For a U.S. borrower who wants predictable principal-and-interest payments while market rates are rising, a fixed-rate mortgage is generally the more protective choice. An adjustable-rate mortgage (ARM)—sometimes called a floating-rate loan—may start at a lower rate, but its rate can reset after an introductory period. An ARM can make sense if you understand its adjustment terms and could afford the highest payment allowed by the contract, without relying on a sale or refinance to escape a reset.
This comparison explains U.S. mortgage terms; names and protections can differ in other countries. It is not a forecast of rates or individualized financial advice.
How fixed-rate and adjustable-rate mortgages work
Fixed-rate mortgage
The interest rate is set when the loan begins and does not change during the loan term. That makes principal-and-interest payments predictable, though the full housing bill may still change as property taxes, homeowners insurance, or mortgage insurance change. Adjustable-rate mortgage (ARM)
An ARM may have an initial rate fixed for a specified period. After that, the rate can adjust at intervals according to the loan’s terms. A common U.S. example is a 5/1 ARM: the rate is fixed for five years, then adjusts once a year. Three-, five-, seven-, and ten-year introductory periods and annual adjustments are also common, but the loan documents—not the label—determine the actual schedule. CFPB: key mortgage terms

After an ARM’s introductory period, its rate is generally calculated from an index plus a lender-set margin, subject to contractual caps and any floor. If the index rises, the rate and payment can rise too. The index, margin, first adjustment date, adjustment frequency, caps, and floor are all terms to check in the loan agreement. Which loan is better when rates rise?
A fixed-rate loan protects the borrower from market-rate increases changing the loan’s interest rate. An ARM does not offer the same certainty after its introductory period: if its index rises, the contract may allow the rate and payment to increase. That makes fixed-rate financing generally better for borrowers whose priority is payment predictability.

An ARM may still be worth considering if its terms fit the borrower’s plans and budget, but a lower starting rate is not proof of a lower total borrowing cost. Compare fees and points, the timing and size of possible resets, and the maximum payment the contract permits. Do not make the decision on the assumption that you will sell or refinance before a reset: your home’s value or your financial circumstances could change. What to compare in actual loan offers
Ask lenders for written Loan Estimates and compare offers on the same loan amount and term. Review the rate structure, payment figures, points, fees, and the ARM’s possible future payments—not just its introductory rate. The CFPB recommends comparing multiple offers. CFPB: shopping for a mortgage

- Rate certainty: Is the quoted rate fixed for the full term, or only for an ARM’s introductory period?
- Starting cost: What are the initial rate and principal-and-interest payment, and do points or fees buy down the rate?
- Reset exposure: When is the first adjustment, how often can the rate change, and what index, margin, caps, and floor apply?
- Worst-case affordability: What is the highest payment the contract could require, and would it fit a realistic household budget?
- Total borrowing cost: Compare fees and points as well as the interest rate. APR includes costs beyond the interest rate, but an ARM’s APR does not show its maximum possible interest rate. CFPB: interest rate versus APR

The Loan Estimate’s five-year cost comparison for an ARM assumes the rate does not change. It is a standardized comparison, not a stress test for rising rates. Review the ARM’s adjustment terms and request payment scenarios as well. CFPB: compare and negotiate loan offers

ARM contracts may set separate limits for the first adjustment, later adjustments, and the total change over the life of the loan. CFPB guidance gives examples of initial caps commonly set at two or five percentage points, subsequent caps at one or two points, and lifetime caps at five points. A cap limits how much the interest rate may change under the contract; it does not guarantee that the resulting payment will be affordable. Ask the lender to calculate the highest payment you may ever have to pay on the loan you are considering, then test that amount against your budget.

ARM fine print to inspect before choosing
- Payment recalculation: Check how the payment is recalculated when the rate changes.
- Negative amortization: Find out whether a payment could be too small to cover interest. If so, unpaid interest may be added to the principal.
- Rate floor: Check whether a floor prevents the rate from falling below a specified level.
- Prepayment penalty: Review whether paying the loan off early triggers a charge. CFPB says most loans do not have prepayment penalties, but the terms of your own agreement matter. CFPB: ARM fine print
