USDA Home Loans vs. FHA Loans: Eligibility, Costs, and Property Rules

USDA loans may offer eligible buyers 100% financing in rural areas; FHA loans can require as little as 3.5% down. Eligibility, property rules, fees, and total costs determine which fits.

USDA Section 502 Guaranteed loans may allow eligible buyers to finance 100% of a home’s purchase price, but the borrower’s household income and the property’s rural location must qualify. FHA-insured loans can require as little as 3.5% down and are available for 1–4 unit properties. Neither is automatically cheaper: compare the fees, mortgage insurance, monthly payment, and cash to close in written estimates for your situation.

USDA home loans vs. FHA loans

This is a first-pass comparison of two federally supported purchase-loan programs, not a complete underwriting guide. USDA’s Section 502 Guaranteed program is designed for eligible households buying a primary residence in an eligible rural area. FHA loans are insured by the Federal Housing Administration and HUD says they are available for properties with 1–4 units.

Location The home must be in an eligible rural area. Check the specific address; an online map result is preliminary. The USDA rural-location rule does not apply just because a loan is FHA-insured. Confirm FHA eligibility and the applicable county loan limit.
Income Household income must not exceed 115% of area median household income for this program. Limits vary by household and location. HUD’s borrower page does not give a comparable area-median income ceiling. FHA underwriting and loan-limit requirements still apply.
Down payment USDA says eligible borrowers may receive 100% financing. HUD says the down payment can be as low as 3.5% of the purchase price.
Occupancy and property The home must be a primary residence. Program-listed types include detached and attached homes, condominiums, planned unit developments, modular homes, and manufactured homes. Income-producing property is not eligible. HUD says FHA purchase loans are available for 1–4 unit properties. Property requirements are governed by current FHA policy and underwriting.
Mortgage insurance or fees The program has guarantee and annual fee provisions. Check the current official fee schedule and lender estimate for amounts. Most FHA single-family programs charge upfront mortgage insurance premium (MIP); annual MIP is paid monthly. Rate and duration depend on loan terms, base loan amount, and loan-to-value ratio.
Where to apply Apply through a USDA-approved lender. Work with an FHA lender. HUD also directs consumers to HUD-approved housing counselors.

USDA’s figures above are for the Section 502 Guaranteed program. The 115% income ceiling and 100% financing statement come from USDA Rural Development’s program page, accessed October 7, 2026. HUD’s 3.5% minimum-down-payment statement and 1–4-unit availability come from its FHA Loans borrower page, accessed the same date. They describe program rules, not a guarantee that a particular buyer will be approved.

USDA vs FHA: which is better?

There is no universal winner. USDA may be worth pursuing if both your household and the particular property meet its eligibility rules and you want to avoid a required down payment. FHA may be a better route to investigate if the home is outside USDA-eligible areas or does not meet USDA’s program criteria. The loan that works best depends on approval, the home, lender pricing, and how fees affect your payment and cash to close.

Compare written estimates using the same purchase price, loan term, rate-lock period, property taxes, homeowners insurance, and estimated closing date. Review:

  • Cash to close: A USDA loan’s 100% financing option does not mean no cash is needed. Closing costs, prepaid items, lender requirements, and the transaction affect the amount due.
  • Monthly payment: Include principal and interest, property taxes, homeowners insurance, and applicable mortgage insurance or guarantee fees.
  • Total cost over your expected ownership period: Compare the payments and fees you expect to make for the time you plan to keep the loan. Keep any refinance assumptions separate.

Rates and total costs vary with the borrower, lender, property, loan amount, and timing. USDA fee amounts and FHA MIP should be checked against current official schedules and the lender’s estimate rather than an undated online example.

Can I get a USDA loan if I make too much?

For USDA’s Section 502 Guaranteed program, household income cannot exceed 115% of area median household income. The applicable limit depends on household and location. USDA describes the program as serving eligible low- and moderate-income households and lists qualifying citizenship or immigration statuses.

USDA’s program page says there is no set credit score requirement, but borrowers must demonstrate an ability and willingness to manage debt. That does not remove lender underwriting: the lender still evaluates repayment ability and the application. If income appears over the limit, use USDA’s eligibility tools to check the applicable household and location figures, then ask an approved lender to assess the full application.

Does my house qualify for a USDA loan?

The home must be in an eligible rural area and serve as your primary residence. USDA lists detached and attached homes, planned unit developments, condominiums, modular homes, and manufactured homes among the eligible property categories. The program also describes purchase-related repairs and rehabilitation as possible eligible uses.

USDA says there is no set acreage limit, although acreage should be common for the area. The home cannot be income-producing. These are program-level descriptions; a lender and USDA determine whether the particular property and transaction qualify.

Start with USDA’s online eligibility portal to screen household income and the property address. A favorable map result is not a final approval. USDA’s portal states: “Final determination of property eligibility must be made by Rural Development upon receipt of a complete application.”

How much do I need down for an FHA loan?

HUD says an FHA down payment can be as low as 3.5% of the purchase price. That is a minimum-investment rule, not a promise of approval or the complete amount needed at closing. Closing costs and prepaid items also affect cash to close. HUD’s borrower page describes FHA purchase loans for 1–4 unit properties; confirm the applicable loan limit and property requirements with an FHA lender.

Do USDA loans have mortgage insurance?

USDA’s Section 502 Guaranteed program has guarantee and annual fee provisions. The current Single Family Housing Guaranteed fee amounts are not stated in the cited program information, so ask the lender to identify the applicable charges in a current estimate and verify them against USDA’s program page and fee notices.

FHA mortgage insurance works differently. HUD says most FHA single-family programs charge an upfront MIP, and annual MIP is paid in monthly installments. The rate and duration depend on the mortgage term, base loan amount, and loan-to-value ratio; use the current policy and loan terms for a borrower-specific figure. HUD’s SFH Handbook 4000.1 landing page reports an update on August 12, 2026.

How to compare offers and check eligibility

  1. Screen your household income and the property address with USDA’s eligibility tools. Treat the result as preliminary until Rural Development makes its determination through a complete application.
  2. Ask a USDA-approved lender and an FHA lender to price the routes you may qualify for. USDA directs borrowers to approved lenders; HUD’s FHA Loans page provides an FHA lender route.
  3. Request written Loan Estimates based on the same purchase assumptions and compare cash to close, monthly payment including applicable insurance or fees, and expected total payments over your planned time in the home.
  4. Ask the lender to explain the current fee or premium schedule used in the estimate. For FHA property and case-specific rules, consult the current Handbook 4000.1 and the lender’s appraisal and underwriting requirements.
