Choose payroll software only after confirming that it supports every country, region, worker type, and tax year in your payroll—and then verify its calculations, filings, payment process, corrections, records, and support against the rules that apply to you. “Statutory contributions” do not mean the same thing everywhere. UK PAYE and workplace pensions, Canadian deductions and contributions, and US employment taxes involve different calculations and responsibilities.
Official guidance explains employers’ duties and, in some cases, provides calculation or filing specifications. It does not certify a commercial payroll product as reliable. Treat vendor claims as items to verify, not as proof of compliance.
What should you check before comparing payroll software?
Map your payroll’s compliance footprint
Start with a list of where each employee works, the relevant tax year, worker classifications, pay frequencies, and the statutory schemes that apply. Include regional rules: for example, the Canada Revenue Agency says Quebec has separate provincial responsibilities alongside federal payroll deductions. Do not assume that a vendor’s support for a country automatically covers every region or worker type within it. See the CRA’s payroll overview.
Ask each vendor to confirm, in writing, which jurisdictions and effective dates its product supports. Make sure the answer covers your actual workforce—not just the vendor’s headline country list.

Separate calculation from filing and payment
“Payroll handles contributions” can describe very different services: calculating liabilities, preparing a return or payment file, submitting a filing, initiating a payment, or monitoring whether both were accepted. Ask which tasks the software performs and which remain yours or a provider’s.
How can you verify statutory calculations?
Test employer and employee amounts
Check both sides of each obligation: amounts withheld from employees and contributions or taxes owed by the employer. In Canada, for example, the CRA says employers must contribute an amount equal to the CPP contributions deducted from employees and remit both amounts. A test that checks only take-home pay can miss an employer-side calculation error. Consult the CRA’s CPP contribution guidance.
Use representative payroll cases
Ask the vendor to demonstrate calculations using cases drawn from your workforce, then compare the results with current government formulas, tables, or calculators. Include ordinary payroll and the situations most likely to expose gaps:

- A new starter and a leaver, including any relevant mid-period changes.
- Changes in age, status, pay frequency, or other factors that affect eligibility or calculation.
- Bonuses, commissions, overtime, statutory pay, and retroactive adjustments where applicable.
- Employee deductions and the corresponding employer liability.
- A correction or adjustment to an earlier payroll period.
For Canadian payroll, the CRA’s T4127, 122nd edition, effective January 1, 2026, provides formulas for payroll software and in-house solutions, including federal, provincial (except Quebec), and territorial income tax, CPP, and EI calculations. The CRA also says its formulas are approved for the purposes of the specified federal laws described in the guide. That is a reference for checking applicable calculations, not a certification of a vendor.

Ask how the vendor tracks effective dates, tells customers about statutory changes, and makes updated rules available. Find out whether you can see the rule or calculation applied to a particular pay run. Do not assume that a product’s current support means it will handle a future tax year correctly without an update.
Does the software file returns and remit contributions for you?
Match every filing to its authority and deadline
For each required return or contribution file, identify who prepares it, who submits it, when it is due, how you receive an acknowledgement, and how errors are corrected. The details differ by jurisdiction. In the UK, HMRC says a Full Payment Submission is generally due on or before payday; an Employer Payment Summary is used for certain reductions. In the United States, the Social Security Administration publishes specifications for electronic W-2 and W-2C wage submissions that software developers must follow. Ask how the product supports the applicable filing format and corrections; see the SSA’s Specifications for Filing Forms W-2 and W-2c.
Verify payment and reconciliation responsibilities
Ask whether the service calculates an amount, generates a payment instruction, initiates a debit, or confirms that funds reached the relevant authority or pension scheme. Establish who watches for rejected payments, late notices, mismatches, and outstanding balances, and who reconciles payroll records with account statements.
Using a third-party provider does not necessarily transfer the employer’s legal responsibility. The IRS says employers generally remain responsible for withheld federal income tax and both employer and employee portions of Social Security and Medicare taxes, subject to arrangement-specific exceptions. Review the IRS’s guidance on outsourcing payroll and third-party payers and confirm the exact responsibilities in your arrangement.

How should you assess pension contributions and statutory pay?
Where workplace pension duties apply, confirm the scheme rules and payroll setup together. Ask how the product handles the contribution basis, enrolment events, opt-outs, deductions, and contribution-file submissions. Verify which pay components count under the scheme rather than assuming that every earnings type is treated alike.
The UK Pensions Regulator says software set up for automatic enrolment may calculate contributions and make deductions. Its guidance lists salary, wages, commission, bonuses, overtime, and specified statutory pay among the earnings to include. For UK automatic-enrolment qualifying earnings in 2026/27, the regulator gives an annual range of £6,240 to £50,270. That figure is specific to the UK tax year and qualifying-earnings basis; it is not a measure of software quality. Check the regulator’s current guidance on pension contributions and verify the applicable thresholds for the period you are processing.

What records and controls should you expect?
Reliable processing needs a reviewable trail, not only a net-pay figure. Ask what records you can retrieve for each pay run and how the system supports review before finalisation.
- Calculation details, source payroll data, approvals, and a history of changes.
- Submission receipts, rejection messages, corrections, and payment status.
- Role permissions and a review step for exceptions before payroll is finalised.
- Alerts for missing employee details or unusual liabilities, with a clear route to resolve them.
- Exports that support audit, reconciliation, and handover if you change providers.
- Support availability and escalation when a filing or payment is time-sensitive.
How do you make the final selection?
- Remove unsupported options. Exclude products that cannot confirm coverage for every relevant jurisdiction, worker group, scheme, and tax year.
- Run a controlled demonstration. Use the same representative cases for each vendor and compare employee deductions, employer liabilities, and pension treatment with applicable official references.
- Trace one filing and payment end to end. Identify who prepares, submits, pays, checks acceptance, handles failures, and corrects errors.
- Review the evidence and terms. Confirm record access, support escalation, rule-update commitments, integrations, implementation requirements, and total fees in writing.
- Assign internal ownership. Name the person who reviews payroll exceptions, checks statutory updates, and verifies that filings and payments are accepted.
Choose the product whose documented coverage and demonstrated workflows match your payroll—not the one with the broadest feature list. If a vendor cannot explain a calculation, filing, payment, or correction for your circumstances, treat that as an unresolved risk before committing.
