qualifying deposits at insured institutions, but coverage depends on institution status, account type, ownership category, and total balances.

Some state-chartered credit unions use private insurance rather than federal share insurance. NCUA says that private coverage is not backed by the federal government, so verify the specific credit union’s status instead of assuming all credit-union deposits have the same protection. The NCUA Share Insurance Estimator can help members review their account structure.

Check whether your balances fit within coverage limits

FDIC-insured banks

The standard FDIC limit is $250,000 per depositor, per insured bank, for each ownership category. The FDIC’s consumer guidance, last updated April 1, 2024, explains that accounts in the same category at the same bank are added together. Opening accounts at different branches of one bank does not create additional coverage. Deposits at separately chartered insured banks are counted separately. Different ownership categories can qualify for separate coverage only when their rules are satisfied; do not assume a category change automatically increases protection. Use the FDIC Electronic Deposit Insurance Estimator to check your own arrangement.

FDIC coverage applies to eligible bank deposits, including checking and savings accounts, money market deposit accounts, and time deposits. It is not insurance for investments or other property: stocks, bonds, mutual funds, crypto assets, life insurance, annuities, municipal securities, safe-deposit boxes or their contents, and Treasury bills, bonds, and notes are not FDIC-insured deposits.

Federally insured credit unions

NCUA share insurance generally covers individual accounts up to $250,000 per member-owner at a federally insured credit union, subject to ownership-category rules. Joint accounts and other categories have their own calculations. Use the NCUA estimator rather than treating the individual-account limit as a universal total for every member or account type.

Know what happens if an institution fails

A bank failure is not the same as an access outage. The FDIC commonly arranges for a healthy bank to assume insured deposits; if there is no acquiring bank, it can pay insured depositors directly. The FDIC says its goal is to make deposit insurance payments within two business days, although cases that require additional documentation can take longer. This process protects against covered deposit loss, but it is not a promise that every account will remain continuously available during a failure.

Plan for an outage separately from a bank failure

If your bank or credit union’s services stop working, contact the institution and ask which channels remain available. The CFPB lists checks, mobile apps, phone support or automated service, ATM withdrawals, and in-person withdrawals as possible alternatives. Which ones work depends on the particular outage and the institution’s systems, so a second channel is not necessarily independent of the first.

  1. Contact the institution. Use a phone number or contact method you already trust, and ask whether the problem affects only one channel or also transactions and scheduled payments.
  2. Try another available route. Depending on the outage, try the app, phone service, an ATM, a branch, or a check. Confirm that the alternative works for your specific account rather than assuming it will.
  3. Check scheduled payments. Find out whether automatic payments and transfers are still being processed. If a payment is at risk, contact the biller as well as your financial institution.
  4. Ask about outage-related charges. If the disruption causes a late, overdraft, or other fee, ask the institution to reverse it.
  5. Watch for impersonation attempts. A crisis can create openings for scammers posing as bank staff. Be cautious with unexpected requests for passwords, verification codes, or account details.

These steps reflect the CFPB’s outage guidance, last reviewed December 21, 2023.

Do not treat a check as guaranteed immediate cash

A check can be one backup payment method, but another bank or credit union is not required to cash a check drawn on a different institution for someone who is not its customer. And depositing a check does not ensure instant access: a bank may extend the time it holds deposited funds during an unexpected outage or emergency. Check the rules and available services with the institution you would actually use. The CFPB explains when a noncustomer can cash a check and how long deposited funds can be held.

  • Failure protection: Is each bank or credit union federally insured, and are balances within the applicable coverage for their ownership categories?
  • Institution and category: Are multiple accounts actually at separately chartered banks, or are they at the same bank and counted together in one category?
  • Ways to transact: If one service is unavailable, do you have another route that your institution confirms is usable?
  • Dependencies: Does each route rely on the same app, phone access, card network, branch, or institution?
  • Costs and delays: Could a backup involve fees, payment timing changes, a deposit hold, or additional documentation?

Revisit the plan when you open or close accounts, change ownership, or move savings, since those changes can affect how coverage is calculated. Avoid assuming that multiple accounts, branches, or access channels automatically provide separate insurance or uninterrupted availability.
