Why Rivian sued Ohio
Rivian says it sells new vehicles directly through company-operated stores and its website, rather than through independent franchised dealers. Its complaint alleges that Ohio’s dealer-licensing rules prevent Rivian from obtaining the license it needs to complete retail sales in the state.

The lawsuit, Rivian, LLC v. Norman, No. 2:25-cv-00858, was filed in the U.S. District Court for the Southern District of Ohio on August 4, 2025. Rivian named Charles L. Norman, in his official capacity as Registrar of Motor Vehicles for the Ohio Bureau of Motor Vehicles, as the defendant. Rivian asks the court to declare the challenged restriction unconstitutional as applied to the company under the Due Process and Equal Protection Clauses and to issue an injunction. These are claims in Rivian’s complaint, not findings by the court. Read the complaint (Doc. 1, filed August 4, 2025).
What Ohio’s rules are said to prevent
Rivian’s complaint describes Ohio law as requiring a license to engage in retail sales of new motor vehicles, while generally barring a manufacturer or its affiliate from obtaining that kind of license to sell its own new vehicles. Rivian also points to a grandfathering provision that it says protects certain preexisting licenses, including Tesla’s. Those descriptions and arguments are Rivian’s; the complaint alone does not independently establish the current statutory text or how a court should interpret it.

The central distinction in Rivian’s account is between taking an order and completing the retail sale in Ohio. The complaint says Ohio residents had ordered Rivian vehicles through Rivian locations licensed in other states, with delivery to an Ohio service center or the customer’s home where available. Rivian says the restriction prevented it from completing the sale in Ohio. It put the point this way: “Nonsensically, the thing that Rivian cannot do is actually complete the sale of Rivian vehicles in Ohio.” That is advocacy by the plaintiff, not a statement by the judge.
What the complaint says about Tesla
Rivian argues that Ohio’s grandfathering provision allows certain existing license holders, including Tesla, to maintain direct-sales operations while blocking Rivian from obtaining a license. It uses that distinction as part of its constitutional challenge. The filing does not amount to a court determination that Ohio treats the companies unlawfully or that Rivian is entitled to the same treatment.

Can Ohio residents buy or take delivery of a Rivian?
The complaint’s account is a snapshot of Rivian’s position when it was filed in 2025: Ohio residents could order through certain out-of-state Rivian dealer-licensed locations, and delivery to an Ohio service center or home was described as available where offered. Rivian said it could not complete the retail sale in Ohio. That filing does not establish what ordering, payment, delivery, registration, or service arrangements are available to Ohio customers now. Check directly with Rivian for current arrangements before making a purchase decision.
