New York granted downstate casino licenses to Bally’s Bronx, Hard Rock Metropolitan Park in Queens, and Resorts World New York City in Queens. The Gaming Facility Location Board selected the three applicants on December 1, 2025; the New York State Gaming Commission formally granted their licenses on December 15. The state estimates billions in future taxes and fees, but those figures are projections—not money already collected.
Which casinos won, and where will they be?
| Licensee and facility | Planned site | Project description |
|---|---|---|
| Bally’s Corporation, doing business as Bally’s Bronx | Ferry Point/Bally’s Golf Links, Bronx | A proposed casino project at the existing golf links site. |
| Queens Future, LLC, doing business as Hard Rock Metropolitan Park | Beside Citi Field at Willets Point, Queens | The sponsor describes a broader sports and entertainment district. |
| Genting New York LLC, doing business as Resorts World New York City | Aqueduct Racetrack, Queens | An expansion of the existing casino. CBS reported a proposed $5.5 billion plan including table games, hotel rooms, an arena, and greenspace; these are proposed features, not completed amenities. |
That makes one of the licensed projects a Bronx site and two Queens projects. The Commission’s adopted minutes record a 7–0 approval motion for each facility license. New York State Gaming Commission adopted minutes
How did the selection and licensing happen?
The Gaming Facility Location Board selected the three applicants on December 1, 2025, for licensing consideration. It said awarding all three licenses best advanced the state’s long-term economic, fiscal, and community objectives. The Gaming Commission then granted the licenses on December 15, 2025. The Board’s choice and the Commission’s formal grants were separate stages, not a single vote. Gaming Facility Location Board selection announcement Gaming Commission adopted minutes
How did New York evaluate the proposals?
The Board’s statutory scoring assigned most of the evaluation weight to economic activity and business development. Its published allocation was:

The Board said no one factor was determinative. It cited the region’s population, density, income levels, tourism, and number of residents within a two-hour drive in explaining why it considered a three-casino downstate market viable. Its report also distinguished the Board’s selection role from the Gaming Commission’s suitability review: the Board evaluated statutory selection criteria, while integrity, character, security, fitness, and background checks belonged to the Commission. The Commission considered suitability, statutory licensing thresholds, environmental findings, and the license motions in its December 15 process. How much revenue does the state expect?
The estimates describe different kinds of money and should not be added together as if they were a single guaranteed return.

| Estimate | What it measures and qualification |
|---|---|
| Approximately $5.5 billion | Gross gaming revenue for the total downstate casino market in 2033, the market-stabilization year projected by the Gaming Facility Location Board’s consultants in its 2026 report. This is a market forecast, not actual revenue. |
| Approximately $7 billion | Incremental gaming tax revenue projected for 2027 through 2036 by the Board’s 2025 announcement and 2026 report. The estimate assumes the applicants’ proposed tax rates and a stable existing gaming-facility landscape. |
| $1.5 billion | Licensing fees cited by the Board in its 2025 announcement and 2026 report. This is a separate fee measure, not gaming-tax revenue. |
| Approximately $5.9 billion | Additional state and local taxes over 10 years, as estimated in the Board’s 2025 announcement. This is a separate tax estimate from incremental gaming taxes. |
Gross gaming revenue is the projected market measure; incremental gaming tax revenue, licensing fees, and additional state and local taxes are distinct estimates. None is evidence of receipts already realized. The Board’s consultants’ market forecast and the tax estimates depend on the stated assumptions and projections. What oversight and community commitments come with the licenses?
Each license grant requires an independent third-party monitor acceptable to the Commission for at least five years. The Commission’s adopted minutes describe the monitor’s role as overseeing application commitments and compliance with laws and regulations. Chair Brian O’Dwyer told Spectrum News NY1 that “All of the applications had issues,” and described monitoring as a way to assure New Yorkers the projects would comply with law and regulation. Gaming Commission adopted minutes Spectrum News NY1, December 15, 2025

The Board emphasized that applicants should deliver the community, infrastructure, workforce, and local-hiring commitments in their proposals. Its announcement lists planned infrastructure and transit improvements, local business partnerships, community-based organizations, workforce diversity, and local union hiring. These are commitments or proposed benefits, not verified results. Gaming Facility Location Board selection announcement
Officials and sponsors also described expected economic benefits in public statements. O’Dwyer told CBS New York, “We have three new casinos. Hundreds, if not thousands, of good union jobs coming into the communities”; that is an expectation, not an audited job count. Governor Kathy Hochul called the vote “the culmination of a multi-year, community-driven process” and said the selected proposals had local support, clear community benefits, and sustainable economic plans, according to CBS New York. Contemporary coverage also recorded opposition and environmental concerns alongside supporters’ projections of jobs and investment. What the decision establishes—and what it does not
The three facilities are licensed, but the cited selection and licensing documents establish the decision and the published project plans—not present-day construction progress, final project budgets, opening schedules, realized job totals, or tax receipts. The revenue numbers remain forecasts, and planned amenities and community benefits remain proposals or commitments unless later evidence shows they have been delivered.
