What Mortgage Fees and Documents to Expect When Buying Property in Qatar

Qatar mortgage buyers should separate Ministry of Justice charges from lender fees and insurance, and get a bank-specific document checklist before applying.

When buying property in Qatar with a mortgage, budget for government charges separately from your lender’s fees and insurance. The Ministry of Justice announced a mortgage-registration fee of 0.025% of the secured debt amount; mortgage-contract attestation is a separate service with separate listed charges. Document requirements also vary by lender, employment status and transaction, so get a current written checklist and fee schedule from your chosen bank before filing.

Which mortgage fees should you budget for?

There is no single all-in mortgage fee that applies to every Qatar property buyer. Separate the government’s registration and attestation charges from lender-specific costs, and confirm the current amounts with the relevant service provider.

Mortgage registration: 0.025% of the secured debt amount

The Ministry of Justice announced a mortgage-registration charge of 0.025% of the secured debt amount. The Ministry describes mortgage registration as creating a real right in favour of the creditor over the property until the claim is satisfied. This is not the same as a property-sale transfer charge, mortgage-contract attestation, or a bank fee. Confirm the applicable rate and calculation with the Ministry before filing. Mortgage-contract attestation: separate listed charges

The Sharek government catalogue’s Ministry of Justice entry, dated 30 January 2025, lists 100 QAR for three copies, 50 QAR for each party, and 50 QAR for each additional copy for attestation of a mortgage contract. These are attestation charges, not the registration fee. Check with the Ministry whether the listed charges remain current for your case. Attestation of Mortgage Contract.

Bank charges, valuation and insurance

Ask the lender for a written tariff that identifies any management or arrangement fee, property valuation or revaluation cost, insurance premium, early-settlement charge and other applicable service fees. For example, Commercial Bank’s personal-banking tariff says customers pay the full cost of valuation or revaluation for property mortgaged to the bank, with the fee depending on property type and value; the reviewed tariff does not state a stable amount in the available information. Insurance conditions differ by lender. Doha Bank says property and life insurance are mandatory for its housing loan and that property insurance is calculated on property cost. QNB’s mortgage terms also require insurance and state its tariff and terms may change. These are provider-specific terms, not a rule that every bank uses the same policies or premium basis. Do not use an expired offer as a current quote

Commercial Bank’s “Key to Home” offer listed a 3.45% annual rate fixed for two years and variable from year three, a 0.5% management fee for rental income, and early-settlement fees of 3% during the first two years and 2% from year three. The offer ran from 5 May 2026 to 30 September 2026, so it had expired by 7 October 2026. Mortgage-release charges arise later

The Ministry’s mortgage-release service search result separately lists QAR 100 as a transaction fee and QAR 100 for issuance of a title deed and/or real-estate registration plan. These are release-stage charges, not ordinary purchase-stage mortgage costs. Confirm them when arranging settlement and release. Ministry of Justice mortgage-release service.

What documents may a lender ask you to provide?

Bank underwriting and government contract attestation are different processes, with different document lists. Doha Bank’s published lists are examples from one lender, not a universal checklist. Obtain the chosen bank’s current list for your employment type, property and transaction.

Salaried applicants: Doha Bank example

  • Signed, completed application form.
  • Original Qatari ID.
  • For expatriates, original passport with a valid visa.
  • Salary certificate addressed to Doha Bank.
  • If salary is transferred to another bank, original bank statements for the last six months.
  • For a loan transfer, a liability letter from the other bank.
  • Developer quotation.
  • For a resale, a copy of the sale-purchase agreement.

Self-employed applicants: Doha Bank example

  • Application form.
  • For expatriates, passport copy and valid visa.
  • Six months of personal bank statements and 12 months of business bank statements.
  • For a loan transfer, a liability letter.
  • Audited financial statements for the last two years.
  • Trade licence and commercial registration.
  • Rental contract if rental income is being considered.
  • For a resale, a copy of the sale-purchase agreement.
  • Quotation.

Doha Bank also says salary transfer is mandatory for its own home loan. Check salary-transfer and eligibility conditions with each lender rather than assuming they are standard across Qatar. Doha Bank home-loan FAQs.

Mortgage-contract attestation: government document examples

The Ministry of Justice’s attestation catalogue lists documents that may be relevant to the contract service, including:

  • Qatari ID or passport.
  • Commercial registration for a commercial company, or an establishment registration card for a legal entity without commercial registration.
  • Commercial licence for professional activities, where applicable.
  • Power of attorney if someone signs on behalf of a party.
  • Arabic translation if the document is in another language.
  • Case-dependent documents, such as inheritance inventory, documents relating to minors, or approvals.

This attestation list does not replace your bank’s underwriting checklist. The Ministry also provides a separate service for transferring ownership by sale; its service page is the relevant government touchpoint for that transaction. How to compare lenders and prepare before applying

  1. Request current documents in writing. Ask the bank for its current fee tariff, insurance conditions and case-specific document checklist. Specify whether you are salaried or self-employed, whether the property is a resale or developer sale, and whether you are transferring an existing loan.
  2. Compare the same cost and eligibility terms. Check the rate type and reset timing, management or arrangement fees, valuation and revaluation charges, insurance premiums and basis, early-settlement fees, salary-transfer conditions, down payment and eligibility rules.
  3. Separate bank paperwork from government procedures. Confirm the bank’s underwriting requirements, the Ministry’s mortgage-registration charge, and any mortgage-contract attestation requirements as distinct items.
  4. Verify fees before submitting documents. Government service listings and bank tariffs can change; confirm the current charge with the Ministry or lender handling that part of the transaction.
