Before paying, verify who is selling the trip, what the total price includes, which cancellation terms apply, and whether the airline, hotel, or other provider has actually confirmed each reservation. There is no single worldwide travel-agent license: requirements depend on where the seller operates and how the booking is structured. A registration check can help establish identity, but it does not guarantee service quality.
What should I check before booking with a travel agency?
Use this checklist before authorizing a deposit or full payment:
- Identify the seller and its role. Get the business’s full name, address, phone number, and working contact channels. Ask whether it is selling the trip itself, arranging services as an intermediary, or comparing offers from other sellers. Find out which business will be your contractual counterparty and who will operate each flight, hotel stay, tour, transfer, or rental.
- Check the applicable local credential rules. Look up the seller in an official register if registration is required where it operates. Match the name and contact details you were given to the listing. Requirements vary: Western Australia says travel agents there do not need a license; California requires sellers of travel to register; Canada says requirements vary by province or territory; and Mexico advises checking current registration.
- Get the full written offer. Ask for an itemized total, including taxes, fees, and extra charges, plus the payment schedule, deposit and balance due dates, itinerary, dates, and included services. Check baggage, meals, transfers, tours, accommodation type, and other inclusions against what you expect.
- Read every applicable set of terms. Ask which party handles changes, cancellations, and refund requests. Check deadlines, agency service fees, supplier penalties, nonrefundable components, and the process for requesting a refund. The agency’s terms may not replace the separate rules of an airline, hotel, or other provider.
- Check insurance and trip requirements. Review the policy wording for covered events and exclusions, including medical costs, baggage or document loss, and cancellation. Ask about passport, visa, entry-document, or minimum-group-size conditions relevant to the trip.
- Keep a durable record. Save the contract, itemized invoice, payment record, booking references, confirmation messages, and any written promises. These records can help you resolve a mismatch or make a complaint.
How do I know a travel agency is legitimate?
Start with the authority that regulates sellers in the relevant location. Do not assume that a registration requirement applies everywhere, or that the absence of a license means a seller is operating improperly. For example, the rules described by official consumer guidance differ across Australia, California, Canada, and Mexico.
Where a register exists, compare its listing with the seller’s exact legal or trading name and contact details. California’s Department of Justice explicitly cautions that “registration as a seller of travel does not constitute approval by the State of California.” Registration is an identity and compliance check, not a quality rating or promise that a booking will go smoothly.

Reviews and trade-association membership can provide context, but neither is conclusive. Canada’s consumer guidance notes that association membership may offer an additional measure of security without guaranteeing that problems will not occur.
What should be in a travel booking contract?
Before paying, make sure the written offer or contract identifies the seller and explains what is being sold. Check for:

- The agency’s and, where relevant, the organizer’s names and contact details.
- Travel dates, itinerary, destinations, and the services included.
- The total price, taxes, fees, payment arrangements, deposit, and balance due date.
- Change, cancellation, and refund conditions, including deadlines and any nonrefundable amounts.
- Minimum group-size conditions, passport or visa requirements, and other trip-specific requirements.
- Insurance information and the terms for any optional coverage.
Ask for the terms on a durable medium, such as a document or email you can retain, and keep a copy of the signed contract and invoice. In France, DGCCRF guidance for package and linked travel arrangements describes specific pre-contract information and contract requirements; those details are France-specific and should not be treated as a universal rule.
Are travel agency bookings refundable?
Not automatically. Refund rights and cancellation charges depend on the applicable law, the booking structure, the contract, and the terms of each supplier. An agency, airline, hotel, transport company, and tour operator may each have different rules. Ask which party is responsible for contacting each provider and how a refund request must be made.

Do not assume that a package holiday comes with a general cooling-off or withdrawal period. France’s DGCCRF says there is no general right of withdrawal for a package holiday under the French rules it describes. That is a jurisdiction-specific example, not a statement of the rules everywhere. Before paying, get the cancellation and refund conditions in writing and check them against the law that applies to your purchase.
How can I confirm the agency actually booked my trip?
After booking, compare the confirmation with the written offer and contact the airline, hotel, car-rental company, or other provider directly. Verify the passenger names, dates, route or itinerary, room or service type, and reservation reference. Confirm that the rate and amenities promised are reflected in the provider’s record, and retain the provider’s confirmation.

| Compare | What to verify |
|---|---|
| Seller and contract | Full business identity, local registration if required, contractual counterparty, and named providers. |
| Trip and inclusions | Same dates and destination, transport, accommodation, meals, baggage, transfers, tours, and other included services. |
| Total cost | Itemized price with taxes, fees, and extra charges, not only the initial quote or deposit. |
| Payment and refunds | Deposit and balance schedule, nonrefundable components, cancellation deadlines, supplier penalties, and refund process. |
| Support and complaints | Who handles changes and supplier contact, how to reach the agency, and which consumer or dispute route applies. |
| Insurance | What events are covered, exclusions, and whether the policy fits the trip and your needs. |
For example, compare baggage allowance, hotel room type, and transfer service as well as price; then check whether a change would trigger a fee from the agency, the airline, or both. A like-for-like written comparison makes trade-offs visible before you commit.
What payment and record-keeping precautions help?
Use a payment method whose dispute process you understand, and keep the transaction record with the contract and confirmations. The U.S. Federal Trade Commission says paying by credit card may make it easier to dispute unauthorized charges; California’s consumer guidance advises checking with the card issuer about how and when a charge can be reversed. Neither possibility guarantees a refund, so ask the issuer about its process and deadlines rather than relying on a charge dispute as a substitute for reading the contract.
Keep copies of the itemized invoice, payment evidence, reservation references, and all written promises in a place you can access while traveling. If the trip or booking changes, save the updated terms and confirmations too.
