The 7 October 2026 essay by Andhra Pradesh Chief Minister N. Chandrababu Naidu makes that affirmative case as political opinion; its strongest evidence is a set of dated national measures.
What the 25-year milestone marks
Modi became Chief Minister of Gujarat on 7 October 2001 and became Prime Minister in 2014. The anniversary is therefore 25 years in executive office—not 25 years as Prime Minister. Naidu’s essay, published by India Live on 7 October 2026, argues that continuity of leadership, public trust, technology, infrastructure, welfare delivery, cooperative federalism and India’s global posture have transformed the country.
That is an explicitly favorable political interpretation. The article’s author is N. Chandrababu Naidu, Chief Minister of Andhra Pradesh, and its assertions about leadership and national direction should be read as his argument, not as neutral findings.
What the dated national figures show
Official figures support several examples of expanded infrastructure and welfare coverage. The periods and definitions vary, so the measures are best read separately rather than as one common scorecard.

What these changes establish—and what they do not
The figures document changes in national infrastructure networks, reported household connections and programme reach over periods that overlap Modi’s time in office. They make a case that the scale of public provision and infrastructure expanded. They do not, on their own, show how much of each change reached particular states or groups, whether services were consistently usable, or what outcomes followed for households.
The measures also cannot be added together into a single transformation total. A kilometre of highway, an operational airport, a reported tap connection, a foodgrain beneficiary and an estimated reduction in multidimensional poverty are different units with different definitions and time windows. The poverty estimate may also reflect several interacting economic and public-policy factors; it is not a standalone measure of the effect of one leader or programme.
Where Naidu’s case is an interpretation
Naidu places the changes within a broader thesis: that leadership with vision, integrity, credibility and the ability to execute makes national progress possible. He writes, “One lesson has become increasingly clear to me: ultimately, leadership matters.” The infrastructure and welfare figures provide context for that view, but they cannot prove the causal claim. Establishing it would require evidence that separates leadership effects from state and local implementation, earlier policy, economic conditions and other influences.
The essay also connects technology, cooperative federalism and improved international standing to India’s transformation. Those are judgments in the article, not conclusions established by the infrastructure, water, foodgrain or poverty figures above. Its renewable-energy claims—approximately 296 GW of capacity and 168 GW of solar capacity—are also not independently established by the official sources cited for the other measures.

How to read the essay’s affirmative verdict
The essay’s title presents transformation as the conclusion. The evidence makes that conclusion plausible in a limited sense: several national indicators show expansion during the period. A fuller assessment would also ask about quality, distribution, affordability and outcomes, and compare progress across states and communities. Those questions do not erase the documented changes; they define what the headline figures can and cannot tell a reader.
Naidu ends by looking ahead, writing, “The true significance of these 25 years, however, will be judged by what they enable India to achieve next.” That is a forward-looking political judgment, not a measurable result of the figures already reported.
