Startups can bring newer or dual-use technologies, but turning a promising idea into an authorized, integrated system that can be produced and fielded is difficult. The divide is structural, not absolute: Europe’s defense industrial base also includes mid-sized firms and SMEs, and startups are not all alike.
What counts as a defense startup or a traditional contractor?
“Startup” describes a company’s position and stage in the market more than a specific product. A defense startup may focus on software, hardware, or dual-use technology, but it is not necessarily small, software-only, or limited to non-military customers. The European defense industrial and technological base includes large prime contractors, mid-caps, SMEs, and newer entrants.
Traditional contractors, particularly prime contractors, are established participants with ongoing roles in defense programs and production networks. Smaller firms may supply components, specialist technologies, or services through those networks, or seek to contract directly with public buyers. The European Commission calls defense-related SMEs “key enablers of innovation and growth” (European Commission: Defence SMEs).

Why a promising technology can take years to reach users
Defense procurement is not simply a decision to buy a working prototype. A capability must meet operational requirements, prove reliability, fit with other equipment and systems, pass relevant authorization processes, and be producible in the quantities required. These steps apply to new entrants and established firms alike, though startups may have fewer established routes through programs and supply chains.

The European Commission says the “defence innovation cycle from ideation to capability remains very slow and cumbersome” in its EU Defence Industry Transformation Roadmap. That describes a system-level challenge; it does not show that every startup develops faster than every incumbent.
Where startups can encounter procurement barriers
Smaller firms may struggle to learn about long-term public-sector plans and contract opportunities or to enter national procurement processes. The European Commission’s SME material describes efforts to improve access to that information. A European Parliamentary Research Service briefing also identifies a cultural divide in which startups may be treated as subcontractors rather than innovation partners. These are documented barriers, not a description of every buyer or procurement.

Working as a subcontractor can provide a route into a supply chain, but it may leave a smaller firm dependent on an established contractor for access to a program. Direct contracting or collaboration may offer a different route, where the procurement conditions and a company’s capabilities allow it. Neither route guarantees a contract or adoption.
What recent funding figures do—and do not—show
Investment figures point to growing interest, but their definitions and geographic scopes differ:

- The European Commission reported in 2025 that more than 230 defense-tech startups had been founded in Europe since Russia’s invasion of Ukraine in February 2022, and that private investment in defense startups reached an all-time high in 2024 (European Commission: EUDIS Defence Equity Facility).
- The European Parliamentary Research Service, citing Dealroom data, estimated €753 million in 2024 venture-capital investment in EU-27 defense-tech and defense-application companies—about 2.5% of all venture capital invested in EU-27 companies that year (EPRS briefing, 2025).
The first statement covers Europe and private investment in defense startups; the second is an EU-27 estimate of venture capital for companies in defense technology and applications. They are not interchangeable measures, and neither indicates how much capital a particular startup can raise or how quickly it can reach a contract.
What EU support schemes can offer
EU programs provide possible routes to research collaboration, innovation support, and ecosystem connections—not guaranteed funding or procurement. The European Defence Fund (EDF) supports collaborative defense research and development. The EU Defence Innovation Scheme (EUDIS) is intended to facilitate participation by smaller players and innovators. The European Commission allocated €1 billion to collaborative defense R&D in the EDF’s 2026 annual work programme (European Commission: European Defence Fund). That is a programme allocation, not a promise to startups or an individual award.

The European Defence Agency’s Hub for EU Defence Innovation (HEDI) is described as a collaboration platform for Member States and EU stakeholders. The Agency’s SME guidance covers areas including procurement, supply chains, finance, innovation, and competitiveness (European Defence Agency: SMEs). Companies should check the relevant programme’s current eligibility rules, call text, and deadlines before relying on it; terms vary by scheme and opportunity.

For a startup, technical promise is only one part of the route to market. It also needs a credible plan for qualification, system integration, production, procurement access, and financing through the period before revenue. A partnership or subcontract can help with access and scale, while direct participation in a program may be possible under the applicable rules.

For an investor, the number of startups or the aggregate investment total is not evidence that an individual company will win a contract. The relevant questions are whether the technology addresses a defined defense need, whether it can meet reliability and integration demands, how it will be produced, and what route exists from development to a buyer. The available figures do not support a company-by-company performance ranking or a universal claim that startups are cheaper, more agile, or more innovative than established contractors.
Finally, “European” needs care when comparing market data: it can include non-EU countries in ordinary usage, while the €753 million venture-capital estimate is expressly for the EU-27. Treating those geographies as identical would overstate what the figures establish.
