How to Prepare a Household Budget for Rising Energy Prices

Build an energy allowance from your own usage and tariff, keep standing charges separate, review it when circumstances change, and contact your supplier early if costs are becoming unmanageable.

Build your energy budget from your household’s actual use and current tariff—not a typical-bill headline. Check recent bills and meter readings, separate standing charges from usage costs, set an affordable monthly allowance, and review it whenever prices, usage or household circumstances change. If payments are becoming difficult, contact your supplier early and ask what support is available.

What to collect before you set an allowance

Use your latest bills and, if available, a year of bills to see how costs vary by season. Gather:

  • Recent meter readings and the amount of energy used, in kilowatt-hours (kWh), for each fuel.
  • Your tariff name, unit rates, standing charges, payment method and any fixed-term end date or exit terms.
  • Amounts billed and paid, including any credit or debit balance on your account.
  • Notes about changes that affect use, such as a move, a new household member, working from home or a change in heating routine.

Where bills are based on estimates, submit meter readings if your supplier accepts them and check that the next bill reflects actual readings. A budget based on estimated use can miss what the household is really consuming.

Work out what energy is likely to cost

Separate standing charges from energy use

A standing charge is a daily charge for having the supply, and it applies even when little or no energy is used. The unit rate is the amount charged for each kWh consumed. For a simple estimate, calculate each fuel separately:

Estimated cost for a billing period = standing charge × number of days + unit rate × kWh used

Then add any other items that appear on your bill, such as adjustments or a balance being repaid. Check whether the tariff has different rates at different times of day; if it does, use the usage and rate for each period rather than one blended rate. Your bill’s tariff details and consumption figures are the best starting point.

Turn bills into a monthly planning figure

Add the costs across the period you are budgeting for and divide by the number of months if you need a monthly average. If you have a full year of information, annual use can help account for seasonal heating demand; do not assume a low summer bill represents winter costs. If you do not have a full year, use the information you have and mark the estimate for review when you have more actual readings.

The amount you pay by Direct Debit or another payment method may not match that month’s energy use: it can be set to smooth costs across the year or account for an existing balance. Treat actual use, billed charges and payments as related but distinct figures when checking whether the budget is on track.

Set an allowance that can absorb change

Choose a monthly amount based on your estimate and what your household can realistically afford. If possible, leave room for colder weather, a rate change or higher use, but set the buffer to fit your income and savings capacity rather than relying on a universal percentage or amount. If there is no room for a buffer, track spending closely and review the budget more often.

A spreadsheet, notes app or household budget planner can record the planned amount beside bills, payments and meter readings. Update the record when a new bill arrives so you can see whether the difference is due to higher consumption, a changed rate, a standing-charge change or an account balance.

Check tariff terms before switching or renewing

Compare tariffs using your household’s likely use, not a headline estimate for a typical home. Check:

  • The unit rate for each fuel and, where relevant, each time-of-use period.
  • The daily standing charge for each fuel.
  • Payment method requirements and whether the quoted tariff is available to your household.
  • Whether the tariff is fixed or variable, its term, end date, and any exit fee or other conditions.
  • How the estimated total compares when calculated against your own recent use.

In Great Britain, Ofgem’s consumer guidance includes advice on how to save money on your energy bill and switch energy supplier, as well as help with grants, benefits, supplier support and bill concerns. Check the tariff’s terms directly with the supplier before deciding.

Understand what a price cap does—and does not do

In Great Britain, Ofgem’s price cap applies to default tariffs and sets maximum unit rates and standing charges under its rules; it does not cap the total amount a household can owe. Higher consumption can still mean a higher bill. Ofgem said its cap for 1 April to 30 June 2026 was 7% lower than the previous quarter, equivalent to £117 a year or around £10 a month for a typical dual-fuel household paying by Direct Debit. That was a period-specific figure and does not establish the cap after 30 June 2026. Check Ofgem’s price-cap information for the relevant period rather than using an expired figure in a current budget.

Government policy changes also do not translate into identical savings for every home. The UK government said an average £150 of costs was removed from household energy bills from April 2026; that is an average, not a household-specific guarantee. Its December 2025 statement said that, from April 2026, 75% of domestic Renewables Obligation costs would be met by the Exchequer and the Energy Company Obligation would no longer be levied on bills in Great Britain. The government said it would work with the Northern Ireland Executive if it chose to develop a comparable offer. Check the GOV.UK cost-of-living support page for current information and signposting for Scotland, Wales and Northern Ireland.

For England, the Fuel Poverty Strategy updated in January 2026 estimated that 9 million households (36.3%) had been required to spend more than 10% of their income after housing costs on energy in 2024. It estimated the Autumn 2025 Budget package would reduce that number to 7.9 million (32.0%). The strategy’s estimated average saving of £150 for a typical household depends on consumption; its examples ranged from £205 for a high-demand rural household with poor energy efficiency to more than £440 for a high-use, electric-storage-heated household. These are estimates for England, not predictions or guaranteed savings for an individual home. See the Fuel Poverty Strategy for England for its scope and estimates.

Reduce use and look for support that fits your situation

Review practical changes to energy use alongside tariff choices. Ofgem’s household guidance covers energy-saving steps as well as benefits, grants, refunds and supplier support. What is available depends on location, eligibility and timing, so check the relevant scheme and whether you need to apply or will be contacted automatically.

Support rules differ across the UK. Use your supplier and local government as starting points, then check the appropriate national or devolved-government information for your location. Ofgem’s domestic consumer advice is available in versions for England and Wales and Scotland. The government’s cost-of-living page also points to separate support information for Scotland, Wales and Northern Ireland.

If the bill is becoming unaffordable

  1. Contact your energy supplier as soon as you can. Explain what you can afford and ask about support or a payment arrangement.
  2. Check the account details. Ask the supplier to explain an unexpectedly high bill, confirm whether readings are actual or estimated, and discuss any balance or repayment plan.
  3. Look for local and national assistance. Check eligibility and deadlines with your local government and the relevant support provider; do not assume a scheme is automatic.
  4. Get help with billing questions. Ofgem’s guidance includes what to do if you get a back bill and other help for household energy concerns.

Ofgem’s domestic energy consumer guidance, published 17 April 2024, says: “As energy prices continue to rise, many people will need extra support.” For current options, consult the regulator, supplier and relevant local or national government rather than assuming an older scheme or tariff still applies.

When to update the budget

Recalculate when a tariff starts or ends, a price-cap period changes, you move, meter readings show a sustained change in use, or household circumstances shift. A useful review compares three things: what energy the household used, what the tariff charged, and what was actually paid. That makes it easier to adjust the allowance early instead of waiting for an unexpected balance.
