Nuclear fission splits heavy atomic nuclei; nuclear fusion joins light ones. Fission generates electricity in operating nuclear power plants today. Controlled fusion is still being developed as a possible future power source, not a commercial substitute for the current fission fleet.

How fission and fusion work

Fission splits heavy nuclei

In fission, a neutron can strike a heavy nucleus—commonly uranium or plutonium—and split it into smaller nuclei. The reaction releases energy and additional neutrons; those neutrons can trigger more fissions, creating a chain reaction. A conventional fission plant uses the reaction’s heat to make steam, which turns a turbine-generator and produces electricity. The U.S. Nuclear Regulatory Commission (NRC) explains the basic distinction in its fission-and-fusion comparison, and the Department of Energy (DOE) describes the fission steam-and-turbine process in its overview.

Fusion joins light nuclei

Fusion combines light nuclei, commonly hydrogen isotopes, into a heavier nucleus and releases energy. Nuclei must be brought together under exceptionally demanding conditions, including very high temperatures and confinement. Research systems use magnetic confinement, such as tokamaks and stellarators, or inertial confinement, in which lasers or particle beams compress fuel. These approaches are ways to create fusion conditions; they are not yet a commercial electricity system. The DOE outlines the challenge of achieving and sustaining fusion conditions in its fission-and-fusion explanation.

Fission vs. fusion at a glance

Comparison Fission Fusion
What happens to the nuclei? A heavy nucleus splits into smaller nuclei. Light nuclei combine into a heavier nucleus.
Typical fuel Heavy elements, commonly uranium or plutonium. Light nuclei, commonly hydrogen isotopes.
Reaction conditions and confinement A controlled fission reaction takes place in a reactor; the cited sources do not set out a single confinement method for all fission plants. Requires extreme conditions. Research approaches include magnetic confinement and laser- or particle-beam-driven inertial confinement.
Chain reaction? Yes. Neutrons released by fission can initiate further fissions, so the chain reaction must be controlled. No self-sustaining chain reaction. If the required operating conditions are not maintained, fusion stops.
How does it generate electricity? Reaction heat makes steam that drives a turbine-generator. A future plant would need to capture reaction energy, manage heat and particles, and convert useful output into electricity; an established commercial system is not in operation.
Deployment maturity Used in nuclear power plants generating electricity today. Controlled electricity generation remains under development.
Radioactive waste and safety Produces long-lived radioactive waste and requires safety controls for the chain reaction and radioactive materials. Not expected to produce the same kind of long-lived waste as fission, but fusion machines and materials can involve radioactivity and require safety oversight.
Unresolved engineering needs The sources cited here do not identify a comparable set of unresolved needs for the operating fission process. Materials that withstand harsh conditions, tritium fuel supply, heat and particle exhaust, and electricity-conversion systems remain research and engineering challenges.

The comparison reflects a major difference in maturity: fission is a power-generation technology in use, while fusion is an active development effort. The NRC cautions that fusion machines do not rely on the kind of self-sustaining chain reaction associated with conventional nuclear power in its fusion overview.

Why fusion is not a current replacement for fission

Making fusion occur in an experiment is not the same milestone as operating a grid-connected power plant. A practical plant must sustain the necessary conditions and integrate the technology that captures energy and delivers electricity. The DOE identifies materials, tritium fuel-cycle supply, heat and particle exhaust, and systems for converting fusion energy into electricity as ongoing science and engineering needs in its overview of fusion nuclear science and technology.

A reaction result or energy gain at one stage of a system does not by itself demonstrate net electricity delivered to the grid. The sources cited here do not establish an authoritative commercial deployment date, so a promised arrival year is not warranted.

How their safety and waste profiles differ

Fission’s chain reaction has to be controlled, and fission produces long-lived radioactive waste. Fusion does not depend on a self-sustaining chain reaction, and it is not expected to produce the same kind of long-lived waste. Those are relative distinctions—not proof that fusion is risk-free or waste-free. Fusion facilities may involve radioactive materials, and machine components exposed to fusion conditions can require safety oversight.

In the United States, the NRC says the ADVANCE Act, enacted July 9, 2024, amended the Atomic Energy Act definition of byproduct material to include radioactive material produced by fusion machines. In some Agreement States, relevant material oversight may be handled by the state. The NRC’s fusion overview describes the regulatory context and explains why fusion machines are not reactors in the conventional chain-reaction sense.

What the difference means for electricity

For electricity available from nuclear plants today, the distinction is straightforward: those plants use fission. Fusion is scientifically distinct and could become another way to generate electricity, but making it a reliable, integrated power source requires solving fuel-cycle, materials, heat-management, and conversion challenges. It should be understood as a technology under development, not as an operating alternative to the current fission fleet.
