What Ohio HB 1022 proposes

The announcement also describes a refund route for taxpayers with an overpayment above $25 following a successful property-valuation complaint. Rather than receive an automatic credit, those taxpayers could apply for a refund, according to the sponsors.
Options the sponsors say counties would have
The announcement says counties would have flexibility in certain circumstances to return overpayments as refunds, apply them as credits toward future property taxes, or establish installment repayment agreements. It also says county treasurers would be required to refund overpayments. The release does not spell out the conditions governing each option, so the precise circumstances and how the provisions interact cannot be established from that summary alone.

The sponsors say the changes would apply to overpayments required to be refunded or credited after the bill’s effective date. HB 1022 has not been enacted, and these proposed rules should not be treated as a current refund procedure.
How the proposal compares with current Ohio law
Current Ohio Revised Code section 5715.22 addresses overpayments identified after a real-property valuation complaint or appeal. It describes crediting an overpayment against taxes due and applying for a warrant for a remaining balance or when no taxes are due. The section’s listed effective date is April 9, 2025.
