There is no universal one-for-one substitute for Russian oil. A refinery’s viable alternative depends on its equipment and crude-processing configuration, the properties of the replacement crude, the products it needs to make, available supply and transport, and the sanctions rules that apply to the cargo and its destination. For European refineries, CPC and Basrah Medium have been identified as alternative medium-sour grades, while Johan Sverdrup is an example of a domestic European grade used in the post-2022 adjustment. Those are market examples—not assurances that any grade will work at a particular plant.
First decide what is being replaced: crude or finished products
Crude oil is refinery feedstock; diesel and other petroleum products are outputs that can also be bought from other suppliers. These are separate sourcing decisions. A buyer seeking crude for a refinery must assess whether the feedstock suits that plant. A buyer seeking diesel can source a finished product without replacing the crude that a particular refinery processes, subject to applicable origin and import rules.
The distinction matters in Europe’s adjustment after Russian crude flows fell. In its 11 September 2025 report, the International Energy Agency (IEA) described Middle East Gulf countries, the United States, Türkiye and India as replacing lost Russian diesel volumes to varying degrees in the period analyzed. The Middle East was the largest supplier in that analysis. Those historical flows do not establish current availability or future contract terms.
Which crude grades have served as alternatives in Europe?
The IEA identifies CPC and Basrah Medium as medium-sour alternatives and Johan Sverdrup as a European domestic grade used in the adjustment to reduced Russian crude flows. The examples describe observed market choices, not a ranking or a refinery-by-refinery recommendation.

Why crude grades are not interchangeable
A crude grade’s name or broad category does not tell a buyer whether a refinery can substitute it without operational consequences. The plant’s configuration and the crude’s properties both matter. The U.S. Energy Information Administration explains that lighter inputs at refineries configured for heavier crude can cause operational inefficiencies. Blending or adding processing capacity may be possible responses, but they involve trade-offs rather than a guaranteed drop-in fix.
Before committing to a replacement, a refinery and its buyer should establish how the candidate crude could affect:

- Compatibility: the crude’s properties relative to the plant’s equipment and its normal feed slate.
- Products and operations: expected output composition, efficiency and utilization, as well as any need for process changes, debottlenecking or additional equipment.
- Supply and delivery: available volumes, transport route and timing, and reliance on longer-distance cargoes.
- Commercial terms: delivered price and contract availability. The cited sources do not provide a current delivered-price comparison, so they do not support a cost ranking of these grades.
What European diesel trade figures show—and do not show
The IEA’s 11 September 2025 report provides evidence of how European buyers adjusted refined-product sourcing during specified historical periods. It reports that the EU, UK and Norway averaged close to 850 kb/d of extra-regional diesel imports over 3Q23–2Q25. Within the report’s account, the Middle East supplied 340 kb/d to those markets. European diesel imports from India and Türkiye averaged 160 kb/d during 1H25.
These figures describe the markets and periods stated by the IEA; they are not a snapshot of October 2026 supply, prices or supplier shares. Nor do they establish that a specific cargo is eligible for a particular destination. A trade-flow statistic is a useful indication of past sourcing patterns, not a substitute for checking the origin and documentation of a transaction.

How EU rules affect refined products made with Russian crude
For EU-bound refined products, the European Commission calls for enhanced due diligence when a refinery processes Russian crude. Its guidance describes conditions under which a refinery may document separation of production lines, or provide evidence that the relevant line did not receive or process Russian crude in the 60 days before the bill of lading date. The Commission rejects aggregate mass balancing as proof of non-Russian origin, explaining: “Oil is a fungible material that cannot be physically segregated once mixed.”
This is EU import guidance, not a global origin rule. Buyers should verify the operative law and required documents for the exact product, refinery, cargo, destination and transaction. A supplier’s country or a refinery’s general sourcing statement alone may not answer the production-line and feedstock questions described in the Commission guidance.

Sanctions and policy can change the sourcing decision
The European Commission’s sanctions summary says the EU prohibits imports of Russian seaborne crude and refined petroleum products from Russia. Following the 18th sanctions package, the Commission page listed a US$47.6-per-barrel Russian seaborne crude price cap; that figure reflects the page’s update as of 23 July 2026, not a timeless rule. The applicable restrictions can depend on the buyer, seller, cargo, services and destination, so transaction decisions require checking current official rules rather than relying on a summary.
Separately, the Commission’s 6 May 2025 REPowerEU roadmap called for EU countries to prepare national plans by the end of 2025 explaining how they would contribute to phasing out Russian oil, gas and nuclear-energy imports. That was a policy-planning milestone for member states, not a buyer-specific instruction or a guarantee that a particular replacement supply would be available.

A practical screening sequence for buyers
- Define the product need. Determine whether the purchase is crude feedstock for a named refinery or a finished product such as diesel. Do not treat a refined-product supplier as a crude-grade substitute.
- Screen refinery fit. Have the refinery assess the candidate crude against its configuration, usual feedstock, required outputs and operating constraints. Do not assume CPC, Basrah Medium or Johan Sverdrup is a drop-in replacement.
- Confirm the supply case. Establish cargo origin, available volume, route, delivery window and commercial terms for the specific transaction. Historical trade flows do not demonstrate a current offer or price.
- Check destination-specific eligibility. For an EU-bound refined product from a refinery that processes Russian crude, obtain and verify the relevant evidence about production-line separation or the line’s feedstock history against the Commission’s guidance and current law.
- Recheck rules at transaction time. Confirm the current sanctions and documentation requirements that apply to all relevant parties, services, cargoes and destinations before contracting or shipment.
