For Indian small businesses, a GST rate revision means checking the rate for each affected supply, updating software without rewriting past invoices, and reviewing transactions that cross the effective date. The 2025 changes to most goods and services took effect on 22 September 2025, subject to specified exceptions; the applicable rate depends on the supply and its classification, not on a blanket reset. Confirm it against the relevant government notification before changing your tax settings.
What changed, and when did the 2025 GST rates take effect?
The Government of India’s FAQ says revised rates for goods and services other than specified tobacco products took effect on 22 September 2025. The revised rates are to be notified through official rate notifications. That date is a prompt to check which supplies your business makes and which notification applies—not a direction to apply one new rate to every product or service. Rate changes can affect product or service setup, invoice calculations, and the tax details displayed on invoices. But a rate revision did not, by itself, change GST registration thresholds: the government FAQ says the thresholds remained the same. Government of India FAQ.
How do I update GST rates in my billing software?
Use the official rate notification and your supply classification as the starting point. Then configure and check the software so the correct rate applies to the right supply and transaction date, while already-issued invoices remain intact.

- Confirm the applicable rate. Identify each affected product or service, confirm its classification, and check the relevant government notification. Do not rely only on a general news summary or copy a rate from another item.
- Set the effective date. If your software supports effective-dated rates, enter the change date and preserve the previous rate configuration for historical and transition-dated transactions. If it does not, ask the provider how it handles invoices and supplies around a rate change before overwriting a tax setting.
- Review transactions around the change. Flag open orders, unissued invoices, advances, and supplies that span the effective date. Do not choose a rate solely because an invoice is created after that date; assess the time-of-supply rule and transaction facts first.
- Check invoice calculations and display. Confirm that the software calculates tax using the intended rate and shows the rate and tax amount on the invoice. CBIC’s invoice rules list both as required tax-invoice particulars. CBIC: Tax Invoice, Credit and Debit Notes.
- Check correction workflows. Do not silently edit an issued invoice. Where a correction is needed, use the appropriate supplementary invoice or credit/debit note process, including the required reference to the original invoice and the relevant value, rate, and tax amount. CBIC invoice rules.
- Verify e-invoice output, if applicable. Check that your software’s current invoice output and connection or upload route still work with the changed rate. Confirm this with your own provider; features documented for one portal are not proof that another system handles the change the same way.
- Test before relying on the change. In a controlled workflow, check representative invoices, including a transaction near the effective date. Reconcile the calculated tax and invoice output, then retain a dated record of the notification, configuration change, and reviewer approval.
What GST rate applies if I invoice after a rate change?
The invoice date alone may not settle the applicable rate when a supply crosses the change date. The Government of India FAQ describes section 14 of the CGST Act as controlling time of supply for the transition cases it addresses. For a supply made before the change but invoiced afterward, the FAQ says that when payment is received after the change, the time of supply is the earlier of payment receipt and invoice issue. When payment was received before the change, it says the time of supply is the payment receipt. For an advance where the supply is not complete or an invoice has not been issued, the rate follows the time-of-supply rules. Government of India FAQ on the 2025 GST changes.
These are rule-based transition cases, not a substitute for checking the exact facts and applicable statutory rule for your transaction. If a supply, invoice, and payment fall on different sides of the effective date, have the treatment reviewed rather than letting the software choose a rate based only on invoice creation date.

What should I check for e-invoicing?
If you use e-invoicing, verify the entire route from your billing system to the applicable invoice-registration workflow: rate mapping, output format, and the connection or upload method. The GSTN-powered IRIS IRP provides one example of how a portal may implement a rate-master update. Its production release notes say a 40% GST rate was added to its tax-rate master on 21 September 2025 across API, web form, Excel utility, and JSON upload; other existing rates remained available. IRIS IRP describes generating a single invoice through a web form and bulk generation through upload. A business choosing between manual portal work and an integrated workflow should consider invoice volume, whether its existing system can produce a compatible format, and whether it needs an API connection. These portal options do not establish what a particular third-party software package supports.

Do I need to change GST registration after a rate revision?
For the 2025 rate revision, the Government of India FAQ says GST registration threshold limits remained the same; only tax rates on certain supplies were revised. A rate change alone therefore was not a threshold change. This statement concerns the 2025 revision and does not establish the rules for a later change or a business’s other registration obligations.
