How to Evaluate Cement Stocks Using Capacity, Utilization and Demand

A practical framework for evaluating cement producers: define capacity correctly, read utilization in context, and assess demand market by market.

Evaluate a cement producer by matching the capacity it can use with the output it actually makes and the demand in the markets its plants serve. Capacity and utilization describe operations; they do not, by themselves, tell you whether a stock is attractively valued or likely to deliver a particular return.

Start with the plant’s market, not a national total

Cement is heavy relative to its value, so transport costs help define where a plant can compete. Eagle Materials’ 2026 filing gives general shipment ranges of roughly 150 miles by truck and 300 miles by rail, with barge shipments able to travel farther. These are company-stated generalizations, not fixed limits; actual economics depend on routes, costs and local conditions. Eagle Materials’ filing

The practical point is that cement markets are often regional. A national demand figure can obscure a plant’s local oversupply, tightness, import exposure or access to customers. Begin by identifying the geography served by each plant, then consider demand there rather than assuming the national market describes every asset.

Distinguish cement capacity from clinker capacity

Clinker is an intermediate material made in a kiln and then ground, often with other materials, to make cement. A producer’s clinker production capacity and its cement grinding capacity measure different stages of the process; neither should be substituted for the other when calculating utilization.

The American Cement Association’s U.S. plant information includes both clinker and grinding capacity, alongside details such as kilns, fuel use and cement types. Calculate utilization only after checking the definition

A common calculation is production during a period divided by installed capacity, but the period and denominator must be clear. Cementos Pacasmayo says its utilization rates are calculated by dividing production in a given period by installed capacity. Its filing says quarterly rates imply annualized production: actual production for the quarter is multiplied by four. That is the company’s definition, not a universal reporting standard. Before comparing rates, check whether both figures refer to clinker or cement, whether capacity is installed or nameplate, and whether the period is a quarter, annualized quarter, year to date or full year. A rate computed with one convention is not directly comparable with a rate computed using another.

Read output and demand together

Utilization says how much of a stated capacity base was used; demand helps explain whether the output could be sold and at what competitive conditions. Eagle Materials identifies public infrastructure, private nonresidential construction and residential construction as cement demand sources. Its 2026 filing says U.S. public infrastructure represents nearly 50% of cement demand, a company-reported description rather than an independently verified universal or current market statistic. Keep geography and seasonality in view. A softer quarter may reflect the normal construction calendar, while a full-year figure may reveal a different trend. Likewise, stronger national construction activity does not guarantee stronger sales at every plant if local competitors, imports or customer mix differ.

Explain why utilization changed

A lower rate is not automatically evidence that demand collapsed. Kiln maintenance, planned production schedules and inventory decisions can reduce clinker production in one period while cement output continues from previously produced clinker.

Pacasmayo’s 2026 filing illustrates this distinction: cement utilization was 65.1% in 2Q26 and 64.3% in 6M26, while clinker utilization was 44.7% and 60.3%, respectively. The company attributed the divergence in part to production timing, maintenance and existing clinker inventory. These are company-specific figures from a Peruvian producer, not an industry benchmark. The company’s FY2025 disclosure also links period differences to its planned kiln schedule and consumption of inventory produced earlier. Assess regional supply and competition

Demand is only one side of a plant’s operating picture. Transport routes affect whether competitors can serve the same customers, while imports can add supply to a region. Eagle Materials’ filing discusses how regional demand and limits on new capacity can influence imports and utilization. This means a high rate may reflect constrained local supply, but the rate alone cannot establish that the producer has pricing power.

For U.S. context, ACA’s market reports page lists forecasts, monitoring and tracking reports, consumption-by-user-group reports, apparent-use data by state and market, and an annual yearbook. Its Market Intelligence page says the yearbook provides 20 years of historical data. Use utilization as one operating signal, not a stock verdict

High utilization in a market where capacity expansion is constrained can support the operating case for existing assets. But it does not independently establish realized prices, margins, cash generation or valuation. For a stock analysis, pair capacity and demand with the factors that determine whether production translates into returns to shareholders:

  • Local competitors, import availability and customer mix.
  • Plant-level costs, energy and fuel mix, and maintenance requirements.
  • Environmental obligations and the investment needed to meet them.
  • Balance-sheet capacity to fund maintenance, upgrades or expansion.
  • The share price and valuation relative to the company’s financial performance.

The cited operating information supports a way to assess a producer’s position; it does not establish a universal “good” utilization rate, a formula linking utilization to stock returns, or a buy-or-sell conclusion.

A practical comparison checklist

  1. Map each plant to the regional markets and transport routes it can realistically serve.
  2. Separate clinker production capacity from cement grinding capacity.
  3. Confirm the utilization numerator, capacity denominator, reporting period and annualization method.
  4. Compare the current period with the same period in the prior year and review a full-year measure when available.
  5. Read output alongside local demand, seasonality, imports and competing supply.
  6. Check whether maintenance, production scheduling or inventory drawdowns explain movements in clinker and cement rates.
  7. Bring plant costs, energy use, maintenance, environmental needs and balance-sheet capacity into the stock analysis.

Market figures should also be dated and attributed. Eagle Materials’ 2026 filing reports U.S. cement consumption declined about 2% in calendar 2025 and says ACA forecast an approximately 2.5% decline in calendar 2026.
