Data centers can raise household electricity costs when utilities build new power plants, transmission lines or local distribution equipment for them and then recover some of those costs from other customers. Whether that happens—and by how much—depends on the utility’s investments, local rate rules and whether the data-center customer is required to pay the costs it causes. There is no established nationwide data-center surcharge or single measured estimate of the effect on household bills.
How a data center can affect your electricity rate
A large data center can add a concentrated, round-the-clock demand for electricity. A utility may respond by securing more power or building or upgrading generation, transmission or distribution infrastructure. The financial question is not simply how much electricity the facility uses; it is how the utility assigns the costs of serving that load.
- Costs assigned to the data center: A tariff, contract or other rate rule may require the large customer to pay for some or all of the incremental capacity and service costs attributable to its demand.
- Costs shared across customers: If the utility includes those investments in its general rate base or otherwise recovers them broadly, residential customers may bear a share through rates.
- Costs left after a project falls through: If a utility commits to infrastructure for a forecast data center that is delayed, scaled back or abandoned, customers may face costs for assets that are underused.
These are potential pathways, not a guarantee that household bills will rise. A large customer can also contribute revenue that helps spread fixed system costs, provided the customer pays an appropriate share and the added investment is useful to the wider system. The U.S. Department of Energy identifies fair allocation, stranded-asset risk, resource adequacy and risk sharing as central large-load rate-design issues in its January 2025 technical brief.
Who pays for new power lines and generation?
The utility and its regulators determine how costs are recovered under the applicable tariff and rate case. A data center may pay directly through a special rate or contract, while costs that are treated as shared system investments can be recovered from a broader set of customers. The details matter: a facility’s energy charge alone does not show whether it is covering the additional capacity, wires, or reliability resources needed to serve it.

To assess a local claim, look for the utility’s filing, the regulator’s decision and the tariff that applies to the large customer. Check whether the documents specify minimum bills, demand charges, collateral or long-term commitments, and whether those provisions protect other customers if the project does not use the forecast load. Also distinguish costs specifically caused by the project from upgrades that would serve other customers or system needs.
What the national electricity-use forecasts do—and do not—show
Electricity consumption share is not the same measure as a change in a household bill. The forecasts below describe data-center electricity use; they do not calculate what residential customers will pay.

The figures indicate why utilities and regulators are scrutinizing large-load growth. They do not establish how much of the required investment will be paid by data centers, other businesses or households.
A Virginia example: a modeled bill scenario, not a national surcharge
A California Public Utilities Commission proceeding document relays a Virginia JLARC scenario for Dominion Energy Virginia customers. Under that scenario, typical residential generation and transmission charges could rise by $7–$23 per month in 2030 and $14–$37 per month in 2040. These are projected charges in a particular scenario—not observed increases, not necessarily the full electric bill, and not a figure that applies to all Virginia customers or households elsewhere. The scenario illustrates how a local analysis can translate system costs into a possible residential charge. It does not prove that data centers have already caused those increases. For a real bill impact, the relevant evidence is the utility’s approved rates and actual customer bills in the service territory.
Why a high data-center electricity share does not prove higher household bills
Ireland’s Central Statistics Office reported that data centers used 6,969 GWh in 2024, or 22% of metered electricity consumption, compared with 1,238 GWh and 5% in 2015. The CSO identifies data centers using several methods because its underlying source data do not classify them separately. Those figures show a sharp increase in electricity use; by themselves, they do not show how much household bills changed or who paid for the system investments. Use consumption statistics to understand the scale of demand, and rate filings or bill data to understand cost allocation. They answer different questions.

- Identify the utility and jurisdiction. Electricity rates and cost-recovery rules are local; a projection from one service territory should not be generalized to another.
- Find the specific investment. Determine whether the claimed cost concerns generation, transmission or distribution, and whether the investment is incremental to the data-center load.
- Check who is assigned the cost. Read the applicable tariff, contract or regulator’s decision for minimum bills, demand charges, collateral or other protections intended to make the large customer pay for the service it requires.
- Test the load forecast against commitments and operation. A proposed project is not the same as a facility that is operating at the expected scale; delayed or abandoned projects can leave underused assets.
- Classify the number correctly. Establish whether it is an actual observed bill change, a modeled scenario or a forecast—and note the year and customer group it covers.
- Account for offsets and benefits. Look at revenue from the large customer and any documented tax benefits or wider system economies, rather than assuming every investment cost is shifted to households.
Without those details, a claim that data centers are “raising everyone’s bills” may overstate what the evidence shows. Conversely, a facility’s contribution to utility revenue does not by itself prove that other customers are protected from costs if the load or project economics fall short.
