There is no universal price for a skyscraper. Its cost depends on the building’s shape and usable floor area, height and structural system, facade and building services, site and foundations, amenities, local construction market, and the scope and timing of the estimate. Height matters, but it is only one part of the budget.
What does a skyscraper cost estimate include?
Before comparing prices, check what the estimate actually covers. A direct building-cost benchmark may include preliminaries, foundations and substructure, the structural frame, facade, finishes, plumbing, heating and cooling, fire protection, electrical and communications systems, and elevators. It may exclude land, professional fees, financing, taxes, external works, site investigations, unusual foundation work, or some parking.
Those exclusions matter: two cost-per-area figures can look comparable while representing different work. A direct construction rate is not the same as the total development budget, which can include costs outside the building contract.
Which design choices drive construction cost?
Shape and floor-plate efficiency
A building’s shape affects how much facade is needed for each unit of floor area, as well as structural design, construction speed, and which contractors can deliver the work. Turner & Townsend’s Tall Buildings Construction Guide 2026 uses the wall-to-floor ratio to describe facade efficiency: less exterior wall per unit of floor area generally means less facade cost. The guide illustrates that efficient massing can reduce facade area by up to half compared with a highly inefficient shape; that is a general illustration, not a promised saving for an individual project.

Height and structural system
Greater height can change structural requirements, lifting methods, building services, construction planning, and site logistics. But height alone does not determine the bill. Turner & Townsend’s 2026 guide puts it this way: “Height alone does not drive cost. When shape, structure and systems are optimised, tall buildings can deliver exceptional efficiency.” It attributes cost outcomes to how the design’s elements work together, not simply to the number of floors.
Facade, building services, and amenities
The facade’s appearance and required performance influence its specification and cost. Mechanical, electrical, and plumbing (MEP) systems also shape the budget, as does the amount and type of amenity space. A high-profile tower with demanding facade requirements or extensive services is not directly comparable to a simpler building of similar height and floor area.
How do the site and location affect the budget?
Ground conditions and substructure
Foundation and basement costs depend on geology, basement depth and size, and site-specific constraints. Dewatering, archaeology, and unusual footing requirements can add work. Turner & Townsend’s guide notes that New York’s hard rock can support high-rise construction, while its London discussion points to planning constraints and inefficient shapes. These examples illustrate why local conditions matter; they are not a universal ranking of cities by cost.

Labor, materials, and construction capacity
Wages, productivity, material prices, contractor competition, and the availability of skilled workers and suppliers can all change what it costs to build. Regulations, approvals, wage growth, currency movements, and supply-chain exposure also vary by market. Country-level averages may conceal substantial differences between cities or even projects in the same city.

Published construction indicators can help describe market conditions, but they do not substitute for a project estimate. Turner Construction’s Building Cost Index is a US non-residential construction indicator, and the company cautions that regional conditions differ.
- Turner & Townsend reported an average construction cost of US$5,723 per m² for New York City in 2024, up 5.0% year over year. This is a broad average across surveyed building types, not a skyscraper-specific rate; the methodology includes high-rise prestige offices and apartments among asset types but does not make the city figure tower-only. Why do estimates change over time?
Construction prices move with labor and material markets, contractor capacity, supply chains, and currency. An estimate also depends on how developed the design is, when procurement occurs, and the assumptions used for scope and site conditions. A preliminary benchmark is therefore not a fixed price for a finished tower.

Turner & Townsend’s 2025 Global Construction Market Intelligence methodology describes generalized cost comparisons as preliminary indications and says they should be treated with at least a ±10% range of accuracy. The same methodology cautions that actual costs depend on design, inclusions and exclusions, and site conditions. That range is a qualification on generalized comparisons, not a guarantee that every project estimate will fall within it.

- Location and currency: Account for local market conditions and exchange rates; international comparisons can use different methods.
- Estimate date: Prices from different procurement periods may reflect different labor, material, and contractor markets.
- Use and quality: Compare buildings with similar functions, specifications, and amenity provision.
- Area, shape, and height: Check the area measurement and the design assumptions behind the floor plates, facade, and structure.
- Systems and site: Align facade and MEP requirements, foundation and basement assumptions, and constraints such as dewatering.
- Included and excluded costs: Confirm whether each figure covers direct building work only or also items such as land, fees, financing, taxes, and external works.
For a project-specific budget, the general market figures above are not enough: a local quantity surveyor or construction cost consultant needs the project’s design, site, procurement timing, and cost scope.
