That rating does not establish that underwriting performance is recovering: a July 2026 AM Best report said CG had recorded three consecutive years of underwriting losses. The available sources support describing recovery as uncertain, not as a confirmed Fitch forecast.
What does Fitch’s A+ rating mean for Construction Guarantee?
CG’s official credit-ratings page lists Fitch A+ with a Stable outlook and gives 19 October 2025 as its latest update. The rating is a credit assessment; it is not, by itself, evidence that the cooperative’s underwriting results have improved.
A 20 October 2025 report by (Re)in Asia characterizes Fitch’s action as an upgrade to A+. The company’s rating page confirms the current listing, but the original Fitch action release is not among the available sources, so the verb “affirmed” in the headline cannot be independently confirmed here. The most precise description is that CG is listed at A+ / Stable and that (Re)in Asia reported an upgrade.
Is Construction Guarantee’s underwriting performance recovering?
A rating and underwriting results answer different questions. A credit rating reflects an agency’s assessment of credit risk; underwriting performance concerns the financial results of the guarantees an organization writes. One cannot be treated as proof of the other.

AM Best’s report dated 24 July 2026 says CG experienced three consecutive years of underwriting losses as guarantee claims rose materially during the downturn in the construction industry. AM Best affirmed its own Financial Strength Rating of A (Excellent) and Long-Term Issuer Credit Rating of a+ (Excellent), both with stable outlooks. These are AM Best ratings, not Fitch ratings.
The available evidence therefore does not verify a near-term underwriting recovery forecast from Fitch. It establishes recent losses and cyclical pressure, alongside agency ratings that should be identified by agency and rating type rather than treated as interchangeable.

What do CG’s reported capital and return figures show?
(Re)in Asia reported that CG’s regulatory capital ratio was 231.6% at the end of 2024 and its return on equity was 0.3% for 2024. These are period-specific figures reported in October 2025, not current 2026 results. They provide financial context, but neither figure on its own demonstrates that underwriting has turned around.
Why can underwriting results be volatile?
Fitch’s 2021 release identified potential volatility in CG’s underwriting because guarantee insurance is exposed to cycles in the Korean economy and construction sector. That older commentary helps explain why claims and results may move with construction conditions; it is not evidence of Fitch’s forecast for 2025 or 2026.

Which Construction Guarantee does this rating refer to?
The rating discussed here belongs to South Korea’s Construction Guarantee cooperative. It should not be confused with Sri Lanka’s Construction Guarantee Fund, a different organization with different ratings. When reading rating news, check the country, entity, agency, and type of rating before comparing figures.
