How to Reconcile GST Input Tax Credit With GSTR-2B and Supplier Invoices

A practical India GST workflow for reconciling GSTR-2B with purchase records, checking ITC eligibility, handling exceptions and avoiding duplicate claims.

Reconcile input tax credit (ITC) by matching each purchase document in your books to the relevant GSTR-2B entry, investigating exceptions, and checking legal eligibility separately before carrying reviewed figures to GSTR-3B. GSTR-2B is a read-only, static statement—not a substitute for supplier invoices or your own eligibility review. The steps below cover India GST practice as of 7 October 2026; verify the current tax-period instructions before filing.

What GSTR-2B tells you—and what it does not

GSTR-2B is an auto-drafted statement of inward-supply information reported through the GST system. The GST Portal advises taxpayers to reconcile it with their own records and books. It can help identify documents to review, but a listed amount is not automatically eligible ITC, and an invoice in your books is not, by itself, proof that the credit can be claimed. The statement includes specified supplier-reported records as well as information such as ISD and import records. Import data can depend on ICEGATE feeds. The portal’s “ITC not available” flags cover specified situations, including time-barred credit under section 16(4) and certain supplier/place-of-supply combinations; other restrictions may not be flagged. You must assess eligibility using the applicable law and facts.

How to reconcile ITC with GSTR-2B: a monthly workflow

1. Fix the tax period and collect source records

Download the relevant period’s GSTR-2B detail and summary. Export the purchase register or ledger and gather supplier invoices, debit notes, credit notes, and supporting documents. Keep bills of entry and ISD documents in their own reconciliation populations so you can compare like with like.

2. Match documents at invoice level

Use one row for each document, linking amendments to the original record rather than treating them as unrelated purchases. A practical comparison key is supplier GSTIN, document type, normalized invoice or note number, and date. Compare taxable value and each relevant tax component—IGST, CGST, SGST/UTGST, and cess—alongside the original document number. Normalization is a working control, not a portal-prescribed matching algorithm; retain original values and do not match records just because their amounts look similar.

Classify each row so unresolved work is visible:

  • Matched: a book record and portal record agree sufficiently for review.
  • Amount or detail mismatch: both records exist, but one or more material fields differ.
  • Books only: the supplier document is in your records but has no corresponding entry in this period’s statement.
  • Portal only: a supplier-reported entry has no corresponding purchase-book record.
  • Amended, credit note, or possible duplicate: the relationship to the original document and net-credit effect need review.
  • Not eligible or pending eligibility review: a software match is not legal approval.

3. Resolve missing invoices and other exceptions

If an invoice is missing from GSTR-2B: check the supplier GSTIN, document number and date, relevant return period, and filing status. Consider whether a later filing or amendment may bring it into a subsequent statement. Follow up with the supplier to correct or report the document as appropriate, retain the correspondence, and track the applicable statutory deadline. Do not claim credit solely because the invoice appears in your books.

If an entry appears only in GSTR-2B: confirm that your business received the supply and has the supporting document. Investigate possible wrong-GSTIN reporting, duplicate reporting, or an erroneous entry. Where the record is available in the Invoice Management System (IMS), review the available recipient action under the current portal instructions.

If amounts or details differ: compare the taxable value, tax rate and components, place of supply, amendments, and related debit or credit notes. Separate timing differences from errors that need correction. Record each unresolved item in an exception log with an owner, status, evidence, and next review date.

4. Test legal eligibility independently

Apply the CGST Act and Rules in force for the relevant tax period. Section 16 sets eligibility and conditions; Rule 36 addresses documentary requirements, including tax invoices or debit notes, bills of entry, and ISD documents. Consult the current official texts: CGST Act, Section 16 and CGST Rules, Rule 36. Apply current amendments.

For each candidate credit, check that it relates to the taxpayer, is supported by the required document, and is not restricted by another applicable provision. The portal specifically cautions that some ineligibility reasons are not represented by its flags and must be self-assessed. Seek advice from a qualified GST practitioner for disputed, high-value, or fact-sensitive items.

5. Review amendments, credit notes, reversals, and reverse charge

Link credit notes and amendments to original documents, then compare their effect with prior-period claims to avoid claiming credit twice. GSTR-2B presents availability and reversal information separately; review both and calculate any required reversal under the applicable Act and Rules. Check reverse-charge entries and the related tax payment separately, as the GST Portal includes payment of reverse-charge tax among its reconciliation checks.

IMS instructions have changed over time. GST Portal material dated 15 October 2025 describes an option to state an ITC reversal amount for certain accepted credit-note records. An advisory dated 30 October 2025 discusses Bill of Entry GSTIN amendments and transfer or reversal treatment when a recipient GSTIN changes. Consult the current portal instructions before acting on these cases: GST Portal FAQs on IMS, dated 22 September 2024, GST Portal FAQ on IMS changes from the October 2025 tax period, dated 15 October 2025, and GST Portal advisory on Bill of Entry in IMS, dated 30 October 2025.

6. Tie the reviewed figures to GSTR-3B and retain evidence

The GST Portal FAQ describes GSTR-3B auto-population from GSTR-2B, including net treatment in relevant ITC tables. Auto-populated values remain editable, and edited fields are highlighted. Treat those figures as a starting point: compare them with the reviewed reconciliation, investigate differences, and document any manual adjustment before filing.

Keep the GSTR-2B downloads, purchase-register extracts, source invoices, supplier follow-up, IMS actions, exception decisions, eligibility review, reversal calculations, and final GSTR-3B tie-out. A consistent record lets another reviewer trace how each amount was assessed and treated.

Can you claim ITC if it is not in GSTR-2B?

A missing entry is an exception to investigate, not an automatic entitlement or an automatic conclusion about eligibility. Check the applicable statutory conditions and deadline, confirm the supporting documents, and resolve supplier reporting or amendment issues as appropriate. Because GSTR-2B reflects reported data and its flags do not cover every restriction, decide whether a credit may be claimed using the current law and the taxpayer’s facts—not the match result alone.

Spreadsheet or software: what should a reconciliation process support?

For smaller document volumes, a controlled spreadsheet may be sufficient if formulas, reviewer sign-off, and the audit trail are checked. For a software workflow, evaluate whether it can support the actual exceptions and records your business handles:

  • Invoice matching that preserves original document identifiers and links amendments.
  • Credit-note, debit-note, and reversal tracking without duplicate credit.
  • Coverage for IMS, imports, bills of entry, and ISD records where relevant.
  • Exception ownership, status, follow-up dates, and review history.
  • Exportable evidence and support for multiple GSTINs.
  • Compatibility with the organization’s ledger and filing process.
