How to Read a Mineral Exploration Company’s Technical Reports

A practical guide to checking what a mineral exploration company’s technical report establishes—and what its claims do not prove.

A mineral exploration company’s technical report is a dated account of what the available evidence supports about a specific property—not a promise that the project will become a mine. To assess a headline claim, first identify the report’s scope and authors, then trace its claims to the underlying maps, exploration data, resource or reserve estimate, and economic assumptions.

Start with the report’s identity and date

Before relying on a company presentation or news release, note what the report actually covers. The cover, signature pages, and contents should establish:

  • The report title, property, location, issuer, and purpose.
  • The effective date—the date as of which the report’s information and conclusions apply—and the signing date.
  • The qualified persons (QPs), their professional designations, and the sections for which each is responsible.
  • Whether the document concerns an exploration-stage property or an advanced project with economic studies.

For reports prepared under Canada’s NI 43-101, Form 43-101F1 sets out core report headings and additional study headings for advanced properties. The British Columbia Securities Commission’s consolidated NI 43-101 instrument and Form 43-101F1 explain the required disclosure structure.

The effective date is not necessarily the date the report was signed or filed. A later corporate presentation may include new information, but it may also repeat an older estimate or assumptions. Treat changes to drilling, ownership, permits, or market conditions as unconfirmed by the report unless they are documented elsewhere.

Read the summary, then verify its claims

Use the summary to identify the report’s main statements about property rights, geology, mineralization, completed exploration, estimates, and the QP’s conclusions and recommendations. Then find each important statement in the relevant detailed section. A summary is an orientation, not a substitute for the data and qualifications behind it. NI 43-101 directs the QP to tailor detail to relevance and significance, so brevity alone does not show that an omitted topic is immaterial.

Keep a short claim log as you read: write down the company’s claim, where the report supports it, the date and category attached to it, and any stated limitation. This makes it easier to spot a number presented without the context that gives it meaning.

Check who is accountable for the technical work

A QP is accountable for the scientific and technical work within the QP’s stated responsibility. Read the certificate and consent rather than relying on the title alone. Under NI 43-101, the certificate disclosures include relevant qualifications and experience, professional association, report responsibility, independence, prior involvement, and personal inspection information.

NI 43-101 generally requires a property inspection before filing. It provides an exception for an early-stage exploration property when seasonal conditions prevent meaningful access; in that case, the report must explain why the inspection was not made and when it is intended. Check what the report says about the inspection rather than assuming that a QP visited the property.

For disclosures under U.S. Securities and Exchange Commission Subpart 1300, the SEC’s guide to the mining property disclosure rules says a QP must have at least five years of relevant experience in the type of mineralization and deposit and the specific activity, and be in good standing with a recognized professional organization. That is a qualification threshold, not proof that a particular conclusion is correct. Independence is also a separate matter: check the report’s disclosures about the QP’s relationship with the issuer.

Trace the claims to maps, sampling, and data

Maps and plans help show whether the described work and mineralization fit within the property and how they relate to one another. Look for a readable scale, dates, legend, north arrow, source information, and property boundaries. NI 43-101 calls for location and geology maps; for exploration projects, it also calls for maps showing historical work, mineralization, anomalies, drilling, and deposits.

Then read the exploration, sampling, and data sections before treating assay results or an estimate as self-explanatory. Ask:

  • What work was completed, where, and when?
  • What data sources were used, and does the report identify any limitations or reliance on other experts?
  • Can the important features described in the text be located on the maps relative to the property boundary?
  • Do the conclusions and recommended next steps follow from the work described, or do they depend on information the report identifies as uncertain?

NI 43-101 requires disclosure of data sources and addresses reliance on other experts. If a headline leaves out the method, scope, or limitation attached to a result, return to these sections before drawing conclusions.

Distinguish an exploration target, resource, and reserve

These terms describe different kinds of disclosure. Do not treat them as interchangeable or as successive guarantees that a mine will be built.

Exploration target

An exploration target is a conceptual range for the potential quantity and grade or quality of mineralization. It is not a mineral resource estimate. SEC Subpart 1300 requires exploration targets to be separately captioned and accompanied by cautionary explanation; a target should not be read as an established inventory of economically mineable material.

Mineral resource

A resource estimate is based on geological evidence and is classified according to geological confidence. Under SEC Subpart 1300, inferred, indicated, and measured categories are ordered from lower to higher confidence. They are not interchangeable, and even a higher-confidence resource category does not by itself establish that extraction is economically viable.

For any resource figure, record its category, effective date, cutoff criteria, estimation basis, and stated limitations. Check whether the report says the resource is inclusive of reserves or presents the figures another way. Do not combine categories or compare figures across reporting codes without checking how each report defines and presents them.

Mineral reserve

A reserve is not simply a resource with a higher grade. Under the SEC framework, indicated or measured resources are evaluated using modifying factors to support an economically viable project. The SEC guide describes a pre-feasibility or feasibility study, along with an economic analysis, as support for a reserve. A reserve classification does not mean that permits, facilities, financing, or sales contracts are already in place.

Inspect the economic assumptions and development context

If the report includes an initial assessment, pre-feasibility study, feasibility study, or other economic analysis, examine the assumptions behind its conclusion. Relevant inputs may include commodity prices, exchange rates, recoveries, capital and operating costs, cutoff criteria, and other modifying factors. Under the SEC rules, the QP must disclose and explain the selected commodity price and material assumptions; the SEC guide describes detailed discounted cash-flow analysis for pre-feasibility or feasibility study support for reserves.

These assumptions are reference points for understanding the analysis, not guarantees of future commodity prices, costs, project returns, or a development decision. Read the economic case alongside the report’s sections on permitting, environmental and community matters, infrastructure, costs, and recommended work. A favorable study does not remove risks the report identifies in those areas.

Comparison axis What to record

Know which rules apply

NI 43-101 is a Canadian disclosure instrument; SEC Subpart 1300 applies to relevant U.S. registrant disclosures. The rules and terminology may differ, so identify the framework named in the report before comparing categories or estimates.

The SEC announced its modernized mining property disclosure rules on October 31, 2018, and said compliance would begin for the first fiscal year starting on or after January 1, 2021. Those are historical transition dates, not a substitute for checking the current regulation and the issuer’s applicable reporting regime. Under the SEC rules, qualified-person-backed disclosure is required for material exploration results, resources, and reserves, and dated, signed technical report summaries are required in specified resource or reserve disclosure circumstances. The SEC guide says a summary may be filed to support exploration results but is not required for that purpose. The SEC’s October 31, 2018 announcement explains the rule’s intended modernization; it does not establish that every individual report is reliable.

For decisions that require interpretation of geological, legal, or engineering details, the report is a starting point rather than a replacement for qualified professional advice.
