Mortgage Refinance Rates for December 1, 2025: Latest Available Averages

The latest Freddie Mac averages available on December 1, 2025, were 6.23% for 30-year fixed and 5.51% for 15-year fixed mortgages. They were national market averages, not personalized refinance offers.

The latest Freddie Mac weekly averages available on December 1, 2025, were 6.23% for a 30-year fixed mortgage and 5.51% for a 15-year fixed mortgage. Those figures were published for the week of November 26; they are national mortgage-market averages, not personalized refinance quotes.

What mortgage refinance rates were available on December 1, 2025?

Freddie Mac did not publish a weekly survey dated December 1. Its latest reading available that day was the November 26, 2025, Primary Mortgage Market Survey:

Freddie Mac’s PMMS archive lists weekly 30- and 15-year fixed-rate averages. The survey typically comes out on Thursdays and shifts to Wednesday when a U.S. holiday falls on Thursday.

Why these averages are not refinance quotes

Freddie Mac describes the survey as focused on conventional, conforming, fully amortizing home-purchase loans for borrowers with 20% down and excellent credit. The figures are useful as a broad historical market reference, but they do not establish what a particular homeowner could have been offered to refinance on December 1.

A lender’s offer can vary with factors such as credit score, down payment or equity, loan term, and loan type. The CFPB’s rate-exploration examples show how changing these assumptions affects displayed rates. Its default scenario is a $400,000 single-family primary residence with 10% down, a 700 credit score, a conventional 30-year fixed loan, a 60-day rate lock, and discount points ranging from -0.5 to 0.5. How to compare refinance offers

Compare written offers using the same assumptions. A headline interest rate alone does not tell you whether refinancing will save money. Line up the following details:

  • Loan Amortization and Remaining Balances
  • Instant Principal, Interest, Interest Only and Total Payments
  • Future Values
  • Date math function
  • Fixed or adjustable structure, interest rate, and APR.
  • Loan amount, loan-to-value ratio, and any discount points or lender fees.
  • New term against the time remaining on your current mortgage.
  • Monthly principal-and-interest payment and total interest over the loan.
  • Rate-lock period and your expected time in the home.

Then estimate how long it would take the monthly savings to recover the upfront costs. The Federal Reserve’s consumer guide calls this a ballpark break-even calculation and notes that costs vary. Its guide gives a broad historical range of 3% to 6% of outstanding principal for refinancing fees, but that is not a universal figure or a current quote; costs depend on the state and lender. Look beyond the monthly payment

A longer replacement term can lower the monthly payment while extending repayment and increasing total interest. If you refinance later in a mortgage, the new loan can restart amortization, so more of the early payments may go to interest rather than principal. A shorter term generally has a lower rate and less total interest, but usually requires a higher monthly payment.

Compare the break-even point with how long you expect to keep the home, and consider whether the new loan builds equity at an acceptable pace. A lower payment can reflect a longer repayment schedule rather than a cheaper loan overall.

What happened after December 1?

Freddie Mac’s next weekly release, published December 4, 2025, reported averages of 6.19% for a 30-year fixed mortgage and 5.44% for a 15-year fixed mortgage. Those are later observations and should not be substituted for the latest figures available on December 1. The release said rates had decreased for the second straight week; that statement describes the December 4 report, not refinance offers on December 1. See Freddie Mac’s December 4 PMMS release.
