For an Indian GST goods-in-transit inspection, the person in charge of the vehicle should be able to show the applicable tax invoice, bill of supply or delivery challan. If an e-way bill is required for the movement, the driver may produce a copy or provide its number electronically; a paper printout is not invariably required. Which source document applies—and whether an e-way bill is needed—depends on the shipment and its circumstances.
Which GST documents should the driver have available?
- Invoice: For a movement documented with a tax invoice, carry it or be ready to produce it. For an eligible invoice uploaded to the common portal, Rule 138A allows an Invoice Reference Number (IRN) to be produced in lieu of the invoice, subject to the rule’s process and validity period. - Bill of supply: Use this where the transaction is documented by a bill of supply rather than a tax invoice. Rule 138A names it as an applicable document. CBIC E-Way Bill Rules.
- Delivery challan: This may apply to specified movements for a reason other than supply, as provided by the relevant rules. The movement’s purpose and circumstances determine whether a challan is appropriate. CBIC E-Way Bill Rules; CBIC Tax Invoice, Credit and Debit Notes.
- E-way bill, where required: Keep a copy available or have the e-way bill number in electronic form. The official FAQ says an officer can verify the number, so the driver does not invariably need a paper printout. E-Way Bill System FAQ.
Does every shipment need an e-way bill?
No. The official E-Way Bill System FAQ describes a ₹50,000 consignment-value threshold, but also identifies exemptions and specified cases below that threshold. Do not treat ₹50,000 as a universal rule: confirm whether an exemption, exception or applicable notification covers the goods and movement. E-Way Bill System FAQ.
The requirement is shipment-specific. Before dispatch, the transporter or business should check the goods, consignment value, movement and any applicable notifications. A driver should not assume that the absence of an e-way bill is valid solely because the consignment is below ₹50,000.
How to match the document to the movement

What shipment details should be checked before departure?
The applicable e-way bill record and its supporting information can depend on the consignment value, route, distance, transport mode and vehicle details. The official FAQ explains that validity depends on distance and transport mode. It also describes limited cases where vehicle-number details are not mandatory for short same-state legs. Check the actual journey and current e-way bill record rather than assuming those exceptions apply. E-Way Bill System FAQ.
- Confirm whether the shipment is a supply or another kind of movement and select the appropriate source document.
- Check whether an e-way bill is required, including any exemption, exception or applicable notification.
- Where an e-way bill is needed, confirm its details against the actual route, transport mode and vehicle.
- Make sure the driver can access the relevant document or electronic number during the journey.
What happens during an inspection?
GST rules provide for authorized interception and verification of a conveyance and its documents. A driver should be prepared to produce or show the applicable movement document and, when required, the e-way bill copy or number. This is the GST goods-in-transit document checklist addressed by Rule 138A. A driving licence, vehicle papers and other documents may be required under separate laws, but they are not part of this rule’s GST-document list.
