How to Choose a UPI Payment Gateway for a Small Business in India

Compare written all-in fees, settlement terms, checkout fit, eligibility, and support before choosing a UPI payment gateway. Zero MDR does not always mean zero provider fees.

Choose a UPI payment gateway by comparing your written, all-in cost, settlement terms, fit with your sales channels, onboarding requirements, and the quality of its operating processes—not by the claim that UPI is “free.” Zero merchant discount rate (MDR) does not necessarily mean zero gateway or technology fees. The right choice depends on your business category, expected payment mix, checkout needs, and cash-flow priorities; there is no universally best provider.

What a UPI payment gateway does

A payment gateway helps a business accept online payments and connects the checkout with the payment-processing chain. UPI itself is an instant payment system developed by NPCI. NPCI also says the acquiring bank should assign a merchant category code (MCC) that accurately reflects the business. Your category can affect applicable payment terms, so confirm it with the gateway and acquiring bank. NPCI’s UPI FAQ explains UPI and merchant-related details.

When comparing providers, distinguish the UPI network or MDR treatment from a provider’s separate platform, technology, or service charges. They are different parts of the cost, and a zero-MDR claim alone does not establish your total price.

How to compare UPI gateway charges

Request a written quote based on your business category, expected monthly volume, and the mix of payment methods customers will use. Ask what is deducted from successful transactions and what is billed separately. Include GST and any optional service charges in your comparison.

  • GST and any setup, onboarding, annual, or account fees.
  • Charges for faster settlement, refunds, or other services you expect to use.
  • Any pricing conditions linked to transaction volume, business category, eligibility, promotion dates, or caps.

Provider pages are not standardized quotes. Cashfree says its platform fee is mutually agreed and that transaction fees are deducted from successful transactions before settlement. PayU says domestic pricing varies by payment mode and business profile, and UPI pricing depends on business type and volume. Razorpay distinguishes zero MDR on standard bank-to-bank UPI from a platform or technology fee. Check the current terms for your own account: Cashfree pricing, PayU pricing, and Razorpay pricing.

Is UPI free for small merchants?

“Free” can refer to MDR under the UPI framework, not necessarily to every fee charged by a gateway. A Ministry of Finance release dated 15 September 2026 says P2P UPI remains free, merchant payments up to ₹2,000 remain free of MDR, and qualifying small merchants receiving up to ₹1 lakh per month through QR under the P2PM category continue to have zero MDR on all transactions. It also describes MDR on specified other merchant payments above ₹2,000, with sector-specific terms, and says approximately 96% of P2M transactions remain unaffected. These are framework details—not an all-in gateway quote. Confirm how your business and payment flows are categorized with your gateway and acquiring bank. Check settlement timing and access to funds

Settlement is when processed payments are transferred to your business account; a payment being instant for the customer does not mean the funds are instantly available to you. Ask for the written settlement schedule and what can change it.

  • What is the standard settlement cycle, and when does the clock start?
  • How do cut-off times, weekends, and bank holidays affect the arrival of funds?
  • Can the provider hold a reserve or delay settlement because of a review, risk decision, or other condition?
  • Is faster settlement available to your business, what approval is required, and what fee applies?
  • How are refunds and disputed or failed transactions reflected in settlement reports?

Cashfree states that its UPI gateway has default T+2 settlement; faster access may be available subject to bank approval and business or risk factors. It describes access within 15 minutes for eligible businesses. PayU says standard settlement is T+2 and that same-day or priority settlement may be available depending on business category, potentially for a fee. Match the integration to how you sell

Choose the checkout method around the customer journey and the tools your business already uses. A website, app, invoice-based service, and in-person QR workflow may need different payment options.

  • Website: Confirm that hosted checkout or web integration works with your platform and supports the customer payment options you need.
  • Mobile app: Ask whether an app SDK or UPI intent flow is supported and what activation or technical work is required.
  • Invoices and remote sales: Check for payment links, buttons, or invoice features, and whether they support your workflow.
  • In-person or counter payments: Confirm static or dynamic QR availability and how payments are matched to orders or bills.
  • Messaging or repeat payments: Verify any specific WhatsApp-link or recurring-payment capability instead of assuming it is included.

Cashfree lists UPI collect, intent, QR, and WhatsApp-link options. PayU lists payment links, buttons, invoices, and web checkout. Verify availability for your account, business category, and platform; some features may need separate activation. Evaluate onboarding, reconciliation, and support

Before applying, ask what KYC documents and business information are required, whether your business category is eligible, and whether any payment methods need separate activation. Get the expected onboarding steps and account-specific terms in writing.

Then check the operational details that affect day-to-day work:

  • Whether settlement and transaction exports provide enough detail to reconcile payments against orders and bank deposits.
  • How customers and merchants can report failed payments, request refunds, or escalate complaints.
  • Which support channels are available to your account and what response or resolution commitments apply.
  • How disputes are handled, including the parties responsible and relevant timelines.
  • What security information, merchant policies, and privacy terms the provider publishes.

An RBI discussion paper from 2019 discusses payment gateways and aggregators as part of the online payment infrastructure and highlights disclosure, complaints, disputes, settlement, security, and risk management. It proposed that gateways and aggregators disclose comprehensive information about merchant policies, pricing, grievances, privacy, and other terms on their websites or apps. That wording is from a proposed framework in the discussion paper, not by itself a statement of current binding rules. Use the paper as context, and obtain current policy documents and operational commitments from the provider. RBI discussion paper.

Use a short, account-specific decision process

  1. Describe your payment needs: Record your business category, sales channels, expected monthly volume, likely payment mix, and when you need access to funds.
  2. Request comparable written terms: Ask each shortlisted provider for the same volume and payment assumptions, with every fee, tax, settlement condition, and eligibility requirement itemized.
  3. Confirm category and onboarding: Check your MCC, KYC requirements, merchant eligibility, and any separate activation steps with the gateway and acquiring bank.
  4. Test the workflow before committing broadly: Verify the checkout or QR experience, payment notifications, refund path, reconciliation data, and support escalation for the methods you plan to use.
  5. Choose on total fit: Compare the all-in cost and operational terms against your actual needs. Do not treat a headline promotion or zero-MDR statement as the whole offer.

What provider comparisons can—and cannot—tell you

Cashfree, PayU, and Razorpay publish useful information about their pricing or features, but their public pages do not provide a standardized, account-specific comparison. Their prices and offers can change; confirm the current merchant terms, applicable GST, settlement conditions, and promotion eligibility directly before signup. The available provider information does not establish your negotiated price, KYC eligibility, or support experience.

The reviewed sources also do not establish independent, directly comparable uptime or payment success-rate measurements for a small business. Treat performance claims published by a provider as that provider’s claims; ask how the figures are measured or pilot the payment flow with your own customers before relying on them. No universal provider winner follows from the published facts.
