What are the current shared ownership income caps?
GOV.UK’s current eligibility guidance sets the annual household income limit at £80,000 outside London and £90,000 in London. These are England scheme limits, not one UK-wide threshold. The Greater London Authority also states a £90,000 gross household income limit for London.
The cap is an eligibility threshold, not a measure of how much a provider will lend or a guarantee that a particular application will be approved. Applicants must meet the other applicable scheme requirements and pass an affordability assessment.
How household income is assessed
For Homes England grant-funded homes outside London, the Capital Funding Guide specifies gross household income. The assessment generally considers income from relevant household members whether or not they are named as applicants. That means the calculation may not be limited to the income of the person submitting the application.

The guide identifies circumstances that may be excluded or taken into account, including some disability benefits, fostering or adoption payments, child maintenance, and ongoing health or care expenses. It also says evidenced, known future income changes may be considered. These provisions do not mean applicants can automatically deduct any expense or disregard income; ask the provider what documentation and calculation rules apply to the specific home.
Homes England’s detailed funding rules should not be assumed to govern every provider or scheme. London has separate Greater London Authority funding guidance, while GOV.UK sets out the general applicant-facing requirements. Confirm the applicable calculation with the provider.

Do the limits change for other shared ownership routes?

What to do before applying
- Identify the route and location. Check whether the home is standard shared ownership, Right to Shared Ownership or OPSO, and whether it is in London or elsewhere in England.
- Ask how the provider calculates household income. For a Homes England-funded home, ask how its gross-income assessment applies to relevant household members, potential exclusions and documented future changes.
- Check the whole eligibility test. Being under the cap does not replace route-specific conditions or the requirement to show that you cannot afford a suitable home outright.
- Get an affordability assessment. Homes England says it should be carried out by a suitably qualified, experienced and regulated mortgage or financial adviser. The provider can explain how this assessment fits its application process.
