How to Find Out Whether a Data Center Is Driving Up Your Electricity Bill

Find out whether a data center may be affecting your electricity bill by separating household usage from rate changes and checking approved utility and regulator records.

A higher electricity bill does not, by itself, show that a nearby data center caused it. To investigate, separate changes in your household’s usage from changes in your utility’s rates, then check the approved tariffs and regulatory records for a documented link between data-center costs and charges paid by residential customers. This U.S.-focused guide explains how to do that; the answer depends on your utility and regulator.

What can make an electricity bill rise?

Your bill reflects both how much electricity you use and the rates and other charges applied to that use. A change in either can affect the total. Billing-period length, fixed customer charges, taxes, riders, credits, and time-of-use pricing can also make two bills difficult to compare. The U.S. Department of Energy’s guide to evaluating utility rates explains how bills can show rate components, current and historical consumption, and peak demand.

Start by comparing several recent bills with bills for similar periods in the prior year, if available. Note the service dates and number of billing days, total kilowatt-hours (kWh), total charge, rate schedule, fixed charge, per-kWh charges, taxes, riders, credits, and any time-of-use periods. Consider whether weather, new equipment, heating or cooling, or a change in household routine affected your usage. Comparing only total dollars—or only kWh—cannot identify the cause of a change.

Check whether your own electricity use changed

Look in your utility’s customer portal for usage history and, if offered, hourly or 15-minute interval data. You can also ask the utility whether it can provide interval data for your account. These records may help reveal whether your household used more electricity during a particular period or time of day.

A smart meter or home energy monitor can help you understand household consumption. It cannot tell you why your utility changed an approved rate, or whether a data center was assigned any part of a system cost.

Find the utility and rate that apply to your bill

Use the utility named on your bill to identify the company delivering electricity and the state or local regulator that oversees its retail rates. Download the residential tariff—the official schedule of rates and charges—that applied during each bill period, including riders and effective dates. If your electricity supplier and delivery utility are separate, check the charges and documents for both.

The tariff helps you determine whether a charge changed and when. To find out why, you may need the utility’s rate case or other regulatory records. The California Public Utilities Commission’s overview of general rate cases illustrates one state’s process; rules and procedures differ elsewhere.

Search regulatory filings for a documented connection

Search your regulator’s docket database and your utility’s filings. Try the utility’s name with terms such as “data center,” “large load,” “special tariff,” “electric service agreement,” “rate case,” “transmission,” “generation,” or “substation.” Records that may matter include a residential tariff, a general rate case, a large-load tariff, a customer-specific electric service agreement, or a proceeding on generation or grid infrastructure.

Look for the final order or approved tariff, not just a proposal, press release, forecast, or public comment. Check whether a cost was approved, when recovery begins, and which customer classes are assigned the charge. The U.S. Department of Energy’s January 17, 2025 report, Electricity Rate Designs for Large Loads: Evolving Practices and Opportunities, discusses rate-design issues raised by large electricity users. The Minnesota Public Utilities Commission’s explanation of its role on data centers describes review of large-customer agreements and tariffs, while noting that some detailed demand and cost information may not be public.

  • Did an approved residential rate or rider change during the period in question? What was its effective date?
  • Is the data center served under a separate tariff or electric service agreement?
  • Were generation, transmission, distribution, or interconnection costs associated with the project included in an approved rate or rate case?
  • Which customer classes are assigned those costs? Do the records specify customer contributions, minimum bills, or exit terms?
  • Are agreement terms confidential or redacted? Is there a public final order or supporting workpaper that explains the cost allocation?

Judge what the records establish

A causal claim needs more than a bill increase and a nearby facility. Look for a documented chain: a project or related system investment, an approved way to recover its cost, and a charge that applies to residential customers.

  • Evidence of a possible bill connection: An approved residential rate or rider changed, and the order or supporting record explicitly links the recovered cost to facilities or supply needed for a data-center load. The order’s cost-allocation details determine how strong the connection is.
  • A proposal or future risk, not a current bill effect: A pending filing or forecast discusses future data-center demand, capacity, or infrastructure spending, but no relevant residential charge has taken effect. Describe it as a proposal or risk, not a realized household charge.
  • Not enough to attribute the increase: A data center opened nearby, electricity prices rose generally, or your household bill went up. None of those facts alone proves that the facility caused your bill to rise.
  • Potential effects in more than one direction: A large new customer can raise system-planning questions, but the effect on other customers depends on costs, revenues, rate design, and regulatory decisions. The Congressional Research Service’s report on data centers and energy consumption and DOE’s large-load report discuss issues such as cost allocation, stranded investment risk, resource adequacy, and flexibility. Local approved records determine which considerations apply to a particular bill.

Keep forecasts separate from household charges

Planning documents can show that officials or utilities expect data-center growth and are considering future electricity needs. For example, the California Energy Commission’s data center information says its demand forecast incorporates projected growth using utility application data. That is planning evidence, not proof that a particular residential customer is paying a data-center-related charge.

There is no nationally applicable current figure in the cited official sources that quantifies the data-center-caused portion of an individual household’s electricity bill. A dollar estimate requires a local rate order, tariff, or transparent calculation that supports it. Some large-customer agreements and cost details may be confidential or redacted, so public records may not permit a household to calculate the effect precisely.
