Compare asphalt paving contractors by giving each the same written scope, then checking comparable experience, project capacity, quality controls, schedule, and contract terms. Normalize every bid against that scope before comparing totals: the lowest number is not meaningful if it excludes different work or relies on different assumptions.
Start with one scope for every bidder
First identify the work: a public road, private access road, parking lot, loading area, or another commercial surface. Send each contractor the same plans, specifications, site information, quantities, and submission instructions. Include the constraints that affect the work, such as traffic, business access, phasing, work windows, and the required completion date.
If the design or quantities are uncertain, tell bidders how to state assumptions and how changes will be measured and paid. Ask each to identify exclusions, allowances, and deviations from the requested work. For a public road, the agency’s procurement rules and specifications govern. For private commercial work, use a written technical scope that states the expected result and how it will be accepted.
Do not rank totals from bids that describe materially different jobs. A comparison is useful only after the scope and assumptions are aligned.

Check relevant experience and qualifications
Ask for a concise list of completed projects similar in type, scale, operating constraints, and paving method. For each, request the owner’s contact information, completion date, relevant project scale, the contractor’s actual scope, and the project lead’s name. References can help establish how the contractor handled scheduling, communication, changes, defects or callbacks, and closeout records.
For public work, verify any required prequalification directly with the contracting agency and confirm that it covers the relevant work class and remains current. These systems are jurisdiction-specific. Queensland’s National Prequalification System assesses technical, managerial, and financial capacity for road and bridge contracts and includes asphalt-specific materials (Queensland Department of Transport and Main Roads). TxDOT describes qualification levels, bidding capacity, and requalification requirements (TxDOT contractor prequalification). Arizona DOT materials also refer to experience, financial information, equipment, and a maximum prequalification amount (Arizona DOT contractor prequalification). None of those examples establishes what another owner or jurisdiction requires.

Evaluate the proposed team and execution plan
A firm’s past work matters, but so does the team and equipment it will actually commit to this job. Request the names and roles of the project manager, day-to-day superintendent, and quality-control lead; identify critical subcontractors and ask how substitutions will be handled. Compare the proposed staffing and equipment plan with the site, production needs, and schedule.
Look for an actionable plan for deliveries, access, traffic control, weather windows, protection of adjacent areas, and keeping a commercial property operating. A schedule that lists dates without explaining phasing or site coordination is hard to assess.

Compare quality control with the contract
Ask each bidder for a project quality-control plan or a clear description of its equivalent. Compare how it will control materials and mix requirements, plant production, delivery and placement, joints, compaction, sampling, testing, records, and corrective action. British Columbia’s 2025 highway specifications illustrate the potential breadth of a plan, covering purchased materials and mix design as well as plant procedures, product quality, placement, and compaction; the specification assigns responsibility for the plan to the contractor (British Columbia 2025 Standard Specifications for Highway Construction).
The governing project specification sets the acceptance criteria. FHWA identifies asphalt content, compacted pavement density, and pavement smoothness as examples of quality characteristics that can matter in performance specifications, and says a performance-specification contract should require a contractor quality-control plan (FHWA construction guidance). Those examples are not automatic requirements for every paving project.

Clarify who collects samples, which laboratory performs the tests, what qualifications the contract requires for labs and personnel, how results are reported, and what happens when results fall outside specified limits. Contractor quality control and owner acceptance testing may have different roles; the contract should make their relationship clear. The Asphalt Paving Handbook describes acceptance as evaluation through sampling, testing, and inspection, including acceptance plans for asphalt mixture production and construction (Asphalt Paving Handbook). Austroads likewise emphasizes stating agency requirements clearly and using risk-based independent monitoring of the contractor’s quality-assurance evidence (Austroads road construction QA guide).

Build a line-by-line comparison against the shared scope. Mark each item as included, excluded, allowance-based, or unclear, and reconcile quantities and unit rates where the contract allows them. Check, in particular, that bids treat these items consistently:

Ask for written explanations of unusually high or low bids, focusing on scope, quantities, schedule, material assumptions, and exclusions. Price alone does not establish quality. The Texas Asphalt Pavement Association advises bidders to examine the site, proposal, plans, specifications, supplemental specifications, and contract forms before submitting a proposal; its guide is Texas-specific and should be applied in context (Texas Asphalt Pavement Design and Construction Guide).
There is no universal award formula or universal definition of the lowest responsive bid in the cited guidance. Apply the owner’s procurement rules or, for a private project, the criteria stated in the solicitation and contract.

Confirm contract terms and local requirements before award
Check the applicable rules with the public owner or local authority rather than assuming one jurisdiction’s requirements apply elsewhere. Review the actual contract for required licenses or registrations, insurance limits, bid or performance and payment bonds where applicable, permits, warranty language, safety obligations, traffic-control responsibilities, change-order procedure, schedule remedies, payment milestones, retainage, and dispute process.
For an owner-run private project, make sure the written contract identifies the scope, acceptance process, price basis, schedule, and procedure for approving changes. Resolve unclear or conflicting bid assumptions before signing.
