UPI is a shared payment system, but app features and support routes differ, and your bank may set limits below the system ceiling.
What to compare before choosing a UPI app
UPI is an instant payment system developed by the National Payments Corporation of India (NPCI), an RBI-regulated entity, as described in NPCI’s UPI FAQ. When comparing apps, focus on whether you can link your bank account, how you intend to fund payments, the limits that apply to your transactions, and how easy it is to report a problem.
- Bank compatibility and setup: Check that the app supports your bank and can verify the mobile number linked to your account.
- Funding method: Separate payments made directly from a bank account from merchant payments funded by a wallet or other prepaid payment instrument (PPI).
- Limits: Look for restrictions by transaction type, payment count, amount, bank, and merchant status—not just a headline UPI maximum.
- Safety and support: Check the app’s PIN guidance, transaction history, fraud-reporting steps, and complaint tracking options.
Are UPI payments free?
For consumers making UPI payments, the Government of India’s Press Information Bureau says: “Consumers making payments will not face any transaction charges.” The PIB statement distinguishes this from merchant-side charges associated with certain payment methods.
NPCI says customers do not pay charges for PPI-on-UPI transactions in its UPI FAQ. Paytm’s interchange-fee explanation says an interchange fee can apply to merchant payments above ₹2,000 funded by a digital wallet, and that the merchant pays it. This is not the same as a transaction charge billed to the customer.
Check the app’s current terms for the payment method you plan to use. Bank-account UPI, wallet-funded payments, and optional services may not have identical terms.
How UPI transaction limits work
Limits come from more than one layer: NPCI’s system ceilings, the app’s rules, and the linked bank’s own restrictions. NPCI’s FAQ describes ordinary UPI transactions as having a limit of up to ₹1 lakh per transaction, with higher ceilings for specified categories. The Reserve Bank of India announced a higher limit of ₹5 lakh per transaction for tax payments in its tax-payment limit announcement.

NPCI’s August 28, 2025 addendum on enhanced UPI limits says the higher limits apply to verified merchants and participating banks may set lower internal limits within NPCI ceilings. A system maximum therefore does not guarantee that a particular payment will go through.
Check the limit that applies to your payment
- Identify the transaction type, such as a person-to-person transfer, tax payment, or merchant payment.
- Confirm whether the merchant is verified if you are relying on a higher merchant-category ceiling.
- Check your app’s current limit guidance and the linked bank’s rules. Google Pay, for example, publishes bank-wise UPI limits, illustrating that a bank may impose a lower cap.
- Check both amount and payment-count restrictions. Google Pay’s published limits guidance describes daily P2P count and value restrictions as well as higher caps for some verified-merchant categories; these are Google Pay disclosures, not universal UPI rules.
- If you recently started using UPI or changed devices or accounts, check whether a new-user or account-specific restriction applies before planning a large payment.
Which UPI app is safest?
The available official information does not establish that one major UPI app is safest. A practical comparison is whether the app clearly explains authorization and gives you a straightforward way to identify and report suspicious or incorrect transactions.

NPCI warns: “Please do not share your UPI-PIN with anyone.” The PIN authorizes a bank transaction; never disclose it to someone claiming to help with a payment. NPCI’s FAQ also describes raising a complaint or checking transaction status through the participating bank’s UPI app.
Read the app’s official safety guidance and use its in-app Help or Support route rather than contact details sent by an unknown caller or message. For a disputed or unauthorized transaction, report it promptly through the app and your participating bank’s official complaint channel.

How to compare support for failed payments
Support is more than a phone number. Check whether you can find a specific transaction, submit a complaint against it, and track the complaint’s status. Published routes provide useful examples, but they do not establish which provider resolves cases faster or leaves users more satisfied.
- Google Pay: Its Help and Support guidance directs users to in-app help for customer care and provides a fraud-reporting route.
- BHIM: Its FAQ describes checking transaction history and reporting declined transactions.
- PhonePe: Its terms direct users to report errors or unauthorized transactions from transaction History or through its grievance policy.
- Bank: NPCI’s FAQ points users to the participating bank’s UPI app for complaints and transaction-status checks.
Before choosing, open the official support page or in-app help and make sure you can locate the route without relying on a search result or an unsolicited message. For an actual failed payment, retain the transaction details and use the official complaint process tied to that payment.

Does popularity tell you which app to choose?
No. NPCI’s August 2025 ecosystem statistics report customer-initiated transaction volumes of 9,152.54 million for PhonePe, 7,063.76 million for Google Pay, and 1,407.23 million for Paytm. NPCI says app volume uses payer-app attribution. These figures measure transaction volume, not safety, reliability, privacy, or support quality. See NPCI’s UPI ecosystem statistics.
