That is a national forecast for total seasonal spending—not a 21% increase in the price per gallon or a prediction for every household.
What the 21% forecast means
EIA’s Winter Fuels Outlook, published October 6, 2026, forecasts that the average U.S. household whose primary space-heating fuel is heating oil will spend $2,115 on that fuel from November 2026 through March 2027. That is 21% more than the prior winter. These are nominal estimates, not adjusted for inflation; EIA assumes about 2% inflation over the winter. EIA’s full outlook gives the forecast and assumptions.

The figures are EIA national averages and forecasts, not a current delivered quote for a particular town. About 3% of U.S. households primarily heat with oil, mostly in the Northeast, according to EIA’s October 6 release.
Why spending rises less than the price per gallon
EIA expects heating-oil prices to rise sharply as global crude-oil and distillate prices increase. Reduced refining activity has lowered global distillate production, contributing to higher import costs and demand for U.S. exports. EIA also says U.S. distillate stocks are low heading into winter.

But the forecast combines the higher price with lower expected consumption. Heating oil is used mainly in the Northeast, where EIA expects a milder winter than last year; lower heating demand partly offsets the price increase. The agency expects temperatures broadly similar to last winter nationally, but weather is uncertain, and a strong El Niño could change the outcome.
EIA Administrator Tristan Abbey said that “distillate markets remain tight,” leaving households that rely on heating oil exposed to higher prices, even as relatively high natural-gas inventories provide a cushion for heating demand. The statement appeared in EIA’s October 6, 2026 release.

Why your bill may differ from the national forecast
The $2,115 figure is an average for households using oil as their main space-heating fuel; it is not a personalized estimate of a home’s full energy costs. A household’s actual spending depends on its local delivered price, how much heat the home needs, the home’s size and efficiency, the heating equipment and how it is operated, and winter weather.
Purchase timing also matters. EIA’s calculation assumes households pay prevailing retail prices when they use the fuel. A household that bought oil in advance or has a contract set before winter may face different terms. The forecast compares spending on a home’s primary heating fuel; it does not show what switching to another fuel would cost a specific household.

Ways to reduce heating-oil use
Efficiency steps can reduce heat loss or system use, though they do not control market prices or guarantee a particular bill reduction. The U.S. Department of Energy recommends checking central-heating filters monthly and replacing them when dirty, and at least every three months. Its weatherization guidance identifies weatherstripping around doors and windows as a low-cost way to address air leaks. Thermostat scheduling and regular heating-system maintenance may also help manage energy use. These measures do not translate into a guaranteed percentage saving against EIA’s forecast.

EIA updates its outlook through subsequent Short-Term Energy Outlook releases. Actual prices, weather and household consumption will determine how closely winter spending tracks the October forecast. For budgeting, treat the 21% figure as a national planning signal—not a quote—and use your supplier’s current local price and your own household’s usage history for a more tailored estimate.
