A lower crude benchmark can take time to reach the pump, and higher refining margins, tight gasoline supplies, seasonal demand, transport costs, taxes, and local market conditions can offset the decline. The price motorists pay is for refined fuel delivered to a particular station—not for crude oil alone.
How crude oil becomes a price at the pump
The simplified chain is crude oil → refinery processing and wholesale gasoline → terminals and transport → retail station. Prices can change at each stage as supply, demand, inventories, logistics, and competition shift.
The U.S. Energy Information Administration (EIA) groups pump prices into crude oil, refining costs and profits, distribution and marketing, and taxes. Those labels are not fixed markups: businesses in the chain can make profits or losses, and the components do not necessarily move together. In its pump-price methodology, EIA uses a monthly average composite refiner acquisition cost for crude, treats the spot gasoline price as a proxy for gasoline leaving the refinery, and calculates distribution and marketing as a residual. That residual should not be read as a measure of station profit alone. EIA’s gasoline and diesel update and methodology explains the accounting.
Why a crude-price decline may not lower gasoline right away
Retail prices adjust after spot prices
Wholesale markets can respond before the retail price shown on a station sign. Distributors and retailers buy and sell fuel at different times, so a change in a spot price does not instantly reset every gallon already moving through the supply chain. EIA notes: “Since there is typically a lag between when the spot price changes to when the retail price changes, the refining costs & profits component and the distribution & marketing costs & profits component can vary from month to month.” The agency does not establish one universal number of days for this adjustment.

Gasoline can be expensive relative to crude
A crack spread is the difference between a wholesale refined-product price and a crude-oil price. It is commonly used as an indicator of refining margins, not as a direct measure of each refinery’s net profit. When gasoline supply is tight, wholesale gasoline can remain costly relative to crude, counteracting a drop in the crude input.
For a dated example, EIA reported on September 4, 2026, that the New York Harbor gasoline crack spread had averaged about $1 per gallon higher since May than in 2025, when the spread peaked around 60 cents per gallon. EIA linked elevated spreads primarily to tight global gasoline supplies and refining disruptions in Russia, China, and the Middle East. The agency also reported that total U.S. gasoline imports, including finished gasoline and blending components, had been 32% below the 2021–2025 average since March 2026. These observations describe that market and period, not a current or permanent spread. EIA’s September 4, 2026 analysis gives the context.

In its October 5, 2026 review of the third quarter, EIA said the quarterly average gasoline crack spread more than doubled its year-earlier level, despite easing in the second half of the quarter amid tight global supply. U.S. refinery utilization averaged 95% in 3Q26. Those are quarter-specific figures; they do not establish conditions in every later period. EIA’s petroleum market review reports the quarter’s observations.
“Oil prices” may mean the wrong benchmark
News headlines often refer to a crude benchmark such as West Texas Intermediate (WTI) or Brent. A local gasoline market is influenced by the relevant crude and product markets, not necessarily by whichever benchmark appears in a headline. EIA’s historical analysis of U.S. regions found Brent more important to U.S. gasoline prices than WTI and described gasoline as a globally traded commodity. That 2014 analysis helps explain the structural connection; it should not be used to infer today’s Brent–WTI price difference. EIA’s crude-price data identifies benchmark series, while its regional analysis discusses the historical relationship.

Why location, season, and taxes make a difference
Gasoline is traded across borders, but what reaches a particular region depends on imports and exports, refinery output, pipelines and other transport, local supply, and station competition. Regional fuel rules also matter: different gasoline formulations are required in some places and seasons to reduce air pollution. EIA says U.S. gasoline demand usually rises in summer, when seasonal demand and formulation requirements can affect refining costs and profits.
One snapshot illustrates how far regional prices can differ. On the Monday before Labor Day in 2026, regular gasoline averaged $5.21 per gallon on the West Coast, $4.27 in the Rocky Mountains, $3.62 on the Gulf Coast, and $4.07 across the United States, according to EIA. These are figures for that specific date, not typical or current prices. EIA’s September 4, 2026 report provides the regional comparison.

Taxes affect the baseline too. EIA lists the U.S. federal motor-gasoline tax as 18.40 cents per gallon, comprising an 18.30-cent excise tax and a 0.1-cent Leaking Underground Storage Tank (LUST) fee. EIA reported average state gasoline taxes and fees of 33.55 cents per gallon in January 2026. These are U.S. figures; local sales or municipal taxes can add further variation. For a specific price episode, compare like with like rather than pairing a headline crude quote with a pump price from a different place or time. These checks help identify which part of the chain may be holding the price up:

- Identify the crude benchmark. Check whether the reported decline is in Brent, WTI, or another relevant crude-price series, and note the dates and averaging period.
- Check wholesale gasoline, not only crude. Look for a relevant gasoline hub price and, where available, its crack spread. A high spread signals gasoline is expensive relative to crude; it is not a refinery’s exact profit.
- Look for product-supply constraints. Refinery disruptions, import availability, exports, inventories, and transport bottlenecks can influence gasoline independently of crude.
- Match the timing. Compare daily with daily, weekly with weekly, or monthly with monthly figures. Retail prices typically lag spot-market changes, but EIA does not give a universal lag duration.
- Account for local conditions. Consider seasonal fuel specifications, regional taxes, delivery costs, and market competition before expecting two areas to move in lockstep.
