For a small business registered under India’s GST system, the practical sequence is to confirm your taxpayer category and filing frequency, report outward supplies in GSTR-1 if required, reconcile purchase invoices with GSTR-2B, and report liability and eligible credit in GSTR-3B. GSTR-2B is a read-only statement—not a return to file. Your business size alone does not determine which forms you must file, your due dates, or whether a particular purchase qualifies for input tax credit (ITC).
First confirm which returns apply to your GSTIN
Before entering figures, check your taxpayer category, financial year, return period and filing frequency on the GST Portal. The portal’s GSTR-1 guidance says normal and casual registered taxpayers making outward supplies file GSTR-1. It lists categories that do not file that form, including composition taxpayers and certain specialized categories. Do not assume that every small business follows the same return workflow.
The portal says qualifying taxpayers with preceding-financial-year turnover up to ₹5 crore, and certain eligible newly registered taxpayers expecting turnover up to that amount, may opt for quarterly GSTR-1. Treat this as an eligibility condition to verify—not an automatic classification based on being a small business. Confirm the current conditions and the frequency selected for your GSTIN.
Monthly or quarterly GSTR-1?

Do not use a generic calendar date as your deadline. In the portal’s return workflow, select the financial year and return period to see the applicable due date. The form, filing frequency, taxpayer category, period and any extensions can affect the date.

Prepare and file GSTR-1 for outward supplies
GSTR-1 reports outward-supply information; it is not the purchase-side ITC statement. Depending on the transactions, the statement can include invoice-level details for specified supplies to registered customers and certain large inter-state supplies to unregistered customers; credit and debit notes; exports; advances and amendments; nil-rated, exempt and non-GST supplies; HSN/SAC summaries; and certain e-commerce supplies. Use the fields and tables applicable to your transactions rather than treating this as a universal list of documents every business must report.
Choose a preparation method

If your business uses e-invoicing, relevant details can flow from the Invoice Registration Portal (IRP) into designated GSTR-1 tables. The GST Portal manual says those details may take about two days to update and describes downloading them for review. Treat this as auto-population, not proof that every required record is present or correct.

Review the statement before filing
- On the GST Portal, choose the financial year and return period, and note the displayed due date.
- Add or amend the records applicable to your outward supplies. Review any e-invoice details that have populated relevant tables.
- Generate the GSTR-1 summary, compare it with your sales records and supporting documents, and correct errors or omissions.
- Review the final summary and file the statement using the portal’s available filing workflow.
Download GSTR-2B and match it to your purchase records
GSTR-2B is an auto-drafted, static, read-only statement of ITC information compiled from supplier and other system filings. It is available on the GST Portal for download in Excel or JSON. You do not file it. GSTR-3B is where you report tax liability and applicable ITC; use GSTR-2B alongside your own books and documents when working out what to report.
Reconcile each purchase document
- Download GSTR-2B for the period and gather your purchase register, supplier invoices and related credit or debit notes.
- Match the relevant entries across those records. Check the supplier and document details, amounts and tax information against the source invoice and your books.
- Mark documents that match, are missing from GSTR-2B, differ from your records, appear more than once, or may require a credit reversal or reverse-charge treatment.
- Investigate each exception and record what you did to resolve it. Do not claim an amount twice or treat a mismatch alone as proof that credit is either allowed or disallowed.
- Use the reconciled information and applicable legal requirements when reporting liability and credit in GSTR-3B.
The GST Portal advises taxpayers to reconcile GSTR-2B with their own records and books, avoid duplicate credit, reverse credit where required by the Act and Rules, and pay reverse-charge tax. Whether a specific invoice supports ITC depends on the law and the facts of the transaction, not just whether a line appears in a statement.

When an invoice is missing or does not match
Compare the entry with the supplier’s invoice and your books, then check whether the supplier’s relevant filing or other system data may be missing or incorrect. Contact the supplier to resolve a filing or document error where appropriate, and keep a note of the discrepancy and follow-up. Do not assume that a missing entry can be claimed anyway, or that every mismatch automatically disqualifies the credit. Where the correct treatment depends on transaction-specific facts or statutory conditions, consult a qualified GST practitioner or chartered accountant before reporting it.

After resolving the reconciliation items you can, report the applicable tax liability and credit in GSTR-3B and complete filing through the GST Portal’s workflow. The portal also provides steps to download filed returns. Retain copies of the filed return and the period’s reconciliation working papers with the business records that support them; these make it easier to explain how reported amounts were reached.
